I object to the Jupiter wind farm project as i am concerned about noise, visual amenity and property values. I do believe wind farms have a place in our society but in my opinion need to be on a smaller scale. I would be much more likely to support the Jupiter wind farm project if their proposed towers were considerably smaller. I also am a believer that the property owners that house towers should not be the only people being paid. Surrounding property owners should also receive financial compensation on an ongoing basis from the developer.

I am opposed to the Jupiter Wind Farm development because it is to located in the middle of a rural residential area, within 1-2kms of many homes.
The visual, noise & health impacts are unacceptably high

I strongly object to the Jupiter Wind Farm Project on the following grounds:

1. It will devalue my property and the area as a whole.
2. The area already has several wind farms and the waste disposal plant, which is maximum capacity for such projects in a rural residential area without turning it into a full industrial area.
3. No one can say with certainty that wind turbines do not affect some peoples health - I do not want my health, my families health, and the health of my community put at risk.
4. The wind turbines create visual pollution, and noise pollution - they will negatively impact my view, and the look of the area. The noise may keep me awake at night (or my family members, and neighbours) which is a form of torture, and something I/we will look to take legal action about if it happens.
5. The project will not benefit the village, but we will suffer all the negative effects, and the consequences of so many huge turbines being so close to so many homes, while others who live no where near our village (many of whom are not even in Australia), will enjoy the rewards.
6. The area is rich in wildlife, and the wind turbines are likely to have a negative impact which is totally unacceptable.
7. The erecting of these turbines will cause major disruption to the area and is also unacceptable. My commute to Canberra is likely to be affected and that of my partner. We enjoy rural peace and quiet, but that will be lost when the local roads are flooded with huge trucks bringing in equipment etc.
8. Finally, I feel the residents of the area are going to be ignored and the wind farm will go ahead no matter how much we object, because no project like this has ever been turned down before, and somebody somewhere is getting very rich out of this. That sense that we are objecting in vain, leaves me feeling like I am living in a dictatorship rather than a democracy - is it really fair/reasonable/democratic to ignore the majority? I hope I am proved wrong, and you listen.

I am a local resident in MANAR.
myself and my neighbours are part of the 150 homes that will be directly affected from the implementation of these Wind Turbines. Not only does this set to decrease expected property values, but they as noted in the NSW Planning development submission, these Wind Turbines are the largest Turbines to be installed in the region.

We would be adversely affected both by noise and visuals. Although we see some benefits in installing Wind Turbines, we have concluded that the bad outweighs the good, and as such we object to the planned development of the Jupiter Wind Farm.

As a frequent visitor to the country and particularly the Braidwood area, I take great exception to the placement of wind turbines dwarfing the landscape and turning the countryside into an industrial estate.

It would be an appalling indiscretion to allow the development of a wind farm in areas such as this. The proximity to neighbouring farms is untenable and would destroy the ambience completely.

They simply do not belong here.

I oppose the approval of this project for a number of reasons:
1) The towers are far to high for the local area.
2) the proximity of such huge towers and turbines to so many hoses is reprehensible.
3) The lives of far too many people will be detrimentally affected by the approval of this proposal.
4) the increased traffic of construction type vehicles and equipment will have a seriously detrimental effect on the surfaces of our moderately condition roads which surround the proposed sites.
5) The increased traffic will also bring an increased threat of serious accidents on our local roads which many locals travel daily to and from work in surrounding cities.
6) There will also be an unacceptable increased risk of misadventure to our local children who travel to and from schools in the surrounding areas over these same roads by private vehicle or on one of our many school bus routes which surround the proposed sites.
7) There is the possibility of land devaluation especially to those withing the 3 klm range of the towers, but also to those further out but in the surrounding areas.
8) possible detrimental effect to the growth of villages and townships in the area.
9) this is a rural area that people moved to in an effort to enjoy the lifestyle, less noise, lower traffic volumes etc, not to be bombarded with background droning, whooshing of giant fan blades and city like traffic volumes.
10) There is a possibility that there may be even for a short time a detrimental effect on the breeding, health and growth of the local livestock due to the increased stress placed on the stock in the area by the background noise.
11) The noise will have a detrimental effect on the children in the area and their interrupted sleep patterns will not help their development and growth physically mentally of educationally.
12) These huge towers and turbines would be of great benefit placed in the right area which is not in the surrounding Tarago area ir is somewhere isolated, perhaps in a national park or on the boundaries of one or the proponents could purchase a suitably large property with no close by neighbors and develop the site there but not where it is proposed for now,

We object to this development because despite the public consultation process we have been unable to ascertain the exact impact that the proposed wind farm will have on us.

We took up residence in Lower Boro in December 2015, choosing this particular location because of the extensive vistas. We have studied the maps made available by Jupiter and sought verbal guidance from Department of Planning and Environment but have been unable to confirm whether we will experience any visual pollution from the turbines.

In the context of the poor imagery and guidance available we have little confidence that the information being provided to the community is either complete or accurate.

ISSUE: Objection by Christopher GABLER residing at 676 Mulloon Road Mulloon NSW 2622.

I strongly object to the development of the proposed "Jupiter Wind Farm". I insist that the Government does not allow this to go ahead for a number of reasons.

I would first like to give a back ground on how we came to live in the area of the proposed wind farm and then back up my reasons for the objection with some key points.

The early part of my life was spent working on a relative's farm in my school holidays and as such it has always been a lifelong dream of mine to own a rural property and live in a rural community and improve and live off the land in peace I would one day purchase. Always wanted to be a farmer but obviously could not afford to buy a big property to do so.
We have stretched ourselves immensely taking on a massive mortgage for the life style we have and love.

My Partner and I met whilst working in the Police together in Sydney and as such longed to move away from the hustle and bustle of Kings Cross where we were stationed to find this rural life style we now live in.
My career in the Police eventuated in me being in a very dangerous highly stressed specialised area before deciding to resign and go and work as a Private Security Contractor for a Private Security Company during the IRAQ war. My role there was to train civilians off the street to be part of the National Iraq Police.
This extremely dangerous job/sacrifice was also very lucrative with the main purpose being able to one day afford to move to the quiet lovely rural setting we are now in.
My partner still continues to work in the Police and I am now running my own Electrical Contracting business. My partner still completes shift work and I do also on occasion when the work can only be completed out of hours.
Hence we have worked our asses off to get to where we are today and this property contains our life long investment not just of money but risks to our own lives and other physical and mental sacrifices we have both made.

Now after all that we have sacrificed to get our dream home we are now faced with a two bit company (Set up on the 16th Dec 2014 - Jupiter Wind Farm Pty Ltd) that has never built a windfarm and are controlled/financed by a foreign owned company coming in and destroying our beautiful home/legacy for our two children.

The worst thing is we bought the place un-be knowns to us that this was even being proposed to be developed and I can say hand on heart we would have never thought about buying here if we had of had any inclination that this may go ahead.

Since the time of purchase until we found out about the proposed wind farm, we have spent huge amounts of money on improving the property as a whole. E.g.: Fencing, Dams, Irrigation, running underground power and water to sheds and paddocks as well as purchasing machinery to carry out these tasks and too many others to mention.

And a foreign investment backed Company can do this to a good honest working Australian family (that has, and still contributes to this country) with the backing of the Australian Government?

This whole situation to me is so Un-Australian and I am ashamed that the Australian Government has let it even get to this stage of "submission".

How will it affect me?

13 turbines to my north and east from 1.3 kilometres away from my home 40m taller than the Sydney Harbour Bridge. How do you think it will affect me? Put yourself in mine and my families shoes if it goes ahead.

The southern phase of the project is proposed to be placed within approximately 1.3 km from my residence and less than 1 km from the boundary of my property.

The development hasn't happened yet but it already has affected me, my partner and our two children (2yrs and 11yrs old).
I have trouble sleeping as I am constantly worried for mine and my family's future.
I am suffering from stress and anxiety as my partner and children are also as our future is unknown in relation to our finance, health, life style and our beautiful property and home.
I don't want to invest any more money in improvements as I am worried they will all be for nothing.
My Partner also has trouble sleeping, anxiety and worries constantly about our future finances and the possible health problems that may be associated with these structures

The Impact on my family/my property and this area if this Project goes ahead will include and is not limited to:

1. Visual Impact
The destruction of the peace and quiet my family moved here for. Our lovely views at present out to the coast and around the house will be dominated by massive structures 40 metres taller than the harbour bridge.

At present we have a wind monitoring tower that this Company put in on the hosts property staring onto our property, sticking out like the proverbial (Please come and have a look at it). This structure which even at present impacts on our view will be nothing compared to what is proposed to come.

Blade flickering where I am going to have to constantly have my curtains shut as those monsters cut the sun light and flick shadows from the trees surrounding us.

If the Government is so okay with the way they look stick them on Bondi and Manly Beach or in the City of Sydney or in your back yard (Not mine).
Why is it acceptable in this rural residential area but not yours?

2. Sound Impact
The noise I have heard before and it is not pleasant. As I mentioned in my opening my Partner still does shift work.
I know from experience when I was in the Police that it is hard enough to sleep during the day let alone with noise in the back ground.
How do you think an irritated mother of two having no sleep being in a highly stressed job (Policing) is going to cope with that noise. It will have spin off impacts on our whole family and undoubtedly my relationship with her and ultimately the happiness of our family.

3. Impact on the Value of my family's home
As my partner expressed if this goes ahead and you walk out onto our front deck, it is going to look like a scene from "War of the Worlds" when the Aliens came out of the ground and blanketed the landscape.
Would you like to buy my house with those views? Are you prepared to pay full price for the view? Are you prepared to buy it when there is still a possibility there may be medical issues from the turbines that could affect you or your children (Not proven you say. Smoking was safe, asbestos was safe)?
This whole area/my house/my road will become a real-estate no go zone area and what is supposed to be my lucrative superannuation/legacy for my children will be a financial disaster.
Just the thought of this makes me so anxious.
The amount of work I have put into this place already I would hate to try and even guess the value of. New dams, fencing, underground irrigation and power to front paddocks, CCTV security to front gate and all buildings (in trenching and conduit), the purchase of ride on mowers, pumps, excavators, post hole diggers, trenching implements, irrigation fittings, fencing tools, chain saws. The list goes on and on.

4. Impact on mine and my family's Life Style
We enjoy the use of our property daily and have forgone having family holidays since we bought the place to sustain the cost of the life style we live.
Horse riding, grazing stock, gardening etc....
Our whole family enjoys horse riding on the property, with our daughter competing at local level Pony Club and playing Polocrosse for Yass.
We also have Kangaroos and Wallabies come into our front yard in the mornings and watch the Glossy Blacks fly over our house (Protected Species).
Just recently I saw two wedged tail eagles soaring above our front paddocks.
All of these and many more wonderful experiences have enabled us to on a daily basis break away from the stresses of Policing and running a business.
If this development goes ahead I am of the belief it will have a significant impact on the above, especially the Glossy Blacks, Wedge Tailed Eagles and other species.
Light flickering and noise when trying to saddle a flighty horse.
We are damned if it goes ahead as we wouldn't be able to afford to relocate as no one will want to buy our property for what it is really worth without the impact of the proposed windfarm.

I have been diagnosed with suffering from PTSD (Post Traumatic Stress Disorder) due to my experiences in the Police and working in Iraq during the Iraq war, something that I don't normally freely share.

I am currently medicated for this condition. Since the windfarm application was put forward I have had more depression and anxiety. I know that if this development was to go ahead it will indirectly impact on these above associated health issues due to significant life style changes that will occur.

5. Impact on the Safety of my home from bush fires
In 2013 Mulloon Creek was subject of a very large bush fire that threatened my home and many other on this road. In December last year Lower Boro was also affected by a large bushfire.

Whilst sitting on my deck during the days of that large fire in Lower Boro I watched an aircraft (Water Bomber) fly at low altitude across the ridge in front of my property before turning north to bomb the fire at Lower Boro Rd.

I had also recently wired a house on that same road and the owner of the premises sent me photos of how low it was flying and had no doubt if the water bomber had not been implemented he would have lost his home, personal possessions, stock and possibly his and his family's lives. He also assured me that If the wind towers had of been erected (standing at a height of 40m higher than the Sydney Harbour Bridge) that the aircraft would not have been effective.

This is a rural residential area and as such it would/could have a devastating effect on the residents in the area of the proposed wind farm.

This gives me grave concerns stress and anxiety in relation to my own home and the threat of a bush fire.

Ultimately if it occurred which is highly likely, the loss of property, stock and possibly life would sit on the shoulders of the Australian Government for letting the project go ahead in the first place.

6. The Impact of the Lack of Consultation.
This whole project has been a total "balls up". The moment I heard about the proposal I went to the office of then the Palerang council and asked what was going on. They told me they had no comment as it was just a proposal and that they could do nothing for us as there had been no submissions made by Jupiter. We still not have been advised of this by council...

As I mentioned prior WE WOULD NOT HAVE PURCHASED THIS PROPERTY IF WE HAD OF KNOW IT WOULD BE A POSSIBLE WIND FARM SITE.

There is a house being built down the road as I write this and we were sent a letter in the mail in relation to their intentions

There is a project proposed to be built for a wind farm that will affect this whole community and we have had less communication.

The meetings that have been held by the CCC have been made on ridiculous dates and at ridiculous times. I run a business in Canberra one hours commute each day each way.

The proponents have asked to come and look at peoples properties to tick the boxes of community consultation during the week when I am working. They have been offer insulting kickbacks to residents and offer meetings to discuss the development and the kickbacks during hours when people are at work and don't have time to meet them. Especially people that commute, like my Partner and I.

My partner asked in the early stages for GPS co-ordinates of the towers which they would not provide until they were ordered to do so. We asked for the model and heights of the towers which they would not tell us.

EPYC has withheld so much information from us all until they have been ordered to tell us or asked to by the CCC. Then by the time it is released it is harder to argue as the process has moved forward and not slowed or stopped by points/arguments that could have been made earlier.

7. Impact of the whole process being totally Un-Australian
The dream of owning your own home is one thing but owning your own home and a plot of land in Australia where you can grow your own food and ride horses etc and enjoy the peace and quiet of the country is another thing.

For an overseas Company being allowed to by the Australian Government to come here and employ other former overseas born migrants to build a windfarm is ridiculous. Especially when they have never done so in the past and are a company with I think 3 people (Australian).

It's like me being a Company of 2 persons (which I am) and saying I have the ability to do the Electrical work for the new build of a Westfield's shopping centre, ludicrous!

I have a 100 acre property that I could easily sub-divide into two fifty acre blocks but I am not allowed to because the council doesn't want me to change the setting of the rural residential area we are in. Yet an overseas Company is allowed to set up an Australian Company and possibly build a wind farm and cause great negative impact on the community than a single sub division I am not permitted to undertake.... You have got to be joking me.

This is my place of birth, my children's place of birth and I have busted my ass to get this property yet it is under threat from this overseas backed company.

IT IS UN-AUSTRALIAN AND I AM ASHAMED THAT THE AUSTRALIAN GOVERNMENT, MY GOVERNMENT HAS ALLOWED THIS PROPOSED DEVELOPMENT TO GET TO THIS STAGE, IT SHOULD HAVE BEEN STOPPED BEFORE IT STARTED

I am making a submission to oppose Jupiter wind farm..
My husband and I have been living on Boro Road for over 15 Years and have raised our family here. We came here because it was a quiet country landscape. It's not the place for a wind farm, there are families living everywhere and no one wants their children to grow up under turbines. We did not build homes out here for that.
The Jupiter wind farm project would put us smack bang in the middle of all the turbines. They want to put some only about 1000 meters away across the creek and then dozens more, north and south stretched out across the horizon. They will even have flashing red lights at night. I think we would only have about 90 degrees of our view left, and EPYC think that can all be fixed buy planting a few more trees! Trees are hard to get going out here and take a lot of water to keep them alive. There are fires to consider too and we don't want any more trees near the house anyway. We will probably be cutting down the old pines near the house soon for just this reason.
We have regular fires on the road and have just had a very serious one recently. It was right on the area where turbines would be, it was brought under control by aircraft dropping water. There is no way these could have flown if the valley was full of turbines and the fire may have been a lot worse.
I do love my home but I do not want to live here if they build Jupiter. Unfortunately we may not be able to sell our place once the word is out that the windfarm is going ahead. If it does go ahead I would definitely like EPYC to buy our home, so we can go somewhere else. I don't want to move at our age, but anything would be better than staying on and trying to live in a wind farm, and most of my neighbours think the same. If Jupiter is built it will really kill the area off.
I have loved watching all the local eagles from my home. They fly directly over the turbine sites almost every day. These birds are curious animals and I think they will be chopped up almost the moment the turbines start up. I don't care what clever words they use in the application to hide it, these birds will probably die if Jupiter is built. There are also a lot of bats out here at night and I hear that turbines will kill them too.
We have spoken to people and done a lot of reading and one of the main things with wind farms is the noise and poor sleep. With turbines only 1000m away I think our sleep will be terrible. We are accustomed to silence at night out here, any little sound travels for miles out here. One of our friends who is near a wind farm has a lot of trouble sleeping because of the noise, and some rooms in his house are so bad he can't use them at all.
Also the construction noise for such a big job will go on for years, and the massive trucks will be dangerous. The area is full of families whose kids attend school and there are groups of kids waiting for busses everywhere in the mornings.
I went to the departments of planning community meeting. There must have been nearly 200 people there and only about half a dozen in support of Jupiter. The rest hate the idea. How clear can it be?
So I don't want this wind farm at all, it will ruin my home and take away all the reasons for being here. If it is built they should have to buy us out for a fair price so we can at least leave and start our lives again somewhere else.


Boro Road NSW

* This is a Rural/Residential area, not large farms, meaning that there are going to be many homes close to the towers.
* Every one that I have met that has moved here in the last ten years, have moved here for the lifestyle, the beauty of the area and the quiet.
* I do not believe that 30 ongoing jobs will be any real impact on the community, as the jobs would go to a contracting company who most likely be based in a city, either Canberra or Sydney and so likely would be their employees.
* As for the 300 jobs in construction, if the construction of the bio reactor at Woodlawn is any guide the jobs will be given to people from Sydney, Newcastle and even Victoria. And most of them stayed in Goulburn not Tarago. So Goulburn gets the benefit while Tarago gets the hurt.
* I am also concerned that the area is becoming too crowded with industrial activity, there are already two windfarms, the mine and the bio-reactor, which is expanding. This is a rural residential area.
* The residential aspect of the area is expanding, I know of at least two new residential subdivisions that are now for sale.
* I am also concerned that the towers will be to the west of us, which is the direction that most of the wind comes from so the towers could adversely change the way the wind travels across our property.
* Again as the towers are to the west I am concerned that the wind that does cross our land will carry the noise the towers make to our home.
* I also believe that the installation of the towers will reduce the value of our property.
* On a personal note we moved here because our previous home became unpleasant as an electricity company decided that our little regional village would be the ideal place for a Substation. This was built, it was much bigger than we were told it would be and we lost our open village atmosphere, hence the move to Tarago.
