My concerns are for ongoing excessive dust emitted from this site of which I notified the plant by phone in 2016 shortly before the elevated conveyor was installed. I was told by the company's environmental representative that measures were taking place to reduce dust.

Where I am located I have a direct view of the area where Bingo load tipper trucks taking waste off site. It is plain to see the dust created when dumping waste into an open truck bin. Even with Bingo's attempt to obscure any view into the site with the erection of a taller fence covered with green screening material, dust can be seen bellowing well above their roof line at night under their yard lighting as they load trucks. This dust is created every time they load a truck.

The dust level is indicated at this site (some 150 metres away) by the amount deposited on the paintwork of my staff and company vehicles. A brown coating is easily noticeable on a freshly washed vehicle by the end of the same day.

I see nowhere in Bingo's proposed plans where they will tackle the root causes of dust. Bingo need to load and unload vehicles in an enclosed building with the use of dust tight doors and negative pressure and/or extraction with air filtration.

Water suppression is useless and just creates mud that tracks onto the streets. I have noticed dirt being tracked out of their driveway. When it rains it becomes another source of dust when the road dries out.

An investigation should be made as to the elevated conveyor's possible contribution to making, or leaking of, dust.

Both my businesses are located in Minto and I have seen the traffic and mess recycling contributes to the surrounding streets. These operations need to have stringent noise & dust control conditions placed upon them if they can't be better sited in semi-rural locations and away from industrial areas where the neighbour's working population densities are comparable to typical residential densities.
Random ongoing compliance testing of these conditions should be the sole responsibility of the LGA (Council) and not left to ongoing complaints from the community and the operator or their paid consultant's speculative reports.

I believe Bingo capable of meeting these requirements - they just need to be kept accountable, made aware of how they impact the health and the property value of their neigbours.

Recycling is a dirty business and we don't want to be covered in their business.

We are experiencing problems at the current capacity. There is always mud on the road. Our cars are always covered in dust. On windy days , we find dirt and dust in our factory. We even get grit on our cutting machines, which causes damage to the boards that we are cutting. The street sweeper that Bingo uses on the road is also a danger. The driver drives in the middle of the road and does not move over for oncoming traffic.
These situations will be made worse if they are granted an increase in their capacity.

I, Ross Alexander Nattrass, Managing Director of NGS Engineering Pty Ltd (NGS), established in 1984, initially located at 3/10 Pembury Road Minto, currently located at 3 Pembury Road Minto, since 1996, hereby object to the above proposal by BINGO Recycling Pty Ltd (BINGO).

Since BINGO have taken over the site at 13 Pembury Road Minto from Ausscrap Pty Ltd, they have steadily increased production on this site, with a street sweeper employed nearly full-time to try and I emphasise the word "try" and reduce the dust and contaminants leaving the site and from increased traffic, both entering and leaving the site, but still we have wind-blown and road-blown dust and contaminants in our factory and covering everything we own. All of our machinery are open slideways, that for optimum performance must be kept clean and any contaminants affect the performance and longevity of the machinery. Not to mention our clientele's property stored whilst awaiting NGS to complete the desired work - some of these clientele include Unilever Australia (Streets Ice Cream - A food based industry), NSW Police Fleet Service vehicles and associated work, Kirk Group lithographic printers, to name but a few.

Rumour has it that the owners of BINGO were involved in ground contamination of land with asbestos on the states Central Coast, next to Mount Franklin Spring Water. What is not to say since BINGO has operated at Pembury Road and into the future, that they don't do this again?!

As for recycling - what I have noticed are the fleet of BINGO skip trucks, front end loader rubbish trucks and other fleet of tipping trucks with dog loaders (most are urban cowboys), dumping their full loads of rubbish at Pembury Road, then B-Double dump trucks with a gross vehicle mass of 62 tonnes lined up in Pembury Road and our nearest cross street, Airds Road, waiting to be filled, to dump the contents in some big hole in Queensland.

The two bridges on Airds Road and Ben Lomond Road over the stormwater canals, are not rated for vehicles of 62 tonnes. Therefore, these B-Doubles travelling from Pembury Road to Queensland have to turn left from Pembury Road onto Airds Road, then at the roundabout, turn right over the railway bridge, turn right onto Pembroke Road, then right onto Rose Payten Drive, over the next railway bridge, then right onto the highway. This traffic is going to increase by approximately 700% and the only reason BINGO is dumping in Queensland and not in NSW is that the NSW government charge more per cubic meter to dump in NSW.

NGS is located near the intersection of Pembury Road and Airds Road, where there is also a café attracting more business. In order to purchase from the café, BINGO contracted drivers double-park and block driveways. They also take this corner with excessive speed. All of which, make it very dangerous for our staff and visitors to enter/leave our premises and BINGO wish to increase this by approximately 700%. The increased operating capacity would also require an increase in personnel, meaning there would be increased numbers of personnel, both drivers and administrative, that would need to park on the already busy Pembury Road.

Pembury Road often has fleets of LPG gas delivery trucks from Speed-E-Gas (Origin), and their semi-trailer LPG delivery tankers, also Foamco and their fleet of trucks and other established businesses of Pembury Road and their personnel, clients and transport issues.

In Victoria, the Recycling Centre SKM has experienced five fires within the last year, causing major health issues and resulting in proposed litigation. What is not to say BINGO does not suffer this now or in the future and if so, how would they and NSW emergency services cope?

In closing, I and the rest of the occupants of Pembury Road strongly object to this application.

Origin would like to submit an objection to the proposal by Bingo Resources to increase the Bingo Minto Resource Recovery operations from 30,000 tonnes per annum to 220,000 tonnes per annum. Our objections are on both safety and environmental grounds and are associated with additional traffic and dust generated from the project.

Origin believe the current operation is not suited to the industrial estate, and will cause significant additional issues if volumes were to be increased as proposed.

Justification for the objection is outlined in the Attachment 1.
