OBJECTION

I object to the proposed abattoir.
* My main objection to the proposed abattoir is its proximity to town. The applicant states 1 km from Blayney but in fact its location is half a kilometre from the Post Office and less than that distance from the Anglican Retirement Village.
* For years Blayney was a poor cousin to Bathurst and Orange because of the stigma attached to an abattoir town and the obvious odour that drifted over the town day and night. Does anyone in the Planning Department really know how Feral Goats actually smell? This stench cannot be contained on site as the proponent's state. Ray Hornery for the proponent told me they travelled to Western NSW, Vacuumed air from Feral Goats captured in yards, transported this air to Sydney in balloons and did modelling to measure odour smells expected within our town. Really, do they expect this to apply to all climatic variations happening today? So they blow the air from within a shed housing the goats up a chimney stack and we are expected to believe no odour descends on our town. Nice try.
* More trucks on the existing road network will create a danger to the three public schools and childcare centre they pass let alone the general public. Will the $20,000 per annum the applicant is paying for road maintenance compensate for the damage these articulated vehicles do to State and Council Roads. How this miserable amount was even thought fair and reasonable is beyond me: $250,000 would be more appropriate
* Q Fever was brought to light by Dr Sheppard at our town meeting: 25 years of studying this debilitating disease has made Dr Sheppard an expert on this disease and his comments and report submitted to you have serious consequences for our town's people let alone the obvious effect on the workers. Frightening indeed. Dr Sheppard states 5 km from town is the World Recognised Safety Barrier for Goat Abattoirs, except Victoria and NSW don't recognise this. Why would this be?
* Last week 4-8th May 2015 in NSW, QLD, VIC and SA 22,211 goats were killed (MLA Slaughter Report) yet the proposal is to kill up to 4,500 per day (22500 per week). This doesn't stack up even when a few lambs may be killed as the applicant has stated mainly goats and a few lambs.
* The applicant has a very ordinary record of compliance with previous development conditions. Council have been battling for 10 years or more to get the landscaping conditions imposed on the Sealink Project Consent be completed all the no avail. The applicant simply refuses to comply.
* When Electrolux in Orange closes (2016) and the government gets concerned about the loss of jobs and rightly so, does the proponent get a subsidy to retrain these workers to travel to Blayney to work at the Abattoir and would the workers that travel from Orange and Bathurst actually be of benefit to the Blayney Community financially or in any other way. No dollars of theirs would be spent in our town.
* Directly across the Newbridge Road entrance of the proposed abattoir is a wonderful asset to our town, namely Athol Gardens. This is an excellent venue for weddings, town dinners etc. If the abattoir is approved our town will lose this wonderful amenity. Staff will be retrenched as no-one will want to go to a function in the Courtyard and Gardens of this estate next to an abattoir for obvious reasons.
* The E.I.S states that the waste solids will be disposed of at the Blayney Tip. Will that be acceptable for the health of our residents? Also no provision is mentioned for the disposal of dead animals except that they will be disposed of off-site. Where will this be, the tip as well?
* I suggest before the powers to be sitting in their Sydney Towers even think about making a decision they come and visit our town, inspect the site and talk to the people of our town as I suggest the majority of our community are dead against the development. We all want development and the jobs generated but not within half a kilometer of our town.

Declarations:

* I object to the proposed development, for the reasons outlined below
* Declaration regarding reportable political donations-N/A.

Reasons for objection to the proposed development:

1. Inappropriate location for an abattoir

The proposed location of the abattoir is way too close to Blayney township, being within under 1 kilometre of Blayney IGA supermarket, the Inala retirement village and other houses. The proposed location is virtually "in the middle of town". From what I can ascertain, there are regulations worldwide placing abattoirs 5 kilometres from towns. This apparently does not apply to NSW.

2. Increased traffic

The main street (Adelaide Street) and surrounding streets such as Church Street & Burns Street will be poorly placed to facilitate the extra traffic flows caused by the additional B Doubles moving all day & night throughout the town. No doubt the upkeep of roads will fall to Council, who are unable to keep up at present. The Inala retirement village residents will be adversely affected by traffic noise & odour which will be detrimental to their living standards.


3. Negative impact on tourism

Over the past 10 years Blayney has progressively moved to encourage tourism in the town through:.

1) Beautification programmes
2) Council forums to explore ways to grow tourism
3) Encouragement to local businesses

The location of an abattoir so close to the town centre is not conducive to any of these activities. It may also have a negative effect on land values.

4. Risk to community health

I am concerned about what I understand may very well be the uncontrolled spread of diseases such as Q Fever from untreated wild goats as they are transported through town and close the aforementioned supermarket and other retail shops. This would appear to be a real danger as it appears that once someone catches Q Fever there is only treatment for the consequences but no cure. There is also the added possibility of pollution to the Belubula River and downstream sources.

5. Noise & smell from abattoir/trucks

I am very concerned about the large number (4,500/day) of herded goats will have on smell & noise in the town. The EIS skips over these ongoing issues that the town will have to live with if this proposal is accepted as lodged.

6. Water table

The earthworks required to construct the abattoir will have a negative impact on the surrounding areas and may negatively impact on water levels in the town, when heavy rains cause the Belubula River to flood.
