Submission: New M5 Environmental Impact Statement (EIS)

This submission is made by CRK Pty Ltd, on behalf of the owners of 14-26 Commercial Road Kingsgrove 2208, One AR Pty Ltd ATF The Stamford Kingsgrove Property Trust.

Please see attached a submission letter, letter of advice and agency letter.

In regards to impacts on land in Kingsgrove, the EIS is limited to current buildings, usage and zoning. However, there is a very high likelihood that the industrial area on the southern side of the M5 Motorway, in particular the properties within the Commercial Road area, will be rezoned to alternative uses in the near future. This is further explained below and in the attached.

In the State Governments 'A Plan For Growing Sydney', Kingsgrove has been identified as part of an `Urban Renewal Corridor' meaning that the precinct is ideal for urban renewal and intensification. The Commercial Road area is within 400m of the rail station making it highly suitable for future high density uses.

To this end, a land owners group (LOG) has been formed by local landowners to implement the government strategy, representing over 90% of land in the Precinct. The LOG supports a change in zoning controls to high density residential and mixed use.

In addition, Hurstville City Council has commissioned an employment lands study and subsequently indicated a potential change in usage and zoning controls, with an increase in density and allowable heights.

We would therefore ask that the WestConnex Delivery Authority (WDA) be mindful of the proposed change of land uses and work closely with the affected local landowners to determine suitable design solutions which will help the state government realise its vision.

In summary, CRK Pty Ltd, on behalf of One AR Pty Ltd ATF The Stamford Kingsgrove Property Trust, requests:

1. That in designing the M5 expansion, the WDA considers not only current, but also potential future uses, of the Kingsgrove South Industrial Precinct

2. That the WDA engages directly with CRK Pty Ltd, on behalf of One AR Pty Ltd ATF The Stamford Kingsgrove Property Trust, in regards to exact tunnel location and structural design so as to not sterilise the abovementioned land, subsequently posing a negative impact upon the state government vision, outlined in a 'A Plan For Growing Sydney'
