Western Sydney Aerotropolis Development Control Plan Phase 2


The Western Sydney Aerotropolis Development Control Plan Phase 2 (DCP) was finalised on 10 November 2022. It supports the ongoing implementation of the Aerotropolis Precinct Plan by providing controls to guide development across the initial precincts for growth, the Aerotropolis Core, Badgerys Creek, Wianamatta-South Creek, Agribusiness and Northern Gateway Precincts. 

The Phase 2 DCP applies a performance-based approach that balances flexibility with certainty for applicants. It contains specific development controls to support healthy communities, high-quality building design, stormwater management, waterway health, transport considerations including parking rates, vegetation and canopy cover, and heritage and environmental conservation.

The Phase 2 DCP has two accompanying guidelines, Recognise Country and Aviation Safeguarding. 

The Western Sydney Aerotropolis Development Control Plan – Phase 2 (Phase 2 DCP) has replaced the interim Phase 1 DCP.

The Phase 2 DCP was on exhibition for feedback from 8 October until 5 November 2021. As a result of feedback during the exhibition period, the Phase 2 DCP was reviewed, restructured and downsized by more than 50 pages to remove duplication and make it easier to use. 

Recognise Country: Guidelines for Development in the Aerotropolis

This document will support and guide consent authorities, proponents and landowners in responding to and implementing elements of Connecting to Country, Caring for Country and Designing with Country in the Aerotropolis.

The Recognising Country Guidelines: 

  • set out the importance of meaningful consultation and responding to Aboriginal culture and knowledge, through the design process, and
  • are supported by a template that provides guidance to applicants by outlining all the Recognise Country requirements that must be met in the guideline and Phase 2 DCP.

Aviation Safeguarding Guidelines 

The Aviation Safeguarding Guidelines - Western Sydney Aerotropolis and surrounding areas is to be used in conjunction with and build upon the requirements contained in the Phase 2 DCP to:

  • assist relevant consent authorities, consultants and proponents when assessing and preparing development applications which are impacted by aviation safeguarding controls
  • protect community safety and amenity
  • safeguard the 24-hour operations of the Western Sydney International (Nancy-Bird Walton) Airport (WSI).
