The Cumberland Plain Conservation Plan (CPCP) is a strategic plan to support the delivery of housing, jobs and infrastructure in western Sydney, while protecting important biodiversity including threatened plants and animals. For more information about the Plan, visit the Department’s website.
Through the State Environmental Planning Policy (Biodiversity and Conservation) 2021, landowners may apply for minor modifications to the CPCP biodiversity certification categories that apply to their land. The landowner makes an application for a modification request to the Minister for Planning and Public Spaces. If that request is approved, the Minister for Planning and Public Spaces then undertakes an assessment of the biodiversity impacts of all the proposed map changes before making an application to the Minister for the Environment to modify the biodiversity certification on those plots of land.
Applications for the first round of modification requests closed in June 2023. Modification requests that met the Department’s policy were accepted by the Minister for Planning and Public Spaces for further biodiversity assessment.
Between 28 November 2025 and 16 January 2026, the Department sought feedback on proposed minor changes to the mapping of avoided and certified land in the 4 growth areas covered by the plan. You can review the modification package below. The Department is now considering all feedback in preparing the application to the Minister for Environment. It is expected the package will be submitted to the Minister for Environment in 2026.

Draft Biodiversity Certification Assessment Report
The Biodiversity Certification Assessment Report (BCAR) provides detailed information on the changes that are being proposed for each site where changes are proposed. The report has been prepared by accredited ecologists as required by the Biodiversity Conservation Act 2016.
Explanation of Intended Effect
The Explanation of Intended Effect provides an overview of the proposed amendments to Chapter 13 (Strategic Conservation Planning) of the State Environmental Planning Policy (Biodiversity and Conservation) 2021. It also details the proposed changes to the existing CPCP mapping and the context for these changes.
