Proposal:   

The Department of Planning, Housing and Infrastructure is exhibiting a rezoning proposal for Werrington Precinct in the Penrith Local Government Area.

Western Sydney University and Stockland have submitted a proposal to amend the Penrith Local Environmental Plan 2010 to enable the redevelopment of almost 99 hectares of underused land across the Werrington north and south campuses.

The proposal aims to create a new mixed‑use community that could deliver:

• 1,500 homes, including around 500 apartments, 900 residential lots and 45 affordable homes
• a local centre supporting more than 1,000 ongoing jobs, in addition to around 1,000 construction jobs
• approximately 12,000 square metres of retail, commercial and community floor space
• a mix of low to mid-rise housing, with building heights ranging from 2 to 7 storeys
• 18.4 hectares of public open space, including parks, recreation areas and green links
• 12.5 hectares of conservation land to protect environmentally significant areas
• community facilities, including the heritage-listed Frogmore House, and an investigation area for a future primary school.

The proposal is being assessed through the State Assessed Rezoning Proposal pathway, which enables the Department to work with councils, state agencies and the proponent to address key planning issues and coordinate assessment of the proposal.

Infrastructure, including transport and community facilities, will be assessed alongside the proposal.

Review the proposal and submit your feedback below until 5 pm, Thursday 20 August 2026. Feedback received during the exhibition will inform the Department’s final assessment.

Stockland will also host 2 community engagement sessions where all community members including residents, businesses and landowners can speak with representatives from Stockland, Western Sydney University and the Department and ask questions about the proposal.
