A letter of offer to enter into a Voluntary Planning Agreement (VPA) with the City of Ryde in order to provide a public benefit has also been received in conjunction with the development application. Under Section 7.4 of the Environmental Planning and Assessment Act, developers may contribute works or money to the local community as part of their development. The VPA sets out what contributions the developer intends to make to the local community.
