I strongly object to the highly technical, overly complex and reference to perceived reality for a very short actual recording of readings
(not even two weeks in Sept 2017 at L28) within Appendix G Noise & Vibration pages 1-846!
My location for WFU8 and WHT10 now has even more acronyms with NCA 29.1 our noise & vibration zone, with very high levels as has NCA 16.3 (around Miller & McLaren sts - will North Sydney Council be making a submission about this?) and NCA 19.1 where someone else we know lives.
Once you also wrestle with the noise and vibration impacts for Day (std), Day (OOHW), Evening and Night construction hours (let's not worry about days of the week, it equates to 24 hours a day, 7 days a week including Public Holidays so that's 365 days a year for 5 years, so really let's just make it 1,826 days (including a leap year in 2024)!
So although there hopefully will be some respite for a location every now and again, how are we supposed to conduct our 'standard' lives for this exceptionally long period? With noise & vibration comes lost peace, quite time, sleep (remembering that not all people sleep at night - shift workers especially those in 24 hour a day jobs like the construction workers who I bet won't try to sleep in a construction zone , those who often work in dangerous occupations where sleep deprivation impacts their ability to work in such roles as emergency services, medical, transport and security workers to name a few. Isn't it more damaging to be a tired driver than a drunk one? Even for the average 9-5 types be that students or paid workers, the inability to concentrate will impact our work and learning capabilities. Let's not forget the approximate number of students of around 10,000 within the North Sydney LGA, a large majority who 'sleep' locally or at least they should (selective high schools might be subject to residential boundaries one day) but they too will be 'working' at peak times?
I note that the design of this EIS doesn't tie in actual issues such as the type of noise based upon the actual location - not just the appliance making the noise, such as the sandstone which our area is well known for which also conducts more noise when being dug out (ref our reality with the Ausgrid project of 2019 in our street). If you are going to bury us in so much content, then lets get real about what you will actually be doing and how noisy that actually is, not an assumed average! In our location seasons/wind direction/weather also has a massive impact on who the noise travels to such as a summer easterly afternoon breeze to a winter southerly wind or rain which increases the volume due to wet roads being louder than dry ones....

I am a Balmain resident and my home faces White Bay. Two of my home's bedrooms face out to White Bay. We currently suffer from unacceptable levels of toxic air pollution as well as noise pollution due to the cruise ships. Now the NSW government is proposing to use White Bay as a construction site for the Western Harbour Tunnel. This proposal is completely unacceptable, especially given it will compound the issues currently faced due to cruise ships. The proposal will substantially add to documented health effects arising from the cruise ships. In addition, this proposal will add odour impacts, excessive noise for several years, as well as increased truck movements and traffic issues in the area. There is also the real threat of structural damage to homes that are well over 100 years old. These unacceptable impacts on residents says nothing of the long term environmental damage to the harbour, marine life and surrounds.

There is nothing acceptable about the Western Harbour Tunnel proposal. I am firmly opposed and want to see all money slated for this project used instead for public transport improvements in NSW.

Sydney siders are sick and tired of this government running the state like a business rather than taking community-foccused decisions. If politicians want to run a business tell them to go back into private enterprise from where they came. Start making decisions and implementing policies that are in the long term interests of the community and the environment. Stop building roads and tunnels that only serve to put money in the coffers of private enterprise while doing nothing for the betterment of Sydney and NSW.

I object to the Warringah freeway upgrade due to the following;
- There will be a permanent loss of street parking in an already over crowded street. This will mean that the majority of residents will be forced to sell their cars and rely on public transport to get around which may not be suitable for all of us. It will also drive down our property value as parking will no longer be an option.
- Restricted access for tradesmen and removalists will increase costs for these services when required.
- Restricted parking for disabled vehicles and access for emergency services
- Restricted access to my property. If there are closures to any part of a Alfred street north or winter avenue, it will severely effect access to my property.
- Construction will also have huge implications for the neighbourhood. I am located right next to the freeway and construction could mean constant noise and vibrations, most probably at night when we are sleeping. North Sydney Council has also listed the building I live in as heritage. It has single glaze windows and overlooks the freeway. Noise and dust are already a problem and we have no way of improving the glass to block out the sound due to the restrictions of being heritage listed. I have been advised that construction could continue for 6 years. This is just not an option for us. Even if I were to move, I purchased my property 1.5 years ago and can imagine that the construction would lower the rental value which would make it impossible to rent elsewhere while paying a mortgage at an unliveable location.

I don’t believe that believe that residents should be forced to live in such conditions. I don’t believe as a property owner, that I have saved over a decade for a deposit on a property, just to find out that a freeway upgrade is going to drastically reduce my property value. I believe all owners should be adequately compensated for the drastic reduction in their property value.

I object to the lack of consideration on the traffic and noise at night time in local area. Including the use of trucks to and from the local area.
The entry/exit points are going to create further traffic in local streets.

Such projects increase air pollution, encourage car use and eventually fill the increased road capacity they create.
I object to this project because:
• Is based on false assumptions about public transport demand;
• Will not achieve its stated goal of addressing long-term traffic congestion in Sydney;
• Is also not properly tested against competing public transport projects;
• Fails to adequately address impacts on the community, especially noise, air quality and health impacts for local residents;
• Puts homes and businesses at risk of damage from vibrations, settlement and ground movement;
• Requires the compulsory acquisition and demolition of a number of homes;
• Will not require the filtration of exhaust stacks, at a risk to public health;
• Will pollute our Harbour with toxic sediment putting marine life at risk;
• Will have an adverse impact on greenhouse gas emissions and contribute to climate change;
• Is not justified by any publicly released business case.

We moved to Balmain 45 years ago after making a decision to live near our work, to help slow the urban sprawl, to rely heavily on public transport and to help rejuvenate a much rundown historic suburb. I believe we made the decision to live here for the right reasons yet now face our suburb and nearby suburbs being disrupted and partly destroyed by this project.
This project is a missed opportunity to transform our city’s transport system to make getting around Sydney cheap, easy and fast without having to get into a car and pay a toll.

I live on an already major road with 2 young children. I am deeply concerned about increased traffic not just on our road but on neighbouring roads with respect to safety and the health impacts of increased air pollution.
Moreover, as stated in a recent news report, “there is something evil about building unfiltered smokestacks right next to schools”.
