Broadmeadow Precinct Rezoning Proposal 

The Department of Planning, Housing and Infrastructure (the Department) has finalised the Broadmeadow Precinct Rezoning Proposal (the proposal). The proposal was publicly exhibited from 12 June 2024 to 24 July 2024 and the submissions received helped to inform its finalisation. 

The finalised proposal rezones land in four Government-owned areas and amends the planning controls in the Newcastle Local Environmental Plan 2012 and State Environmental Planning Policy (Planning Systems SEPP) 2021

The rezoning will preserve significant heritage sites while enabling the development of more well-located homes close to Newcastle’s prime sports, entertainment and community attractions.

The rezoning enables the delivery of:

  • up to 3,200 new homes, including 5-10% dedicated to affordable housing,
  • the creation of approximately 2,350 jobs. 

The Hunter Central Coast Development Corporation (HCCDC) will prepare an Infrastructure Delivery Plan to investigate the requirements for delivering the state or regional infrastructure to support the Broadmeadow Precinct. Visit the HCCDC website for more information.

The Department and City of Newcastle (Council) worked together to develop the Broadmeadow Place Strategy (Place Strategy), a 30-year vision for the Broadmeadow Precinct that informed the proposal. Visit Council’s website to learn more about the Place Strategy.
