I wish to object to the proposed development.
My grounds for objection are:
Loss of View
I live on level 4 of the Horizon tower building, and my 01 apartment will experience view loss of Sydney harbour and surrounds from my balcony. I understand thata the permissible building heights for this project have been amended to take account of the provisions of the affordable housing component. I believe the applicant is proposing more height than is permikssible under the bonus provisions, and needs to rely on a Variation request for this to be approved. I see no justification for this approval being granted, and request that the original approval provisions be maintained.
Traffic
Traffic movements affacting this development are extemely constrained. Forbes Street allows only entry and not egress, which willl require all vehicles to navigate the narrow streets of Wooloomooloo. I understand an estimated and additional 230 resident vehicles will impact these constrained residential streets.
I believe and traffic movement assessment needs to take account of the proposed development at 134 William Street. This would impose an additional estimated 30 vehicles on these streets, and given that development's access limitations on Bourke Streets, is certain to encourage egress via the lane leading to Forbes Street.
I do not believe that modelling of traffic impact of the current No Birds renatal car business on the precinct is at all relevant to an assessment of the current proposaed development.
Wider Precinct considerations
It is most unfortunate that development applications are assessed in isolation, and do not take account of adjacent developments which may compound the impact on the local community and its amenity. In this case I believe it critical that more detailed consideration be given to the impact of the proposed development at 134 William Street, particularaly relating to traffic and wind impacts.
The development should also take account of the fact that the opposite, south side of William Street is classified of local heritage significance, and the Wooloomooloo precinct has just celebrated the 50th anniversary of the historic tripartite agreement that 'saved the Loo' for community housing. This development is completely out of scale and unsympathetic to its immediate surrounds.

My concerns with this project are:
1. Traffic: “Under Site Access and network - Vehicular access to the site is
currently obtained from Forbes Street and Dowling Street, with multiple
vehicular cross overs along Forbes Street.“ This is not true. There are not
multiple vehicular cross overs along Forbes Street.
Access to Dowling street, which is difficult now, will become even worse
because there will be extra vehicles; cars, and trucks servicing the new build.
If travelling from the east to reach Dowling Street, it will be very difficult
because of extra traffic traveling to the new build via McElhone and Cathedral
streets.
2. The effect of Social Wellbeing – homelessness in the area will be a major
concern in surrounding streets where people use the public park, which is
extremely small, yet part of the new build.
3. Wind assessment – if there is excessive height, which there is with the new
DA, Dowling street, McElhone street and Forbes street will have an unlimited
amount of extra wind which will be directed down these streets, from the north
and the south.

The revised proposal, which includes new affordable housing provisions, does not comply with approved height controls. This will be of benefit neither to those in affordable housing nor to those in the surrounding area. While the development of this site should be generally beneficial to the local area, aspects such as the proposd height and building facade will be potentially detrimental.
