Parramatta North Precinct


The Department has finalised the Parramatta North Precinct Rezoning Proposal submitted under the State-Assessed Rezoning Pathway.

The proposal, prepared by Property and Development NSW, aims to transform the precinct into a collection of neighbourhoods, connected by green corridors and public open spaces, supported by education, innovation and commercial land uses and celebrating the heritage of the area.

The proposal will implement new planning controls to deliver:

  • Up to 12,000 new jobs 
  • About 2,000 new homes, including 5% affordable housing in perpetuity
  • 10ha of public open space including sports fields, parks and gardens, plazas and play spaces
  • A new university campus supporting 25,000 students 
  • A new local centre and residential neighbourhood at the Ngara Parramatta Light Rail stop.

The Rezoning Proposal is supported by the Parramatta North Precinct Design Guide 2026 (the Design Guide). The Design Guide replaces site specific controls and other relevant controls in Parramatta Development Control Plan 2023.

The proposal was on public exhibition Monday 13 January – Monday 24 February 2025.
