All ramifications of such a request need to be considered before granting permission for further mining activity in this area.

It is such a unique area and it and surrounding areas need to be fully protected and therefore mining activity would be at odds to ensuring that these areas are fully protected which would mean permission for additions to mining activities in these areas need to be denied.

I believe the applicant is taking a negligent attitude toward the environment and precious Gardens of Stone environment. Further more, they need to be taken to account on the following:

I believe strongly that the Mod 4 proposal should quite simply be refused, however at the very least a determination should be deferred until the major mine extension for Angus Place (SSD5602) is accessed & determined by the Planning Assessment Commission.

*I do not feel that this lesser proposal for mining is needed in order for continuity at Angus Place, and I oppose this proposal as by its content it pre-empts decision making for the major mine extension proposal under assessment (i.e. SSD5602).

*There has been great confusion regarding this minor modification with Centennial Coal advertising it during the exhibition period for the major mine extension . In order to give the community proper information, opportunity & fairness I suggest that submissions to Modification 4 & SSD5602 proposals be considered in relation to both these proposals.

* Centennial Coal must not be allowed consent for Mod 4 over an area where first workings have already been sought & approved last year, in a restricted manner that did not preempt decisions on the major extension by the Planning Assessment Commission.

* I feel Centennial Coal is attempting to "lock in" the position of regulatory authorities regarding damaging mining in this sensitive Carne Creek area before the PAC has decided the matter. I do not believe this is in keeping with the intention of regulations nor the roles of our licencing authorities.

& Carne Creek is currently in a pristine state,& its waters flow through the Greater Blue Mountains World Heritage Area are of the highest standard. Surely this precious resources priceless value should be given a higher priority for protection..

* Carne creek must not run orange nor suffer reduced flows, similar to Wolgan River after Centennial Coal wrecked it.
I personally also have witnessed damage to other creeks in NSW from Centennial Coal activities - LT Creek in Lake Macquarie is one such creek that comes to mind.

* No amount of prosecution for breaches to licences will 'make good' these waterways. There is already a trail of destruction sites from Centennial Coal with rehabilitation & restoration outstanding or failed.

*Mine Subsidence is another huge issue.
* The cracking & creation of Sink Holes is becoming more common from Mine workings around our state.

*Flora & Fauna that depend on these unique landscapes will be impacted on - including Threatened & Endangered .
species.

*Cumulative impacts & negative irreversible impacts on the health & sustainability of our environment & community can no longer be tolerated .

*Our ecology being placed at unprecedented stress levels & is currently going into decline.

I therefore urge you strongly to reject this proposal by Centennial Coal.
