I refer to the attached submission of my neighbours Madeleine & Duncan Fairweather.
I agree with their submission on all points, and strongly oppose the development application.
I reiterate several points that Madeleine & Duncan have made, namely:
* It is counter-intuitive to support the first stage without understanding the proposed second stage.
* The potential impacts of flood risk are significant. Cecil and Roylston Streets (Paddington) are in a valley between Oxford Street (Paddington) and Mclean Street (Edgecliff). In heavy rain, the area is consistently flooding and stormwater drainage in the area is inadequate. Local residents have been lobbying the Woollahra Council for action on this for years, with very little progress (especially on north side of Cecil Street which has only two stormwater drains across the entire length of the ~100m street). The proposed development will only worsen the impacts of flooding in the area.
* The proposed destruction of tree cover is an environmental tragedy to an area that has been previously protected by Woollahra Council.
* The proposed development does not meet the State Government's affordable housing objectives. Any suggestion that it does so is simply a red herring - the existing residences at that location are more "affordable" than the new development will be. Motivated parties are simply looking for quick profits at the cost of destroying the peace and environment of the local area.

I would like to express my concern that the proposal in its current form is not appropriately resolved and does not represent a balanced or context-sensitive outcome for this site. Items of particular concern include (but are not limited to) height, setbacks, separation distances, vibration risk, staging, traffic and environmental impacts, lack of compliance with the SECPP outcome and uncertainty/ambiguity due to the staging of the project. Please see the attached document for a more comprehensive explanation of these issues.
In summary, I respectfully request that the Department refuse the application in its current form, or require substantial amendments to address these matters before any approval is granted.
