'Planning' presupposes forethought and assumes a desired goal. Both crucial elements are missing from this ugly, unwanted and unsympathetic proposal.
The precinct is entirely wrong for such an oversized development, being utterly out of keeping with the parkland opposite, a World class Art Gallery conceived and executed over many years at great expense to the people of Newcastle, and would be a permanent scar on the surrounds, let alone out of keeping with scale of existing structures.

Don't let decades of Sydney ignoring the wants and needs of our great city be further marred by this overreach of taste, scale and location.

The cavalier cloaking of the proposed development under an HDA process disenfranchises those who call Newcastle home and ignores careful and strategic planning in which the citizens of this great place would otherwise have a say through their elected representatives and the Council personnel mindful of the local population's needs.

I object to the proposed development at 47 Darby Street, Cooks Hill. Construction of a building more than three times higher than the limit set by local government based on a variety of strategic, heritage and cultural reasons is an insult and entirely dismissive of the local community and its governance. The longstanding heritage and cultural identity of the area is best understood and appreciated by local government which has been completely passed over in this process.
The overshadowing of our significant civic precinct will forever taint not only the aesthetics but the liveability both during and post construction. Ad hoc locations selected based on financial gain for the minority whilst claiming altruistic motivations for housing deficiencies for the many is transparent and hypocritical. Developments for housing should only occur in appropriate areas and not destroy the historical, geographical, and cultural identity of the heritage area of this unique site.
There is also significant concern that this will set a precedent and the heritage area of Cooks Hill will be completely surrounded by high rise towers.
Please consider carefully both the short long term consequences this construction will bring.
I would like noted that the process to complete a submission for this proposal is far more arduous than in the past. And the residents formally notified of the proposal has been extremely limited and ineffective. I live a few hundred metres from the site and was only made aware through word of mouth. This is unacceptable for an alleged ‘State Significant Development’ site.

My objection is to the planned development in Newcastle at 47 Darby St. This is being fast tracked.
It is in an area that has cultural and historic significance for Newcastle, and it proposes a building which is three times the legal limit that we already have here.
It will be across the road from our new two-story Art Gallery, which was recently finished.
And Darby St area has planning height restrictions. Weakening of planning laws is dangerous, especially in a city the size of Newcastle, where the flow on effect would be devastating for residents across the city.
This area of Newcastle will be hugely affected.
The Gallery will be dwarfed. There will be a huge increase in traffic and parking places will be hard to find. The new New South Wales housing delivery authority has the power to override local councils, even despite Heritage protection.
In Newcastle we want to be able to determine our own new developments, and not be dictated to by Sydney. This development is not in keeping with the area. Newcastle is able to plan for its own future developments without being taken over by Sydney.

I am opposed you the 12 story building proposal for 47 Darby street. I live in the area and parking is already horrendous. The disruption would impact so many including retailers in darby street already struggling. Stop this insane overdevelopment in our backyard.

The sheer size of this building is not acceptable and is well above the 14 metre height limit set by the Newcastle LEP.
As it is within the Hill Heritage Conservation area - opposite Civic Park and the new Art Gallery it will be totally out of character for the area.
Newcastle CBD already has too many tall buildings that obscure skylines and look out of place.
There will be minimal - if any - benefit to the public from this building.
Infrastructure is already strained with traffic to Tyrell, Laman, Darby and King Streets heavily increasing all the time.
This will make matters worse.

Although there is a need for housing - it does not have to be above the legal limit (as per this proposal) and in a heritage listed area.
For these reasons I urge reviewers to reject this proposal

OBJECTION TO PROPOSED ABOVE DEVELOPMENT
My objection is not only that the proposed two buildings are three times the legal limit, do not take into account the surrounding buildings with regard to dominating the Art Gallery and Library but most significantly local planning controls are ignored.
In saying all this, my most vehement objection is that the buildings are not to assist in providing housing for the homeless and struggling, but as a project for the developer to make money and for investors to add them to their portfolios.
I would also suggest you or a representative in your office visit 26 Hassall Street, Hamilton South and observe the internal damage and boarded up flats within this building that the remaining residents are forced to live in and instead of Labor spending millions on a visit by President Hertzog money should be spent on repairs and maintenance of public housing.
