Removing the free left -hand turn from Osbourne road into Pennant Hills Road will make traffic flow worse by adding to the queue of traffic exiting Osborne rd during pick up and drop off times and will make it difficult at all times for the many streets with only this one exit (Currawong Nepean Wendy and Osborne Rivertop Dunbar Streets all affected. ) My grandchildren live in Nepean Ave this will mean I will be locked in traffic.
Will make trips west for residents longer and more inconvenient.
Has worked safely since 1980 for decades
Please explain what safety concerns could be addressed by NOT allowing free Left hand turns.
Osborne Street is already narrow and can be blocked.
There are more than 150 homes that rely on this one exit point.
If the free flow of traffic is hindered by the removal of LH turn on red it will certainly cause Chaos.

My objection relates to the proposal to remove the existing ability for motorists on Osborne Road to make a Left Hand turn at any time after stopping. This facility allows local motorists and visitors leaving the Loretto Normanhurst school campus to make safe left hand turns after stopping, and reduces the banking back of traffic along Osborne Road. Given there is no change to the sight lines along Pennant Hills Road, there is no need to remove the existing left hand turn capability which has been in place for approximately 40 years. During this time there has been no significant event or accident which would warrant a change to this arrangement, and as such the proposed modification of traffic arrangements should be refused.

I am writing in regards to the removal of the free left-hand turn from Osborn Road into Pennant Hills Road. We strongly object to it being removed. We have lived in the area for over 30 years and the free flow of traffic onto Pennant Hills Road helps there being less of a back up of traffic into Osborne Road. “Loreto traffic” occurs in peak school hours and also on the weekends and any other time the school has events. It is terrible getting out of the street as it currently stands in these times, it will only get worse with the proposal of the school of an additional 850 students with parents dropping off and picking up students, additional buses and delivery trucks etc. Sport on the weekend will no doubt be over a longer period as well, extending the inconvenience to residents in the area. This makes absolutely no sense. Residents in this area have no other way to get onto Pennant Hills Road. I believe that this turn has been in existence for decades and it has been done safely. There is no reason to remove the free left hand turn from Osborne Road into Pennant Hills Road, it will only make the situation significantly worse.

I object to the Transport for NSW proposal to remove the free left hand turn from Osborn Road onto Pennant Hills Road as the increased traffic into the area due to the school expansion will only create major traffic jams and inconvenience local residents whose only option is to use Osborn Road to access their properties.

The proposal to terminate the current "turn left at any time with care" traffic rule when entering Pennant Hills Road from Osbourn Road is ill considered.
The present rule safely expedites the traffic flow from Osbourn Road, thus preventing traffic congestion both in Osborn Road Avenue, Pennant Hills Road and Normanhurst Road.
I can't imagine why anybody considers the new proposal an improvement on both safety and traffic flow. Quite the contrary, in my view.
I may be wrong. If so, I'd appreciate knowing why.
Whilst I don't reside in the roads affected, I use them often. My son and his young family do live in the affected area. I drive my grandchildren in and out of Osborn Road on a very regular basis.
I beg you to reconsider this proposal.

Traffic flow (or lack thereof) is a very current issue in Sydney. Surely enough bad decisions have already been made.

There have been several sections of the planned Loretto Normanhurst expansion already approved against a lot of local resistance.
The section relating to "Removal of free Left-Hand turn from Osborn road into Pennant Hills road" is a step too far.
The traffic flow from Osborn Rd to Pennant Hills Rd is a log jam at the best of times and removing the "Free Left Hand Turn" option will only serve to further congest this intersection particularly at school drop off and pick up times.
I see no valid reason for this to be approved, it certainly does not improve traffic flow.

I believe the decision to remove the left turn from Osborn Rd onto Pennant Hills Rd is a terrible decision that will severely impact the congestion on Osborn Rd for the worse. The left turn lane is the fast flow lane of traffic exiting Osborn Rd onto Pennant Hills Rd. The reason there is so much congestion on Osborn Rd is because only 1-2 cars are able to turn Right onto Pennant Hills Rd per green light, which causes a huge pile up of traffic on Osborn Rd. The easiest and most efficient solution would be to put in a traffic light with a right green arrow for all traffic turning right, allowing 6-8 cars to turn right per traffic light. This would immediately reduce the amount of congestion on Osborn Rd. Currently all cars attempting to turn right, must wait for the oncoming traffic to dissipate (which almost only ever occurs once the traffic lights have turned orange).
Being that Osborn Rd is the only exit out onto Pennant Hills Rd for Osborn, Currawong, Nepean, Wendy, Rivertop and Dunbar it is essential that all residents have access to turning both Left and Right at Osborn Rd.

I oppose the removal of the free Left-Hand turn from Osborn Rd into Pennant Hills Road. I am a resident of Osborn Rd and my only exit point is via Osborn Rd. Removing the free Left-Hand turn would have a significant negative impact on myself and my family. Removing the free Left-Hand turn would mean that I lose direct access to my local medical centre, pharmacy, supermarket as well as access to The Comenarra Parkway. I travel on the The Comenarra Parkway to drop off and pick up my daughter to pre-school and on my commute to work. Removing the free Left-Hand turn would mean that I would have to extend my daily commute, I would be forced to take a longer, more congested route. I find it extremely difficult to comprehend that Hornsby council has approved removing access for hundreds of residents for the sake of Loreto staff and students without even explaining the safety concerns to residents. The free Left-Hand turn from Osborn Rd has been in place for over forty years.

Hello,
I currently live in Dunbar Close, and I have read through the relevant documents I could find online regarding the traffic and drop off/pick up proposed modifications.

I am raising concerns about the removal of the left turn on red permitted side off Osborn rd onto Pennant Hills road, which I found referenced in T_Traffic Impact Statement on the exhibition page, page 10 of the document. I included relevant screenshots below.

The screenshots show a comment on the original parking strategy (Figure 2.1) stating the left turn on red sign to be removed, however I have not been able to locate additional information on any updates to this proposal and hence am unsure if it is still going ahead. If it is not going ahead I suggest specifying this as this may be causing confusion among local residents.

If the proposed removal is still going ahead I object to the complete removal of the sign. From what I can understand the reason for this removal is that Loreto wishes to evenly distribute parents exits by restricting west bound departure from Osborn road. While this itself is acceptable, a complete removal of the sign which currently functions efficiently and safely, prevents queue build up in a street vulnerable to congestion and is the only option residents have to exit their streets without signalling. Instead, I propose considering a timed no left turn around pick up/drop off hours, similar to the proposal for the right turn off Mount Pleasant onto Pennant Hills.

I strongly object to removing the left turn permitted on red sign from Osborn Rd onto Pennant Hills Rd.

I wish to object to the proposal to remove the left-hand turn (on the red light), from Osborn Road to Pennant Hills Road as part of this DA on the following basis:-

- This option has been available for some 30 years. As a local resident during that whole time, I am not aware of any accidents which have occurred due to this free left-hand turn.
- The free left-hand turn assists with traffic flow, which is expected to increase greatly in the coming years due to the school expansion.
- I can see no valid reason to remove this free left-hand turn, and cannot understand what the safety concerns are after so many years.
This will have a significant impact on all residents who live in Osborn Road, Currawong Ave, Rivertop Close, Nepean Ave, Wendy Ave and Dunbar Close. Osborn Road is our only point of exit onto Pennant Hills Road. Residents already suffer delays due to the increasing traffic from Loreto and to remove the free left hand turn will further reduce traffic flow and further frustration for residents “rate payers” in the area!

We continually have traffic congestion on weekends with sport and school pick up and drop off times. My concern and I have experienced this many times, is once all the lanes are blocked (and unable to pull over to the side ) across the width of Osborn Rd and banked back for over 50 metres, which happens, there is no way for emergency vehicles to access the school OR residential streets. Leaving the left turn "Open" at Pennant Hills will help with a continual flow out of Osborn. Im not happy about my safety and my families potentially being compromised by Loreto and HSC. I oppose this development and its traffic solution in its current format.

I am a resident of Osborn Road and have a significant issues with the inclusion of any condition that removes the ‘ Left Turn on Red’ permission for traffic exiting Osborn Road to the west.
I understand that condition was imposed on DA/1227/2018 from an additional report submitted by Ason. The report states that the left turn on red does not appreciate to be appropriate for a left turn onto Pennant Hills Road, as a major and high volume arterial road. This is a totally unsupported assumption. In reality there is not difference turning left form Osborn Road or Mount Pleasant Avenue except Osborn Road is signalised. There are good sight lines to the east and there are numerous comparable instances on major arterial roads. There appears to be no accident history to support this idea and no recognition that removal of this provision will in fact add to traffic congestion in Osborn Road. Rather than 1 lane banked back from Pennant Hills Road on the red light there will be two and it will make if far more difficult for residents to access or depart their properties.
For local residents this is a significant change and detrimental to their ability to access their own area. Additionally, the reduction in traffic on Pennant Hills Road due to the opening of North Connex needs to be taken into consideration.

I live in Currawong Avenue, Normanhurst, and a neighbour has drawn my attention to the Modification #1 for Loretto School Normanhurst including changes for the Osbourne Road and Pennant Hills Road intersection.
In particular, plans to remove the sign permitting a left hand turn on a red light. Given the sheer volume of traffic attempting to exit Osbourne during school pick up and drop off times, disallowing these left turns will greatly increase delays.
Currently, there is only one exit lane for Osbourne, which becomes two lanes closer to the intersection due to parking restrictions. This means drivers can exit Osbourne at any time if turning left and are able to merge with Pennant Hills Road traffic, given its only moving at 40kmh. This reduces the queue for drivers going straight or turning right, which matters, as at present it can take several changes of light to get through this intersection during school pick up and drop off - and this is at the current school enrolment level.
The remaining- non left hand turning traffic cannot exit en masse, given right turning drivers need to stop and give way to oncoming traffic entering Osbourne - meaning a green light cannot clear the queue waiting to exit, which results in ever-lengthening queues.
It doesn’t seem wise to exacerbate this situation, especially given Loretto has approval to increase its student numbers and inevitably increase the pressures on this one intersection.
Please, at the very least, keep the Left hand turn permitted on Red facility.
