I am in favour of amendments to M12 Motorway project. The addition of two traffic light intersections on Elizabeth Drive, one to the East and another to the West of the
Airport Access Road is commendable. This amendment will allow traffic from the Airport Access Road to enter Elizabeth Drive, or exit it, with ease. Local residents, airport users, airport service industries, and transport businesses will be able to access Badgerys Creek Road from one of these intersections, possibly to head south towards Narellan/ Campbelltown, or to use the other intersection to enter or exit Western Sydney Airport further west.
I would like to see more detail for these "traffic light intersections" as the interactive maps and static maps do not show how these intersections will link to the Airport Access Road.

Firstly thankyou for the opportunity to provide input into this important piece of infrastructure. We hope TfNSW will continue to engage with utility providers in such a forward thinking and positive manner towards the strategic and cost effective delivery of infrastructure assets for the comunity.
I would initially like to clarify a previous submission provided by Pat Woodbury on behalf of Endeavour Energy (EE). EEs process for assets relocation typically involves an accredited service provider (ASP) developing [electrical reticulation] designs, including an adequate environmental assessment, With this design package being reviewed and if suitable, approved by EE. I note the response to this submission, 4.3.1.2 Response seems to indicate that the [M12] Project approval would extend to utility relocation, such that individual environmental assessments would not be required. Does this mean the Project assessment will also consider the aspects and impacts and provide or detail appropriate mitigating measures? EE presume our electrical design review and approval process will be adhered to and the aspects, impacts and mitigating measures will be addressed either within the Project assessment, separately or individually as required. Please note, in our experience generally a given project assessment scope rarely extends adequately to include all the aspects relevant to the electricity network asset relocation.
In the development and design of any major roadway, such as the M12, Endeavour Energy as it appears do other utility providers, recognise the significant strategic cost saving opportunity of utility co-location in such roadways. To this end, EE are involved and keen to continue to be involved in joint planning discussion groups that have the objective to strategically co-locate utilities where possible along a range of liner infrastructure asset routes. EE encourage TfNSW to endorse this approach and where main roads or other transport corridors are proposed, it take the lead on such initiatives to drive efficient asset delivery.
Finally, recent safety incidents both within EE and externally, have highlighted the critical role of safety in design. EE has an ongoing program of safety in design for its network designs process and are in the process of engaging with councils in our franchise area to highlight the importance of this process. We also encourage TFNSW, in engaging an ASP for electricity asset relocation, to ensure safety in design processes and principles are part of the asset relocation design process.
