Hi, as a resident less than 100m away from the proposed development I would like to submit a formal objection. While I am not opposed to housing development, I believe this development goes against established council regulation and environmental protection.

It feels unfair to residents of BMCC to have to abide by council regulations and then large developments like this are exempt. No other building in the area is 4-stories tall, this will stick out like a sore thumb. You will also notice when you go there, that the site sits atop the ridge and is visible from very far away. This will be very visibly out of character for the neighbourhood. You will also notice the streets are narrow and barely have a foot path. How is this supposed to support an additional 250+ apartments?

This also feels very bad faith by the state government to go against the council's explicit disapproval. If the state government and council were working together on this, I would feel a lot more comfortable. It seems very unprofessional for the state government to be going against the BMCC's wishes.

I urge anyone involved in this submission to visit Cahill's lookout for sunset any day of the week. You will find cars and buses parked in no-stopping zones. People lining the streets and barely adequate side walks. This area is already extremely congested and adding hundreds of apartments to the same road and pathways is an unsustainable amount of people.

When I walked past today, I spoke to an opposing neighbour who was very concerned our sewage and utilities would not be able to cope with such a development.

I am also saddened to see native bushland cut down. Trees need to grow old and hollow out to provide habitat for birds.

I urge the state government to come to an agreement with the community to find a solution everyone is happy with.

Objection to Proposed Development: 142–150 Narrow Neck Road, Katoomba
As a Katoomba resident who has lived here for 21 years, I strongly object to this development.
I object to this proposal based on the following critical points:
Flawed Consultation: No direct consultation occurred with the Deerubbin Local Aboriginal Land Council or Gundungurra representatives. The proponents also ignored documented opposition from the Blue Mountains City Council and the Conservation Society.
Inappropriate Scale: The project forces massive, towering structures into a quiet area, completely clashing with Katoomba's local character.
Environmental & Geological Hazards: The required heavy excavation threatens Sydney's drinking water catchment with toxic runoff. Furthermore, the local sandstone is unstable and prone to collapse, recently aggravated by regional seismic activity.
Severe Isolation: Located 3km from the train station, schools, and major employers, this site creates forced car dependency. The limited bus service ends at 8:00 pm, isolating shift workers.
Bushfire & Traffic Risks: Narrow Neck Road is a winding, dead-end road. Forcing 215 households onto this single access point will create gridlock and trap residents during regular local bushfire events.
No Community Benefit: The project fails to provide realistic affordability for a local population where 34% earn under $800/week, and sits too far from the hospitals and schools that essential workers need.
This development is entirely wrong for this sensitive location. I urge the panel to reject it completely.

The proposal is foolhardy. It will significantly damage the local environment through land clearing, polluted runoff and wastewater, and loss of habitat; hurt the local economy through lost tourism revenue; and increase risk during fires by adding traffic to already busy and vulnerable roads. Additionally, there are not sufficient job opportunities in the mountains, our highway is already too busy, and I do not believe public transport could cope with the influx (the trains could take some slack, but we haven't the buses to get people to the station). It really should not go ahead. I would recommend building additional housing in the city, possibly around Blacktown and Doonside, which have good transport connections but are almost entirely single family homes.

I would like to object to this proposal, I think it will have an adverse effect on the area. The biggest issue is the bushfire risk, this is an area that is impacted by bushfires to a high degree. Leaving aside the risk of damage to the buildings, the number of extra people that would need to be evacuated creates a risk of injuries or deaths. Narrow neck road is not capable of high volumes of traffic such as would be found in an emergency situation.
This submission also bypasses environmental protections in the Blue Mountains LEP that are there to protect the areas status as a World Heritage Area. The local economy relies on tourism, which in part relies on this status. There are areas in the mountains where this type of development would not be inappropriate, but not narrow neck road. The developer would be better off working with council to identify locations where this type of development would work and fit in with the LEP.

I find it hard to believe that anyone could think that such a massively dense development could possibly be appropriate to the fragile natural environment of the world heritage Blue Mountains in Katoomba, which receives 7.8 million visitors annually precisely to see the beautiful and pristine natural environment.
