Prosecution of CEAL Limited – Ardmore Park Quarry (PA 07_0155) Goulburn Mulwaree LGA
On 28 March 2025, CEAL Limited (T/A Multiquip Quarries) and owner of the Ardmore Park Quarry, was convicted in the NSW Land and Environment Court for breaches of the Environmental Planning and Assessment Act 1979. CEAL Limited entered pleas of guilty to two offences for failing to comply with the conditions of consent.
CEAL Limited constructed silt cells in an area which was not in accordance with the approved project layout and development consent for the quarry. Further, CEAL Limited imported material (Virgin Extracted Natural Material) in circumstances where the Planning Secretary had not approved a Waste Management Plan for the site.
The court convicted CEAL Limited and ordered it to pay a total of $98,500 in fines, $45,000 to the Department for its legal costs, and ordered the company to publish notices in the Daily Telegraph, Goulburn Review and on the project’s website. A subsequent appeal against the sentence by CEAL Limited was dismissed by the NSW Court of Criminal Appeal on 9 March 2026.
