Re: Submission in Support of the Proposed 39-Storey Mixed-Use Development at 2-4 Burleigh Street and 20-24 Railway Parade, Burwood

I am writing to express my full support for the proposed 39-storey mixed-use development at 2-4 Burleigh Street and 20-24 Railway Parade, Burwood . This development promises to provide a range of community, economic, and environmental benefits, making it an invaluable addition to the urban landscape. The mixed-use nature of the proposal—including dual-key affordable housing, a hotel, commercial office spaces, and ample public and residential amenities—offers a balanced approach to urban living that aligns with modern needs and future growth objectives.

1. Affordable Housing and Residential Inclusivity
The inclusion of 48 dual-key apartments, of which 18 are designated as affordable housing, is a key highlight of this development. In a time when housing affordability is a critical issue for many communities, this project addresses the need for well-designed, cost-effective housing options for low- and moderate-income families. By providing 18 affordable housing units within a larger, high-quality residential development, the project encourages greater social integration, making affordable housing accessible within a desirable urban setting. This initiative will assist in mitigating housing shortages and reduce the economic disparities often seen in more exclusive developments.

2. Contribution to Local Economy
The development of a hotel with 120 rooms and extensive ancillary facilities—including a restaurant, café, gym, and function rooms—will stimulate the local economy. The hotel will not only provide much-needed accommodation options for visitors but will also generate employment opportunities in hospitality, retail, and tourism. The inclusion of a commercial office space is equally significant. It supports local businesses by offering modern, flexible office environments in close proximity to major transportation links and urban amenities. The project will encourage job creation, economic activity, and a revitalization of the surrounding area.

3. Sustainability and Environmental Considerations
The design of the building includes sustainable building practices, and the integration of residential communal open spaces at both the second and rooftop levels enhances the quality of life for residents. These green spaces offer both a social and environmental benefit by reducing the heat island effect, improving air quality, and encouraging outdoor interaction. Furthermore, the project’s design includes stormwater management solutions, which will help mitigate flooding risks and ensure responsible water use, aligning with Burwood Councils policy & goals.

4. Enhanced Public Amenities and Infrastructure
The proposed five-level basement for car parking, which provides 138 spaces, is a significant contribution to local transportation infrastructure. It will reduce the pressure on street-level parking, enhancing overall traffic flow and minimizing congestion in the surrounding area. In addition, the landscaping and associated infrastructure works will improve the streetscape, providing a more pleasant and pedestrian-friendly environment. The outdoor spaces, including cafes and function areas, will promote social interaction and create a community hub, enhancing the area's vibrancy.

5. Alignment with Urban Planning Objectives
The proposed development is aligned with Burwood city’s broader goals of promoting mixed-use urban environments, encouraging higher-density residential developments, and fostering more walkable and sustainable communities. The project adheres to key planning principles that promote smart growth, efficient land use, and the reduction of urban sprawl. The integration of residential, commercial, and hotel uses within a single development offers an innovative solution to urban living, where individuals can live, work, and play within close proximity.

6. Traffic and Access Considerations
We recognize that the development will likely lead to increased foot and vehicle traffic in the area. However, the project has been designed to mitigate these impacts through the inclusion of ample car parking spaces and pedestrian-friendly access points. Furthermore, the mixed-use nature of the building reduces the need for long commutes, which can help alleviate traffic congestion and reduce carbon emissions in the long term.

Conclusion
In conclusion, the proposed 39-storey mixed-use development at 2-4 Burleigh Street and 20-24 Railway Parade, Burwood represents a forward-thinking, sustainable approach to urban development. The integration of affordable housing, commercial office spaces, hotel accommodations, and extensive public amenities will not only enhance the local economy but also provide a dynamic, inclusive environment for residents and visitors alike. The development aligns with the city’s goals for sustainable growth, increased housing availability, and economic vibrancy, making it a welcome addition to the area.

I strongly urge the Department of Planning to approve this project, as it will contribute to the continued development and success of the community. I trust that the benefits of this proposal will be clear in the long term, both for current residents and future generations.

Thank you for considering this submission made from a Burwood Local that is passionate about our vibrant and growing Burwood city.

1. Overshadowing and Loss of Natural Light
• The proposed high-rise could cast significant shadows over the heritage property, reducing natural light into the building and surrounding public areas, especially if it’s used for community, educational, or religious purposes.
2. Heritage Impact
• The proximity and scale of the development could diminish the visual prominence and historical character of the heritage church.
• The design might conflict with heritage conservation goals, especially if the church is listed on the local or state heritage register.
3. Incompatible Built Form and Scale
• The development appears significantly taller and bulkier than surrounding buildings, making it incompatible with the existing streetscape and fine-grain urban fabric.
4. Noise, Traffic and Congestion
• A mixed-use tower could dramatically increase vehicular and foot traffic, potentially leading to parking pressures and safety concerns around the church’s access routes.
5. Loss of Amenity
• Increased noise, reduced privacy, and higher density could lead to a deterioration in the amenity of the church and nearby properties, especially during construction.
6. Construction Impacts
• Vibration and excavation works could physically impact the integrity of the heritage building, particularly if foundations are shallow or fragile.

In summary, this block of land is far too small to accommodate a 39-story complex that includes hotel rooms, commercial offices, residential units, and government-supported affordable housing. The proposed density of this development raises significant concerns about overcrowding, strain on existing infrastructure, and the long-term quality of life for future occupants. The construction of a mixed-use tower on such a limited site would not only increase both vehicular and pedestrian traffic, but it would also exacerbate parking shortages and create safety hazards—particularly around the church’s access points. Additionally, the planned U-turn bay near the Burleigh Road exit poses a direct risk of traffic congestion and could further increase the likelihood of accidents in an already congested area. The development’s scale is disproportionate to its surroundings, appearing significantly taller and bulkier than nearby buildings, which would disrupt the existing streetscape and clash with the area’s fine-grain urban fabric. Moreover, the higher density could lead to increased noise, diminished privacy, and a general decline in the amenity of the church and nearby properties, particularly during construction. Vibration from excavation works poses an additional risk, potentially compromising the structural integrity of the heritage church, especially if its foundations are shallow or fragile. Given these numerous concerns, the proposed development would have far-reaching negative consequences on the local community, infrastructure, and heritage value.
