I am writing to express my objection to the Blayney Smallstock Abattoir (6594).
As it is most likely that the traffic and thoroughfare of the movement of livestock will be via Millthorpe Road, I have grave concerns to how this will impact upon my family's health and wellbeing.
We live on Millthorpe Road (Photo A and B) and there is a 50 speed limit sign adjacent to our house (see Photo A). Millthorpe Road travels some distance (100m) straight towards our house (see photo B - yellow arrow) before it rounds left and reaches a 50 Speed limit signpost (about further 50ms ahead). At night, the headlight of vehicles light up our house, with the light spilling in around our curtains.
We have 4 young children, youngest is 5 and the eldest is 12. They all attend school by catching a bus and they wait on the corner of Richards Lane and Millthorpe Road. They are also dropped off on the other side when they come home.
My objections are outlined below:
1) The increase in noise will be unbearable. The 50 speed limit to and from town is a drastic change (50 to 100 and 100 to 50). Trucks inevitably travel at 100km/hr and then drastically reduce their speed and/or do not slow down but continue at high speeds until they get to town. Conversely, we also hear the trucks accelerating from 50 to 100, often well before the 100km sign post. This is a certain safety issue and increase of risk of both noise and or pedestrian collision especially young children.
a. Despite our double-glazing windows and shrubbery (not in photo) we hear every truck movement. This is due to our proximity to the road, road quality (noisy) and accelerating/decelerating speeds often with occasional compression braking.
b. An increase of further 50-70 large trucks will add to the noise environment which may impact on statutory regulations regarding noise in the community
c. An increase of traffic will also increase the amount of light at night projected into our home and bedrooms affecting sleep
d. With both noise and light, there will be an adverse effect upon our enjoyment of our property
e. Also, how will the purported restrictions on truck movements during school hours, and weekends be enforced? Is this a moral obligation?
f. Will trucks be moving smallstock throughout the night, or will they be during working day hours?
g. We believe that the increase of truck movements which is already sufficiently high is unreasonable
2) The increase of small stock will inevitably increase the level of animal waste on the road, surrounding gardens and into homes such as ours. Disease such as Q fever has the high potential to travel into our yard and this as you can appreciate is a major health risk.
a. How is the company able to restrict or guarantee that there will be no adverse health effects by animal waste and disease?
As a concerned resident of Millthorpe, living on Millthorpe Road, the increase traffic of trucks will have adverse effects on our health and way of life. I am concerned that there will be the potential of a collision with a young child or people contracting health disease.

I make this submission in opposition to the proposed abattoir at the location on Newbridge Road, Blayney. I am a resident of Blayney Shire, work in the Blayney CBD and I am a practicing marriage celebrant in Blayney and surrounds and have lived here 15 years.
I strongly object to the proposal because
I have strong concerns about the health risks of transporting 4,500 goats per day through the Blayney Shire main roads. The proposed travel route will pass by Millthorpe Public School, Blayney Public School, Blayney High School, the Blayney Early Learners Centre and the Blayney Anglican Retirement Village, not to mention cafes, shops, churches and banks and sporting grounds.
I cannot stress enough my concerns for the Blayney Shire school students, school staff, owners and staff of community businesses and community members being exposed and subjected to raw feral goat's effluent spillage and emissions.
With an additional 56 open style livestock trucks on our roads driving directly pass schools and passing over school crossings will increase the risk of feral goat effluent spillage with the high hazardous risk of Q fever spore and emissions to our school students and staff.
The additional proposed 56 open style livestock trucks will amount to a doubling of heavy vehicles through the already stressed main street of town which is the main pedestrian and shopping street with rear to kerb parking. The number of trucks is already too high.
Athol Gardens which is situated directly across from the proposed Feral Goat Abattoir site is Blayney's main Iconic Reception Centre. Athol was built in 1875 and is one of Blayney's few 19th century homesteads still surrounded by its original gardens and is the home to many weddings.
Athol Gardens attract many visitors from afar as city folk personally source out such exclusive destination to celebrate their marriage and wedding reception. Athol Gardens provides for a unique atmosphere with country style in a beautiful garden setting. This unique and exclusive setting will be taken away from the proprietors of Athol Gardens as for ` What bride will want to be married or celebrate their wedding reception' opposite an abattoir, toasting the marriage whilst smelling feral goat odours, breathing in spores & emissions of Q Fever.
I myself as an authorise civil marriage celebrant will lose work and will have a negative impact on my business resulting in a loss of income and I personally cannot afford a financial loss. I am one of many wedding and reception services in town however there are many more businesses in town such as photographers, videographers, caterers, florist, car rentals, hotels, motels in the wedding business that will feel the negative result of this proposed FERAL GOAT ABBATTIOR.
I cannot stress how concerned I am and strongly object to this FERAL GOAT ABBATIOR proposal.

I make this submission in opposition to the proposed abattoir at the location on Newbridge Road, Blayney. I grew up in Blayney and I now live in Sydney but continue to visit Blayney on a very regular basis as my mother still resides in the town, as she has done her whole life.
I strongly object to the proposal because:
* I do not believe the process undertaken by Blayney Council to approve the first stage of this development was legitimate. Ray Hornery who worked for Blayney council in a senior capacity was involved in an initial approval process for the abattoir but is now working as a consultant for the developer, George Tanos. It seems like a serious conflict of interest as he has also engaged the consultants to undertake the EIS report.
* The location proposed for the new abattoir is very close to the town, within walking distance. The number of large trucks carting 4,500 feral goats per day to the abattoir, or 22,500 goats per week, plus the large number of trucks taking away the huge amount of waste, meat, skin and other debris is enormous and these trucks will all be travelling through the main part of Blayney which is a one lane road in each direction. Blayney is a small country town, a large number of trucks travelling through the main street will be dangerous and very disruptive to the peaceful community. They will be travelling through the main shopping street which is rear to kerb parking and also the main pedestrian street.
* I attended the recent town meeting held by Council in relation to this proposal and was told that an estimated 58 trucks will be travelling through the town each day, that means 116 trucks travelling through each day as they have to depart as well.
* As there is a designated industrial area for projects such as these, which can be accessed without entering the main town, why can't that be used? Please note, that Orange has been lobbying for years to get a by-pass to stop heavy traffic travelling through the main street. Why should Blayney now have this same problem forced upon the town.
* I grew up in Blayney when the old abattoir was working. The smell on killing day was horrendous and blanketed the town with a horrible stench.
* Feral goats can cause Q fever which is an airborne disease and can lead to death. The trucks carrying the goats will pass by the primary school, the high school, through the main part of town and past an aged care unit, exposing children and the elderly to Q fever. The proposed site, as mentioned, is right on the outskirts of town, very, very close to town. The one and only supermarket where food is unpacked is also close to the site as is a playing field where local children play sport. The high risk to the town of an outbreak of Q fever is a major concern and should be seriously considered by the government .
* The developer of the abattoir already has a history of environmental pollution. I refer to the case in the Land and Environment Court of EPA v Metziya Pty Ltd BC200305236, where Metziya caused pollution into the local Belubula river and Carcoar Dam, by not adhering to DA requirements.
* The Developer, George Tanos holds large acreage outside of Blayney but a good distance from the town, which may be a more suitable site if the government approves this.
* The Environmental Protection Authority recommends strict buffer distances around abattoirs and the best and surest way to minimise local residents being exposed to pollution, smell, noise and airborne diseases. Surely the proposed site for this abattoir being so close to town and also across the road from the local wedding and conference centre is not adhering to the EPA guidelines of strict buffer zones.
* The abattoir site is very close to the Belubula River which can flood with heavy rain. This flooding can extend to the area of the proposed abattoir site. Meaning the river could be exposed to very toxic waste from the abattoir.
* At the local town meeting I asked the Mayor if an economic impact assessment had been undertaken in relation to the abattoir and its impact on the town, as the Mayor was stating that it would be good for the town. The mayor replied in a public forum that no economic impact assessment had been undertaken. I ask then, how he can claim it will be good for the town? Many businesses are concerned they will be negatively impacted as people won't want to stop in what will become a smelly, dirty town with lots of big trucks and a high risk of Q fever.
* I would like to request that the relevant planning and approval officers undertake a visit to Blayney to view the site and it's proximity to the town, to aged care units, to the river, to the supermarket and the roads that the large number of trucks carrying disease ridden feral goats will be travelling on and the local schools they will be passing on a daily basis.
