Official Caution issued to ProTen Pty Ltd (SSD-6882) Narrandera Shire LGA
On 26 August 2022, the department issued an Official Caution to ProTen Pty Limited for exceeding a maximum allowed population of broilers at any one time at its facility and commencing of broiler population under a minimum of required hours, during the 2021-22 reporting period. The department will continue to monitor compliance with conditions of consent.

On 21 September 2023, NSW Planning issued an Official Caution to ProTen Pty Limited (ProTen) for breaches of the consent relating to poultry population limits. The breach occurred during the 2022-2023 reporting period. ProTen has submitted a modification application to modify placement limits. NSW Planning will continue to monitor compliance with conditions of consent.

The chickens forced to live in these factory houses will be subject to horrifying conditions, living a cruel life ending with an inhumane death all for the selfishness of human consumption.
Not to mention how unhygienic this poultry farm will be. Every video published of animal farms document how unsanitary the living conditions are, diseased animals ending up on every Australian's plate.
I completely object this project as I find it unnecessary for New South Wales to feel the need to participate in such dumbfounded projects.

Animal welfare is not strictly a planning consideration but this important issue goes to the nature of the proposal.
In total, it is proposed that the farm contain up to 3.9 million birds at any one time. With several times this many birds `processed' each year.
Millions of birds, sentient beings, whose natural life expectancy is 12 years, to be slaughtered at 6 weeks of age.
This would follow an unnatural life of pain, including chronic respiratory disease, breast blister (ulcerations), `hockburn' (due to ammonia-soaked litter), and lameness through dislocation of joints and bone fractures.
Plus a significant number of birds, per shed, per batch, will die due to illness (heart failure or pulmonary oedema), or starvation when they are unable to reach food or water, or trauma when they are trampled by other birds.
Each bird has a space less than the size of an A4 page. They do not see daylight. They do not have room to flap their wings.
With so many animals crowded together, intensive factory farming necessitates significant antibiotic use and this has severe public health implications, through both the development of antibiotic-resistant bacteria and water and air pollution.
The broiler chicken industry provides consumers with `cheap chicken' at the expense of the welfare of the animals involved and at the expense of the local community and surrounding environment.
The environmental impacts from such an intensive factory farm simply cannot be effectively mitigated and future generations should not pay the price for this inappropriate land use.
This scale of animal agriculture where animals are confined and suffer immensely should not be allowed to develop in Australia.

Dear Sirs,
Re: Pro Ten Euroley Poultry Production Complex application by Pro Ten Limited Narrandera Local Government area.
Application Number SSD 6882
We are writing this letter in relation to the Exhibition of an application for development of an intensive poultry production in the Narrandera Shire.
Our company, Randren House Pty Ltd is the proprietor of a rural grazing and olive grove property known as "Somerset Park" and has been engaged in these activities since 1974.
Somerset Park is located in relatively close proximity to the above proposed development.
We are hereby declaring our objection to this development for a number of reasons as follows:
1. Visual amenity of the area will be adversely affected by the construction of the poultry processing plant.
2. Greenhouse gases that will be generated by the poultry development will lead to unacceptable additional greenhouse gas emissions.
3. The development will have a great impact upon existing servicing infrastructure such that capacity will be reached and will result in shortages of electric power and other services.
4. The storage and disposal of waste materials generated by the plant operation will result in environmental risks and damage to local population areas by way of foul odours and other atmospheric fallout.
5. Groundwater aquifers are likely to be adversely affected by the operation of the plant.
6. The meteorological aspects of the proposal have not been properly addressed. The prevailing winds in the district are general from the south west and as such will flow directly towards Somerset Park and other proximate landholdings and thus bring the noxious odours towards these properties and the Narrandera district generally.
7. No matter how well it is claimed that biosecurity is addressed, it is highly possible that there will be outbreaks of disease and illness in the bird population necessitating the culling and or total euthenasing of the entire bird population.
8. In regard to the business practices of the applicant and its associated corporate entities, it has recently become public knowledge that the applicant and its associated corporate entities are currently variously under investigation by Fair Work Australia, the Ombudsman and the Australian Securities and Investment Commission for suspected breaches of numerous state and federal laws, including inter alia, laws regarding the hiring of labour and the non compliance with regulatory requirements.
It is therefore our view that the applicant has not demonstrated the necessary good faith in aspects of its activities such that it is not a fit and proper entity deserving of development consent to proceed with its proposal.
