The Nature Conservation Council of NSW recommends that the Department of Planning, Industry and Environment reject the Newcastle Power Station (SSI 9837) proposal for a 250 megawatt dual-fired power station operating on gas and/or diesel and ancillary infrastructure because it does not align with the NSW Government’s commitment to tackling climate change and locks in emissions for decades.

I am providing comment on behalf of Jetstar Airways, operating Airline services into and from Newcastle Airport, as follows:
The notification document does not state any of the specifics around the proposed construction.
To be able to provide beneficial feedback it would be good to see an impact analysis report showing the surface infringements, relative location to flight paths and procedures.

Also to understand the time frame for development, this will need to be considered in the overall Williamtown Traffic Management Plan (TMP) review that will commence next year, run by AirServices.
This will potentially see new flight path designs, making it even more critical to understand precisely the proposed structure’s impact to the obstacle and PANS OPS surfaces.

In the modern Performance Based Navigation (PBN) world, there is more flexibility now with clever airspace and procedure design. We should be looking at RNAV (RNP1) SIDs and STARs, as well as implementing RNP-AR (smart approaches). Design work for these can be quite costly. It’s important that the design is future proofed to avoid having to re-work.

If the procedures are wholly designed and implemented by AirServices, the cost of design and ongoing maintenance would typically be covered by AirServices. There is possibility for QF Group to assist in design, however not knowing the overall scope of the Williamtown TMP, at this stage we don’t know where this will sit.

This proposed electricity power station is intended to be powered by gas or diesel, both of which are fossil fuels. The lower Hunter Valley is already heavily polluted from the existing fossil fuelled power stations with considerable ongoing health effects from the pollution. This proposed project will add to the already heavy pollution imposed on the Lower Hunter Valley.
A better option would be a pumped hydro project with an associated solar/wind farm to power it or a big battery. There are already suggestions that there are times when excess renewable energy is available and pumped hydro and batteries would be desirable to soak up this excess.
