As a resident currently living in the area, as well as many family and friends, also with a mixture of water and tree cover on our properties , I strongly do not recommend a heavily congested area of shrubs and trees.
There is a significant amount of Brown and Red Belly snakes in this area. It is their natural habitat. They will move to that area for cover and I would dare say you would unnecessarily be exposing the public to risk. One snake bite would make the park a baron land. Snakes generally move away from activity, but will strike if they are startled.
I suggest an open area where a ball could be kicked around , a cycle path , jogging track, some exercise equipment , couple BBQs , small covered area with seating a small coffee shop, ample toilets.
