As a local resident, the addition of new high quality built homes are desired as the transformation of the area has taken place for over a decade. It needs to happen now and not for another decade. Rhodes has an identity as a suburb and we share the locale and amenities with neighboring suburbs. How truly amazing this is! It still has allot of potential of what Rhodes could be for everyone to be able to live in for any age and background. This project is great having proposed to open up the foreshore and can see the local developers and council are trying to make improvements to infrastructure and access to various amenities. Similar to Wentworth Point, the introduction of a Primary school was sought as the community needed it. Subsequently a High School was built next door and the expansion renovation has already taken place. I can see Rhodes being the same in follow the trend. We need these in the area as it is needed. Rather, all this is coming to fruition too slowly. The Government need to take action now.

I am writing to formally object to the proposed mixed-use development with infill affordable housing at 25–27 Leeds Street, Rhodes.
Reasons for objection:
Traffic and Parking: The development proposes 401 apartments, which will significantly increase traffic congestion on Leeds Street and surrounding roads. Existing parking is already limited, and the development does not provide sufficient on-site parking for residents and visitors, creating potential safety hazards and congestion.
Building Height and Visual Impact: The addition of eight storeys and rooftop to Building F (25 storeys total) and three additional levels to Building E (15 storeys total) is out of scale with surrounding buildings. This will adversely impact sunlight access, privacy, and the local streetscape.
Environmental Concerns: The increase in building size and density may exacerbate stormwater runoff and put pressure on local infrastructure. Green and open spaces appear inadequate for the proposed density, affecting livability and environmental quality.
Community Impact: The density of the proposed development is likely to strain local services and amenities, including schools, public transport, and community facilities. The increased population may also affect the character and cohesion of the local community.
For these reasons, I request that the Department carefully consider the impact on the local community, infrastructure, and environment, and reject this proposal in its current form.

Rhodes is already a highly dense and rapidly growing suburb, with infrastructure that is struggling to keep pace with the existing population. The current road network frequently experiences congestion, particularly during peak hours, and there is limited capacity to absorb further increases in traffic. Adding more residential levels will inevitably introduce additional vehicles, placing further strain on already overburdened roads.
In addition, local amenities and public facilities—including parks, healthcare services, schools, and public transport—are already under significant pressure. Increasing the population density without corresponding upgrades to these essential services risks significantly reducing the quality of life for both current and future residents.
Urban development should be balanced with infrastructure capacity and long-term liveability considerations. Approving additional levels in an already congested area like Rhodes would contribute to overcrowding and undermine the sustainability of the suburb.
For these reasons, I strongly oppose this proposal and urge the relevant authority to reconsider or reject the addition of further levels unless substantial infrastructure improvements are planned and delivered in parallel.

I believe this project will be very beneficial for the Rhodes community for the following reasons. It will open up the foreshore to public access, as the project is a part of an existing development. The additional apartments will help fund the pedestrian bridge at Rhodes station. This will provide a safer town center for pedestrians and commuters. It will provide additional affordable housing that is consistent with the housing targets set by the government. Ultimately, this project offers an opportunity to provide more homes and improved amenity and public access to the Parramatta River foreshore.

I work in the Rhodes area and visit very frequently for shopping, dining, and meeting friends. From my personal experience, Rhodes is already a very active and convenient place, but there is still strong demand for more housing in this area.
I believe that increasing the number of apartments in a well-located area like this makes sense. More residents will help support local businesses, improve vibrancy, and make the area feel even more lively and safe, especially during evenings and weekends.
The inclusion of affordable housing is also a positive aspect of this project, as it helps create a more diverse community and provides opportunities for more people to live close to work and amenities.
