As a resident of Branxton for the past 16 years, I strongly object to the proposed Bluestone Quarry Project in Elderslie, for a number of reasons. I have previously lived in East Branxton, and my family have recently moved into Radford Park Estate, situated on Elderslie Road, which will be significantly impacted by the proposed development. I am incredibly concerned about the impact of the proposed quarry on the health and safety of my family, and the community.
I have concerns around the increased heavy vehicle movements, particularly travelling at high speed, with a proposed truck every 2 minutes travelling on my local roads. The trucks will be travelling at 80km/hr along Elderslie Road which contains a number of unmarked and unprotected bus stops for school children, without adequate shoulders, foot paths or safe areas for pedestrians. This has already been a significant concerns for local families, but adding in hundreds of high speed truck movements each day will increase the risk to local children exponentially. The proposed hours of operation will coincide with school bus times in both the AM and PM, despite the submitted traffic report claiming there would be no interaction with PM school buses. I am concerned that their data must be incorrect if they believe there will be no school buses travelling in the afternoon, when the site will be operating until 4pm, with construction and maintenance hours also operating later in the day.
Close to the New England Highway-Elderslie road intersection there is a section of road with no shoulder, or footpath, with vegetation and fence lines right on the edge of the road, and this is the path that a number of children need to travel to get to the bus stops, or to travel to local schools by bicycle. The risk of interaction between trucks and pedestrians is high, and has not been adequately considered in the submitted transport report.
The proposed haulage route also has the trucks turning right from New England Highway onto Wine Country Drive. This intersection is notorious for accidents and near-misses, due to the volume of traffic travelling along Wine Country Drive. Traffic is frequently held up here for extensive periods of time, while trying to turn into 80km traffic, without a slip lane, and with restricted visibility. The frequency of accidents at this intersection is grossly under-reported in the submission, and would be at least monthly with the current traffic conditions. The data provided in their traffic assessment appears to be simply incorrect in this respect, and to claim that trucks attempting to turn right into 80km/hr traffic from a stationary position would have no negative impact on current traffic is both blatantly incorrect and downright dangerous. This area of road has already been the site of a tragic mass casualty MVA, and the community will simply not tolerate further potential loss of life, or any negative impact on our local road safety.
The trucks are also required to travel on the historic single lane bridge over the Hunter River. The increased number of heavy vehicles travelling over the bridge each day will damage the bridge, as well as cause significant travel delays as it can only handle a single lane of traffic. The road conditions along Elderslie Road and into Elderslie are poor, having been neglected by both Singleton and Cessnock Councils for a number of years. There are already many potholes and damaged areas, which would be substantially increased with more heavy vehicle traffic. The project does not provide any financial compensation to the community for the significantly increased maintenance and upkeep that will be required to manage the damage caused to the roads and the bridge by the heavy vehicle traffic. This cost would seemingly need to be born by rate payers in Singleton and Cessnock Council, despite the fact that the project provides very minimal economic benefit to the local community, and has significant negative impact on the residents and businesses nearby.
Radford Park is a new estate on Elderslie Road, filled with predominantly young families building homes to be able to enjoy the outdoors, amongst a quiet scenic bush landscape. The noise pollution from the quarry, the blasting and the frequent truck movements, and the dust disturbance will impact our ability to enjoy our new homes and the outdoors. The proposed hours of operation are 6 days per week, with activity at the site between 6 am and 6pm. In addition to these hours will be the need for vehicles to move to and from the site in preparation for haulage etc. The noise, traffic and dust will all negatively impact on the value of our properties.
As a medical practitioner, I am also concerned about the health risks that the quarry poses to my family, and the rest of the Branxton community. There will be negative impact on the air quality, due to the dust, noise, blasting and vibration. Globally, we are becoming increasingly concerned about the health impacts of silica - as evidenced by recent regulation changes in the construction industry regarding use of engineered stone. The quarry will generate elevated amounts of silica particles, which will be spread over the local community, risking our long term health.
I do not believe that the net benefits of the project outweigh the cost to the community in terms of social and environmental impacts, and potential health impacts.
With only a small amount of jobs created, but a negative long term impact on local businesses and community, I strongly object to the project.

My name is Luke Thrift, and I live on Rusty Lane, just off Elderslie Road, with my wife and our four young children.
I am writing to formally object to the proposed Bluestone Hard Rock Quarry at Elderslie.
Although my family has only lived on Rusty Lane for several years, I have spent my entire life in the Elderslie district. I grew up on my parents' farm on Elderslie Road, where my father still lives today. My family has farmed this area for over 120 years, and I am proud to now be raising my own children here because we believed it offered a safe, peaceful rural lifestyle.
Unfortunately, this proposal threatens that lifestyle.
Safety of My Children
As a father of four young children, my greatest concern is their safety.
Every day my family uses Elderslie Road to travel to school, childcare, sporting activities, medical appointments, shopping and work. We also regularly walk, ride bikes and spend time outdoors around our home.
The proposal to introduce approximately 220 heavy truck movements each day on Elderslie Road is deeply concerning.
Elderslie Road is already becoming busier every year. It is a relatively narrow country road with very limited shoulders and virtually nowhere for pedestrians or cyclists to safely move away from traffic.
Our children deserve to be able to ride their bikes, catch the school bus and enjoy growing up in a rural community without being exposed to the dangers of constant heavy vehicle traffic.
No amount of traffic management can change the fact that increasing heavy truck movements on a road like Elderslie Road will increase the likelihood of serious accidents.
Rusty Lane Intersection
Our family enters and exits Elderslie Road via Rusty Lane every single day.
This intersection is already difficult.
When turning right into Rusty Lane from Branxton there is no dedicated turning lane, often forcing following traffic to stop unexpectedly.
When exiting Rusty Lane, visibility towards Branxton is limited by the crest of the hill. Vehicles often appear with little warning, making it difficult to judge safe gaps in traffic.
Introducing hundreds of heavy truck movements each day will significantly increase the risks at this intersection.
As someone who will use this intersection multiple times every day with four young children in the car, I find that prospect extremely worrying.
School Bus Safety
Children use Elderslie Road every school day.
School buses stop at numerous locations along the road, with children getting on and off throughout the morning and afternoon.
The increased number of quarry trucks travelling during these same periods creates an obvious and unnecessary safety risk.
Parents should never have to question whether the trip to or from the school bus has become more dangerous because of an industrial development.
Quality of Life
My wife and I chose to raise our children in Elderslie because it offered space, peace and a safe country environment.
The proposed quarry would fundamentally change that.
The increase in truck traffic, noise, dust and general industrial activity will permanently alter the character of our community.
It is difficult to understand why families who have invested in this area should be expected to accept such a significant reduction in their quality of life.
Traffic and Daily Access
Like many local families, we rely on Elderslie Road every day.
The Elderslie Bridge already creates delays and driver frustration, particularly during busy periods. We regularly witness impatient and aggressive driving around the bridge as motorists attempt to avoid waiting.
Adding approximately 220 truck movements every day will inevitably increase congestion and make everyday travel more stressful and less safe for local residents.
Property Values
Our home is our family's largest investment.
While we have no intention of moving, there is little doubt that locating a major hard rock quarry so close to residential properties will negatively affect property values.
Families like ours should not have to bear that financial loss for a project that provides us with no direct benefit.
Is This Quarry Necessary?
This proposal has been declared a State Significant Development, yet the local community has not been provided with sufficient information explaining why this quarry is required.
Before any approval is granted, I believe the community deserves to know:
• Why additional Bluestone production is needed.
• Whether existing quarries can meet future demand.
• What alternative sites or options have been considered.
• Why this location has been chosen despite the obvious impacts on nearby families.
Without this information, it is impossible to properly weigh the costs against the benefits.
Conclusion
This objection is not simply about protecting our own family.
It is about protecting every family who lives along Elderslie Road today, and those who choose to call this community home in the future.
My wife and I deliberately chose to raise our four children in a rural environment because we believed it offered a safer, healthier and more peaceful lifestyle.
Approving a quarry that introduces hundreds of heavy truck movements each day will permanently change that environment.
I respectfully ask that the safety of local families, particularly our children, be placed ahead of the interests of this development.
Once this decision is made, there will be no way to undo its impacts on our community.

My husband and I live in Radford Park and are raising our three children here. We chose to build our home in this area because it offered a peaceful, rural lifestyle where our children could grow up safely. After reading the Environmental Impact Statement, I do not believe this project is appropriate for our community. The proposal would fundamentally change the character of the area and create unacceptable impacts on road safety, public health, local infrastructure, the environment and the quality of life of the families who live here.
Road safety
Elderslie Road is already a busy local road used every day by families, school buses, commuters, cyclists, farm vehicles and residents travelling to Branxton, Singleton and the Hunter Expressway. It is not an industrial haul road. Adding around 220 truck movements every day (approximately 1,100 truck movements each working week) will completely change the way this road is used.
This figure appears to relate only to quarry haulage and does not include additional heavy vehicles such as fuel deliveries, machinery transport, contractors, maintenance vehicles, water trucks and other servicing. The actual number of heavy vehicle movements is therefore likely to be higher.
Many children catch buses along Elderslie Road, and every school day children are getting on and off buses at various points. Introducing hundreds of heavy trucks onto this road creates unnecessary risks for school children, parents and bus drivers.
Our oldest child has recently started working in the main street of Branxton. At the moment, she can travel independently. If Elderslie Road becomes a haul route for quarry trucks, I will not feel comfortable allowing that because I will not believe the road is safe enough.
Turning onto Elderslie Road is already difficult at busy times. More heavy vehicles will make this worse, increasing congestion and reducing safe gaps in traffic. I am also concerned about Elderslie Bridge and the narrow sections of road, which were not designed for this level of heavy vehicle use over a long period of time.
Flooding and access
The lower section of Elderslie Road already floods during heavy rain. If this occurs during quarry operations, there are serious unanswered questions about access and safety.
There is no practical alternative route for many residents. If the road is blocked due to flooding, a crash, a broken-down truck or maintenance, it raises serious concerns for emergency access and community safety. I do not believe this has been adequately addressed.
Dust and air quality (including silica)
This proposal involves blasting, crushing, screening, stockpiling and transporting hard rock over a 30-year period, all of which generate dust.
I am particularly concerned that the Environmental Impact Statement does not clearly explain whether respirable crystalline silica has been specifically assessed for nearby residents.
Respirable crystalline silica is a known health hazard when fine particles are inhaled over time and has been linked to serious diseases including silicosis and lung cancer. While workplace standards exist, I am concerned about how nearby families, especially children, would be protected in a community setting over such a long period.
Our family spends a lot of time outdoors. During dry and windy conditions, I worry that dust could travel beyond the site into nearby homes, gardens, rainwater tanks and waterways.
I have not seen enough information to be confident that dust can be properly controlled during droughts, strong winds or extended dry periods, or how independent monitoring will be managed and reported to the community.
Water management
Runoff from the site during heavy rain could enter local creeks and eventually the Hunter River. I do not believe enough detail has been provided to show this risk has been properly managed, particularly during major storm events.
Once sediment or contaminants enter the system, the impacts can spread far beyond the site boundary.
Roads and infrastructure
Heavy vehicles cause significant wear on roads, intersections and bridges. I understand a contribution of around $900,000 is proposed for council infrastructure.
Given the scale of the project and the number of truck movements over 30 years, I do not believe this is sufficient to cover the long-term cost of maintaining the road network. Local ratepayers should not be left carrying these costs.
Property values and amenity
Like many families in Radford Park, we invested in this area for its rural lifestyle and peace. This proposal would permanently change that.
Increased truck traffic, dust, noise and industrial activity would reduce the amenity of the area and is likely to affect property values. These changes cannot be undone once the project begins.
Long-term impacts
This is a long-term project operating for around 30 years. Children currently in primary school will be adults before the impacts end.
The cumulative effects on safety, health, infrastructure, environment and lifestyle need to be considered over that full timeframe.
SUMMARY OF OBJECTION POINTS
• Elderslie Road is a residential and rural community road, not a haulage corridor
• 220 truck movements per day (likely higher with additional vehicles not included)
• Safety risks for school buses, children, cyclists and local traffic
• Children’s independence impacted due to unsafe road conditions
• Elderslie Bridge and narrow road sections not suited to long-term heavy haulage
• No clear alternative access if Elderslie Road is blocked or flooded
• Flooding risk at lower Elderslie Road not adequately addressed
• Insufficient clarity on respirable crystalline silica assessment for residents
• Concerns about long-term dust exposure affecting homes, gardens and rainwater tanks
• Unclear independent monitoring and reporting of air quality

Runoff from the site during heavy rain could enter local creeks and eventually the Hunter River. I do not believe enough detail has been provided to show this risk has been properly managed, particularly during major storm events.
Once sediment or contaminants enter the system, the impacts can spread far beyond the site boundary.
Roads and infrastructure
Heavy vehicles cause significant wear on roads, intersections and bridges. I understand a contribution of around $900,000 is proposed for council infrastructure.
Given the scale of the project and the number of truck movements over 30 years, I do not believe this is sufficient to cover the long-term cost of maintaining the road network. Local ratepayers should not be left carrying these costs.
Property values and amenity
Like many families in Radford Park, we invested in this area for its rural lifestyle and peace. This proposal would permanently change that.
Increased truck traffic, dust, noise and industrial activity would reduce the amenity of the area and is likely to affect property values. These changes cannot be undone once the project begins.
Long-term impacts
This is a long-term project operating for around 30 years. Children currently in primary school will be adults before the impacts end.
The cumulative effects on safety, health, infrastructure, environment and lifestyle need to be considered over that full timeframe.

The proposal indicates that the first loads would leave the quarry at approximately 6:00 am. In reality, this means quarry operations and truck movements would need to commence much earlier, potentially from 4:00 am, to allow for vehicle preparation, loading, and dispatch.
This would create unacceptable noise impacts for nearby residents during hours when the community expects peace and quiet. The constant movement of heavy vehicles, engine noise, and breaking, would significantly reduce residential amenity and quality of life.
2) Inadequate Road Infrastructure
The roads through Branxton were not designed to accommodate the volume and frequency of B-double truck movements proposed for this development.
Existing roads already experience congestion and safety issues. Introducing a large number of additional heavy vehicles will accelerate road deterioration and increase risks for all road users.
The proposal's contribution of approximately $1 million towards road maintenance is, in my view, wholly inadequate. The ongoing wear and tear caused by heavy quarry traffic over many years is likely to far exceed this amount, leaving ratepayers and Council responsible for future repair costs.
3) Safety Concerns at the Bridge and 90-Degree Turn
A particular concern is the bridge section that includes a sharp 90-degree turn. This area already presents challenges for larger vehicles.
Regular use by B-double trucks will increase the likelihood of traffic conflicts, vehicle manoeuvring difficulties, delays, and potential accidents.
4) Increased Congestion Through Branxton
The proposal would result in a substantial increase in truck traffic travelling through Branxton.
This will contribute to:

The township should not become a freight corridor for quarry operations at the expense of local residents and businesses.

I live with my family on a property that backs directly onto Elderslie Road. Our home is in a peaceful residential area where the existing noise environment is already important to our daily life and children’s wellbeing.
1) Road safety risks to children crossing Elderslie Road for the school bus
Our children currently must cross Elderslie Road to catch the school bus to and from school. The crossing point is located around the intersection of Maybon and Elderslie Road, which is in the middle of a hill.
This matters because heavy vehicles approaching from either direction have:
limited visibility/sightlines at the crest and around the hill,
greater stopping distances,
and reduced ability to react safely in time, especially when drivers are also dealing with traffic volume.
These risks are made worse by weather conditions common in our area, including heavy rain and fog, where visibility and braking performance are reduced.
With quarry traffic added, including heavy vehicles climbing and engine braking descending the hill, the danger to children crossing Elderslie Road will increase substantially.
2) Intersection safety concerns (Maybon / Elderslie)
The intersection of Maybon and Elderslie Road is already busy. With the proposed project traffic operating during relevant hours, residents of Maybon entering and exiting Maybon will face increasing difficulty and risk, because:
vehicles will have limited sightlines when approaching from the hill,
drivers may have less time to assess gaps safely,
and queueing or turning movements may increase near the intersection.
This is particularly concerning for residential access during normal family travel times and any school-related movements.
3) Heavy vehicle noise and amenity impacts (Elderslie Road property directly adjacent)
The quarry project will introduce frequent heavy vehicle movements along Elderslie Road. We are directly adjacent to the road. The noise impacts I am concerned about include:
the noise of heavy vehicles climbing the hill,
the engine brakes coming down the hill,
and the ongoing nature of these impacts, which would affect our family’s ability to enjoy our backyard in a peaceful residential environment.
These impacts will be highly noticeable at our home because our property backs directly onto Elderslie Road, not a buffer zone.
4) No safe pedestrian infrastructure for walking to town (Branxton) and increased collision risk
There is currently no continuous footpath from Branxton town until Alma Road. In parts of the route, pedestrians must walk on the road to navigate around trees and the lack of safe separation from vehicles.
Our family regularly walks for outings including to:
the sports fields,
local shops,
and community activities, as part of everyday life in our local area.
With additional heavy vehicles, the risk of collision between vehicles and pedestrians increases significantly, especially where pedestrians have limited options for safe positioning and vehicles will be moving at quarry haulage volumes.
5) Existing road wear and repeated repairs indicate the road cannot handle increased traffic
The road has already been repaired multiple times in the last three years due to current traffic load (approximately four repairs in that period). Increased heavy vehicle traffic from the quarry will predictably increase road deterioration, leading to:
more potholes,
slumping and bumps,
and degraded road conditions that further increase safety risks for all users, including children and pedestrians.
6) The project is not suitable for this community
This project will bring heavy industrial activity and associated traffic into a small community. Our family believes that the scale and nature of this operation has no place in this residential setting, given the combined risks to safety, amenity, and local infrastructure.
If the project is approved: conditions that are necessary to reduce harm
If the Department considers approval despite this objection, I request that strict conditions be imposed to address the safety and amenity issues outlined above:
A) Child and pedestrian safety measures
Provide a safe designated crossing point for children near Maybon / Elderslie Road (not just signage), designed specifically for heavy vehicle visibility and stopping distance limitations.
Implement reduced speed limits on relevant sections of Elderslie Road and at/approaching the Maybon / Elderslie Road intersection during quarry operating hours.
Create/upgrade continuous footpath access from Branxton town toward Alma Road (or equivalent safe pedestrian infrastructure covering the affected walking route), separated from heavy vehicles.
B) Intersection upgrades and traffic management
Improve intersection safety at Maybon / Elderslie Road, including measures that address sightline limitations caused by the hill (e.g., traffic controls/engineering treatments appropriate to conditions).
Introduce strict traffic management plans that prioritise school travel and residential access times.
C) Noise mitigation at properties directly abutting Elderslie Road
Impose enforceable noise limits and require additional mitigation where homes directly border Elderslie Road, including measures to prevent/limit engine braking noise and heavy vehicle noise impacts.
D) Road upgrades to support increased heavy vehicles
Upgrade and seal road surfaces to achieve a smooth running surface to reduce tyre noise and improve safety.
Include monitoring and maintenance commitments for roads affected by quarry traffic, with clear compliance triggers.
E) Home protection / compensation for directly affected residents
If approved, provide direct financial support for homeowners whose properties directly back onto or abut Elderslie Road to fund noise and amenity upgrades such as:
double glazing or equivalent acoustic upgrades,
block-out shutters,
noise-reducing fencing/walls where appropriate,
and/or dense landscaping buffers (trees/hedges) where effective.
I request that this support be structured as a clear, accessible compensation or mitigation package for directly affected homes, not dependent on negotiation after approval.
Conclusion
For the reasons above, I object to SSD-70557215. The project will materially increase road safety risks for children crossing to school buses, worsen intersection and turning safety for local residents, increase noise and amenity impacts for families backing onto Elderslie Road, and elevate pedestrian collision risk where there is no adequate footpath infrastructure. The road is already showing signs of heavy wear from current traffic and will deteriorate further with added quarry traffic.

The quarry project will introduce frequent heavy vehicle movements along Elderslie Road. We are directly adjacent to the road. The noise impacts I am concerned about include:
the noise of heavy vehicles climbing the hill,
the engine brakes coming down the hill,
and the ongoing nature of these impacts, which would affect our family’s ability to enjoy our backyard in a peaceful residential environment.
These impacts will be highly noticeable at our home because our property backs directly onto Elderslie Road, not a buffer zone.
4) No safe pedestrian infrastructure for walking to town (Branxton) and increased collision risk
There is currently no continuous footpath from Branxton town until Alma Road. In parts of the route, pedestrians must walk on the road to navigate around trees and the lack of safe separation from vehicles.
Our family regularly walks for outings including to:
the sports fields,
local shops,
and community activities, as part of everyday life in our local area.
With additional heavy vehicles, the risk of collision between vehicles and pedestrians increases significantly, especially where pedestrians have limited options for safe positioning and vehicles will be moving at quarry haulage volumes.
5) Existing road wear and repeated repairs indicate the road cannot handle increased traffic
The road has already been repaired multiple times in the last three years due to current traffic load (approximately four repairs in that period). Increased heavy vehicle traffic from the quarry will predictably increase road deterioration, leading to:
more potholes,
slumping and bumps,
and degraded road conditions that further increase safety risks for all users, including children and pedestrians.
6) The project is not suitable for this community
This project will bring heavy industrial activity and associated traffic into a small community. Our family believes that the scale and nature of this operation has no place in this residential setting, given the combined risks to safety, amenity, and local infrastructure.
If the project is approved: conditions that are necessary to reduce harm
If the Department considers approval despite this objection, I request that strict conditions be imposed to address the safety and amenity issues outlined above:
A) Child and pedestrian safety measures
Provide a safe designated crossing point for children near Maybon / Elderslie Road (not just signage), designed specifically for heavy vehicle visibility and stopping distance limitations.
Implement reduced speed limits on relevant sections of Elderslie Road and at/approaching the Maybon / Elderslie Road intersection during quarry operating hours.
Create/upgrade continuous footpath access from Branxton town toward Alma Road (or equivalent safe pedestrian infrastructure covering the affected walking route), separated from heavy vehicles.
B) Intersection upgrades and traffic management
Improve intersection safety at Maybon / Elderslie Road, including measures that address sightline limitations caused by the hill (e.g., traffic controls/engineering treatments appropriate to conditions).
Introduce strict traffic management plans that prioritise school travel and residential access times.
C) Noise mitigation at properties directly abutting Elderslie Road
Impose enforceable noise limits and require additional mitigation where homes directly border Elderslie Road, including measures to prevent/limit engine braking noise and heavy vehicle noise impacts.
D) Road upgrades to support increased heavy vehicles
Upgrade and seal road surfaces to achieve a smooth running surface to reduce tyre noise and improve safety.
Include monitoring and maintenance commitments for roads affected by quarry traffic, with clear compliance triggers.
E) Home protection / compensation for directly affected residents
If approved, provide direct financial support for homeowners whose properties directly back onto or abut Elderslie Road to fund noise and amenity upgrades such as:
double glazing or equivalent acoustic upgrades,
block-out shutters,
noise-reducing fencing/walls where appropriate,
and/or dense landscaping buffers (trees/hedges) where effective.
I request that this support be structured as a clear, accessible compensation or mitigation package for directly affected homes, not dependent on negotiation after approval.
Conclusion
For the reasons above, I object to SSD-70557215. The project will materially increase road safety risks for children crossing to school buses, worsen intersection and turning safety for local residents, increase noise and amenity impacts for families backing onto Elderslie Road, and elevate pedestrian collision risk where there is no adequate footpath infrastructure. The road is already showing signs of heavy wear from current traffic and will deteriorate further with added quarry traffic.
I ask the Department to refuse the application. If it is not refused, I request the strict safety and noise conditions listed above.

I wish to formally lodge my objection to the Bluestone Hardrock Quarry Project based on concerns regarding road safety, transport infrastructure, public safety, environmental impacts, and the long-term effects this proposal may have on the surrounding rural community.
Having lived in the Stanhope Road area of Elderslie (NSW 2335) for the majority of my life, I have firsthand experience of the existing road conditions, traffic patterns and environmental characteristics of the area. My concerns are based on long-term observation of how the local road network currently functions and how the proposed increase in heavy vehicle movements associated with the Bluestone Hardrock Quarry Project may affect the safety, amenity and wellbeing of local residents.
Stanhope Road is a rural road that already accommodates a considerable volume of daily traffic despite its rural setting. It is regularly used as a thoroughfare by local residents, agricultural vehicles, commuters, school buses and other traffic travelling through the district, effectively functioning as a regional connector rather than simply a local road. The existing road network already experiences periods of congestion and presents several infrastructure constraints that raise concerns regarding its capacity to safely accommodate the substantial increase in heavy vehicle movements associated with the Bluestone Hardrock Quarry Project.
A particular concern is the existing one-lane bridge servicing the area. The bridge already acts as a traffic bottleneck, requiring motorists to slow, stop and negotiate right of way. The addition of frequent heavy quarry vehicles has the potential to increase delays, reduce traffic efficiency and create further safety risks, particularly where passenger vehicles are required to share the bridge with large trucks.
Road safety concerns are further heightened by the environmental conditions experienced in the area. Stanhope Road sits within a low-lying valley where dense fog is a frequent occurrence, particularly during winter and in the early morning. These conditions can significantly reduce visibility for motorists. Introducing additional heavy vehicle movements through an area already affected by poor visibility raises concerns regarding the safety of all road users, particularly if trucks are travelling at relatively short intervals during peak traffic periods.
The safety of school children is also a significant concern. Heavy quarry vehicles would be sharing the road network with school buses and families travelling to and from local schools during the same peak travel times. Increasing the volume of large trucks on roads already constrained by narrow sections, limited visibility and a one-lane bridge has the potential to increase risks for vulnerable road users and place additional pressure on existing transport infrastructure.
Beyond transport impacts, I am also concerned about the potential effects of the **Bluestone Hardrock Quarry Project** on the surrounding community. Activities including blasting, crushing, excavation and ongoing truck movements have the potential to generate significant noise, dust and vibration over an extended period. These impacts have the potential to affect the amenity and quality of life of nearby residents and should be carefully assessed before any approval is granted.
I also request that careful consideration be given to the proximity of the proposed quarry operations to existing gas pipeline infrastructure. It is important that any potential risks associated with blasting, excavation and ground vibration are comprehensively assessed and that appropriate mitigation measures are demonstrated before the project proceeds.
Finally, I have concerns regarding the environmental impacts of the Bluestone Hardrock Quarry Project and the long-term management of the site. The application should clearly demonstrate how native vegetation, wildlife habitat, waterways, water quality and surrounding ecosystems will be protected throughout all stages of quarry operations. In addition, a detailed, enforceable and appropriately funded rehabilitation plan should be required to ensure the site is restored to a safe, stable and environmentally appropriate condition once quarrying activities cease.
In summary, I believe the **Bluestone Hardrock Quarry Project** raises significant concerns regarding road safety, the suitability and capacity of the existing transport infrastructure, public safety during periods of poor visibility, impacts on school bus routes, the effects of noise, blasting, dust and vibration on nearby residents, potential risks to existing gas pipeline infrastructure, and the long-term environmental management of the site.
In reviewing the supporting documentation for the Bluestone Hardrock Quarry Project, I also identified what appears to be an inconsistency within the noise and air quality assessments relating to Receiver R06. The receiver is listed under an incorrect street number, and in one table it also appears under the wrong road name. The street number referenced actually belongs to a different family residence and not the property the receiver appears intended to represent.
My family owns several separate homes along this road, with overlapping ownership between properties. Because of this, I am concerned that the assessment may have treated multiple residences as a single property rather than identifying and assessing each dwelling individually. If that is the case, it raises the possibility that my own home may not have been individually assessed for potential impacts.
Given this apparent inconsistency, I respectfully request that the proponent confirm whether every individual dwelling on this section of the road has been separately assessed for potential noise, dust, air quality and blasting impacts, and whether any residences may have been omitted or incorrectly represented within the environmental assessments.
I respectfully request that these matters be given thorough consideration during the assessment process and that the cumulative impacts of the Bluestone Hardrock Quarry Project on the Stanhope Road and Elderslie community be carefully evaluated before any approval is considered.

DJB Developments holds an approved development consent for a concrete batching plant located approximately eight kilometres from the site of the proposed quarry in Belford. The consent was granted in December 2016 for an output of more than 300 cubic metres of concrete per day, and substantial works have already been undertaken to establish it.
Construction of our approved plant has to date been delayed by the absence of a secure, cost-effective local supply of quarry material. Approval of the Bluestone Hardrock Quarry would remove this constraint and allow us to finally proceed with construction. We are excited by the opportunity this presents to bring an already-approved project to life, creating jobs during both construction and ongoing operation, and enabling the supply of concrete to the region at a more cost-effective rate, helping ease the impact of the ever-increasing cost of living for local families and businesses.
Need for the Development
Growth requires resources and to support that growth we need resources located close to their end use market to minimise impacts on communities.
A new, well-located quarry such as the proposed Bluestone Hardrock Quarry represents a resource that will not only help to supply the current needs but also the needs into the future as other existing quarries exhaust their reserves.
Economic Benefits
Approval of the quarry, together with our own plant, will generate meaningful economic benefits for the region, including:
● Direct and indirect employment opportunities during construction and ongoing operation of our plant.
● Increased business activity for local contractors, suppliers, and service providers.
● A more cost-effective, locally supplied source of concrete for residential, commercial and infrastructure projects across the region.

Confidence in Modern Quarry Management
We are confident the proposed quarry will be developed and operated using modern technology and contemporary environmental management practices and will be closely monitored by the EPA and other relevant authorities. In our view, the potential for environmental impact from a modern, well-managed operation of this kind is significantly lower than was the case with older-style quarrying operations, giving us confidence that the project can proceed responsibly.

I wish to object to the Bluestone Quarry project in the Singleton Shire.
I don’t believe that this application should be approved on a need’s basis, economics, health and Road usage reasons.
Does the state need a new quarry mining business in this area to supply material to projects statewide. There are many quarries across the state that now supply materials for infrastructure that fulfill our needs. These quarries in the state that supply these materials are operating and have approval to do so, supplying these materials, do we need extra.
Does the application provide good economic reasoning. There will be only the owner that will benefit from the economic results of the quarry and not the damaged region. The area will sustain significant damage for the Quarry site, removing the material, transport issues and road damage. This will cost the residents a lot of money to remediate and repair the infrastructure damaged. It is a rural community, existing somewhat in our isolation, families trying to live in a rural environment and enjoy the area. This will significantly affect property pricing and the way of life we have come to expect. With a downturn with the quarry operation this will significantly impair families economically. We, at this time with cost of living that we cannot afford to pay more just to live in an area, without some support from the economic benefit that the quarry will gain at our expense.
What effects of the noise, dust and pollution and will we have to suffer with. The Quarry will be blasting. Living in the Hunter Valley we are aware of the Mining Blasts when they happen and feel the tremors, now similar blasts will be right near our homes and infrastructure, causing damage to such. What will happen if our homes are damaged from the activity. With blasts comes dust and vibrations. I have personally experienced mining and the pollution it emits, having worked in that industry 20+ years. This should not be allowed to happen with a community living near the Quarry. Dust, much of it containing silica dust, will be spread all over the community. There is no piped water supply here, so we all rely on rainwater tanks for the supply of potable water that we drink, bathe and grow our foods with. This will be significantly affected if it is allowed to enter our water supplies for all households that will be in the fall out zone created by the operation. We cannot afford the ramifications of this material, as it has been proven to have significant health issues. Not only the dust entering our water supplies, but we should also not have to breathe the dust either, which will be a quicker and more damaging effects on our health. Again, proven to be of major significance. There is no doubt that the basic health damaging effects will take place, notwithstanding any mental stress, relationship stress and breakdowns that will come about from the operations in the area.
One major issue to the families in the area are the truck movements for the material. With the number of movements per day it will significantly affect the roads and moving about the area. There are limited bus services for the community, mainly school buses getting our kids to school. If they have to use the roads at the same time, there is a reasonable thought that there will be interaction of the same causing horrendous circumstances. There are also many riad users though out the morning, day and evening that will also have to handle the traffic. There is a significant old bridge also involved int enroute. Elderslie Bridge is a one-way bridge, with a give way on the eastern side at the base of a long steep hill. The first thought is that no truck will want to give way there and even stop to allow the right of way traffic to go. This will create more of an opportunity for traffic chaos and the possibility of a severe accident and increased frustration from road users. This will result in delays travelling the road with a great threat to safety.
There is also an intersection of Elderslie Road and Stanhope Road that needs to be considered. There is a T intersection and the traffic that is coming down Stanhope Road, from the Quarry, needs to yield and Give Way, this will mean the fully ladened trucks, that are on a delivery deadline. It will be nearly impossible for them to give way if they have the momentum coming down the hill to give way. This is very significant threat to the safety of that intersection, as people on Elderslie Road have the right of way. I would dread to think of the issues that will create if the road rules are not followed and adhered to. All road users are familiar near misses with this intersection and if the Quarry is approved another 100+ movements will be very dangerous and possibly fatal.
I am sure there are plenty of other issues that need to be thought of and I am sure that other submissions will touch on them but there is no reason why this Quarry should be approved as a State significant project or other. I request that is be denied, thank you for the time to review this submission.

I would dread to think of the issues that will create if the road rules are not followed and adhered to. All road users are familiar near misses with this intersection and if the Quarry is approved another 100+ movements will be very dangerous and possibly fatal.
I am sure there are plenty of other issues that need to be thought of and I am sure that other submissions will touch on them but there is no reason why this Quarry should be approved as a State significant project or other. I strongly oppose the proposed Bluestone Hardrock Quarry at Elderslie.
As a local resident, I have serious concerns about the significant impacts this proposal would have on my community, local infrastructure and the environment. I believe the proposal would permanently change the rural character of Elderslie and Branxton while creating unacceptable impacts for residents.
Traffic and Road Safety
The proposed quarry would generate a substantial increase in heavy vehicle movements along Elderslie Road. This road is not suitable for the volume of heavy trucks that would be required to service the quarry.
I am particularly concerned about the safety of local residents and school children who use bus stops along Elderslie Road. Increased truck traffic would create unnecessary risks for children boarding and leaving school buses, as well as for other motorists, cyclists and pedestrians.
I am also concerned that the increased volume of heavy vehicle traffic will result in higher levels of noise, dust and vibration for residents living along Elderslie Road.
The additional truck movements would also increase congestion and safety risks at the intersection with the Hunter Expressway, placing further pressure on infrastructure that already experiences significant traffic.
Noise, Dust and Blasting
The quarry would generate ongoing noise from blasting, crushing operations and heavy vehicle movements. These activities would significantly reduce the peaceful enjoyment of nearby homes.
Dust generated by quarry operations and truck movements is another major concern. In particular, I am concerned about silica dust and its potential impacts on the health of residents, neighbouring properties and the surrounding environment.
Blasting also has the potential to create vibration that may affect nearby homes and properties, causing ongoing disturbance and concern for residents.
Environmental Impacts
The proposed quarry would result in the loss of vegetation and habitat, destroy local habitat, and significantly alter the natural landscape. I am also concerned that quarry operations have the potential to impact groundwater, which could have serious consequences for the surrounding environment, landholders and water resources.
Community Amenity
Elderslie and Branxton are valued for their quiet rural character, peaceful environment and strong sense of community. The proposed Bluestone Hardrock Quarry would fundamentally change the character of both localities through increased heavy vehicle traffic, noise, dust, blasting and industrial activity. These impacts would reduce the quality of life for residents, affect the enjoyment of their homes, and diminish the rural lifestyle that makes Elderslie and Branxton desirable places to live and raise families.

I have multiple issues that I believe will impact myself, the community as a whole, safety on our roads and Elderslie Bridge.
I am located approx 3Km south of the proposed quarry site, which would be in a range for dust, blasting noise as well as all trucks leaving the area would pass within 300 metres of my residence. My tank water supply would be affected with airborne particles and I don't believe the proponent has thoroughly addressed this in his EIS for the application.
Environmental impact on the land in the proposed area will be a negative effect on vegetation and wildlife in the adjoining nature reserve.
Safety on our roads , but paticularly in school bus hours morning and afternoon. From approximately 7.30am till 8.30am there are 4 buses on Elderslie Rd, Stanhope Rd, Rusty Lane and Lambs Valley Rd. 3 of these buses exit Elderslie Rd onto Maitland St Branxton and one returns to Singleton from Lambs valley. Afternoon times 3.30pm to 4.45pm as above.
All traffic on these roads will be greatly affected if there were to be an extra 110 heavy vehicle movements every day of the week from 6am till 6pm. Add to that wear and tear on Elderslie Bridge. No reference has been given to a load limit on this heritage bridge constructed circa 1890 that was never engineered to be a haul road with todays trucks carrying heavy loads.

Elderslie Bridge and Elderslie Road are already under strain, with congestion, deteriorating road surfaces, school bus stops on the roadway, and limited visibility for residents exiting Radford Park. Heavy quarry trucks will significantly increase collision risks, worsen delays, and accelerate road damage. The road network has shown its fragility during recent incidents, and additional truck movements will amplify disruption.
The proposal also fails to address safety concerns for cyclists and pedestrians on narrow sections of Elderslie Road. Increased heavy vehicle traffic will make these areas far more hazardous.
Noise from frequent gear changes on steep and undulating roads will impact residents daily, while dust emissions — including silica dust — pose serious health risks and may contaminate tank water supplies. Existing coal dust issues already demonstrate that dust suppression measures are often ineffective.
Key intersections, including Elderslie Road/Maitland Road and the M15–Branxton roundabout, are already difficult and dangerous. Slow moving quarry trucks will increase queue lengths, driver frustration, and the likelihood of serious accidents.
Finally, the Expanded Haulage Route will send trucks through Greta and Lochinvar school zones and into the congested Rutherford corridor, increasing risks for children and families.
