As a resident of 129 Narrow Neck Road, Katoomba I wish to submit my protest and objection to this proposal of residential buildings at 142-150 Narrow Neck Road, Katoomba.
After reading the information provided on the NSW Planning website relating to a “State Significant Development. Exhibition Residential flat buildings at 142-150 . I wish I wish to register my objections to this project.
It appears the Developer seemed assured of their position in advance given that they have cleared the site of bush and vegetation mid 2025 before this proposal was even brought to public attention.
It has been said the Developer advised the Planning Dept. that a “letterbox drop” was circulated to residents within a 1km of the site. I am within 1 km and neither I or my neighbours received any such information from the Developer in reference to this project. How misleading and arrogant is this
My main objection is that this a World Heritage area and should be protected against such projects such as this one as it is not conducive and wondering if it is even legal to build high rise buildings in this historic Blue Mountains area.
This is also a flame zone area, and we have already been evacuated twice in the last two years. My concern is that this project will flood the area with so many more residents and the traffic going past our homes will be constant. In the face of a bush fire incident the only one lane road will be highly congested with fleeing residents’ cars, fire engines and other first responder’s traffic. Getting out to the highway will cause a catastrophy incident and possibly deaths.
Where this proposal is situated, we have been advised in many meetings given by the Conservation Society, attended recently, much wildlife will be compromised, waterways polluted and the whole project will be a fire hazard because of its enormity.
I can speak for many of my neighbours, who I know will be submitting their own objections to this proposal, have moved to the Blue Mountains for many reasons, mainly for the peace, clean air, community, wild life, beautiful views all will be compromised by such a large project of high rise buildings and so many residents, not all being permanent.
We feel these benefits will be missing in Narrow Neck Road if this proposal goes ahead.

I oppose the proposal for a nine four-storey buildings to be constructed on the 1.6hectare site at 142-150 Narrow Neck Road, Katoomba, it should not proceed.
I have lived in the Blue Mountains for around 15 years, this is such a unique place and should not be developed with such projects.
This development is larger than anything currently permitted in the Blue Mountains. If approved, it would, diminish the character of Katoomba, including views towards the escarpment, increase pressure on local infrastructure, particularly roads, worsen traffic congestion, including evacuation routes during emergencies, increase bushfire risk, particularly during evacuation, degrade the natural environment, including sensitive and protected ecosystems.
I also oppose the use of the Housing Delivery Authority (HDA) approval in the Blue Mountains. I believe that the Blue Mountains LGA should be explicitly excluded from the HDA and SSD pathways.

I recommend that the Consent Authority visit the development site, including the surrounds and environmentally sensitive areas to understand the significant pressure this would put on such a fragile place and for them to see how this would significantly place a higher risk on residents when a fire occurs. This development is just not suitable for such a place.

I am stating my opposition to the proposed development of 142-150 Narrow Neck Rd Katoomba. This proposal is for a large and dense development far exceeding current Local Environment Plans and Development Control Plans, and if passed will irrevocably affect the aesthetic character, culture and function of what is the most populous, visited and unique village of a series of villages within a world heritage listed National Park. With plans including 9 4 storey residential apartments , 52 serviced apartment, 3 restaurants, cafe, gym, gallery and conference facilities including on-site parking this development is classified as high density for which rezoning of the current medium density is also sought. There is no development or proposal for such of this scale in the mountains. This would include extensive arareas of hard surface replacing porous ones with raised temperatures, storm water runoff and ecosystem disruption. This site is next to the vulnerable Blue Mountains Swamp,housing endangered species and feeds into Katoomba Falls Catchment, potentially affecting Sydney drinking water as well.
Katoomba is a very popular destination for visitors, relying on tourism based around its natural environment and provides currently a selection of facilities included in the plan, and at peak season operating at capacity for supporting infrastructure such as vehicle access and services including electricity and sewerage. This development speculates an increase of several hundred vehicles increasing congestion. Vehicle access in the event of bushfire in this high risk area would be very challenging for evacuation purposes with only one evacuation route to the Great Western Highway.
Thoroughly exceeding the limits of the Local Environment Plan and the Development Council Plan,instead misleadingly presented via the Housing Development Authority this development thereby overrides the Blue Mountains local council and it's input, disregarding many years of expert planning with consideration of of appropriateness of design, scale and site. As such it is a significant precedent for further applications of ill considered design potentially threatening the world heritage status of the area. I hope this proposal is given attentive consideration
