This modification exhibits the usual scope creep associated with a wind farm, The size of the original blades were what was originally assessed for VI, Noise, blade throw, bat and avian mortality, glint and flicker. Now the blades become bigger with no regard for the other factors affected by the size of these monstrosities. New blades should require a complete refresh of the planning process in fairness to the local community. But then again, what has ever been fair about the entire industry or the way it incestuously interacts with the department of Planning and the PAC?

I strongly object to the modification of the CWF.
The increased amount of clearing of over 160% and the increase in overall tower size is nothing like what was originally approved barely more than a year ago. I find it hard to believe that the CWP was EVER approved due to the steep hills, the soil erosion that WILL eventually happen, and the clearing of a big percentage of green and hollow bearing trees from Whitefields Road and beyond.

I approved the wind farm project because it is clean energy and will generate job in the community it will bring outside money to the district, it is as good as having tourist in the neighbouring town during the construction in the next two years. My husband Les Bush and I live on our farm quite close to the proposed wind turbines. Our daughter Carla,Les and I have discussed the proposed changes and have decided to put in a submission because we are all concerned about the lack of information regarding the noise impact the larger turbines will have on our lifestyle. We believe that this is one issue that needs to be looked into very closely and carefully as once the turbines are built, noise is something that cannot be fixed if there is a problem.

All landowners in what used to be the Yass Valley Wind Farm formed a group to work cooperatively to achieve better outcomes for themselves. We are now the Coppabella Wind Farm Landowners Group and I have the privilege of chairing the group and I am writing this submission in that capacity.

As landowners we have a positive and congenial working relationship with Goldwind and communication has been excellent. Goldwind has supplied landowners with considerable information to explain the modifications sought in this application. We understand the nature of the modifications sought and as host landowners we support them. We believe they will achieve better environmental and practical outcomes.

I, Annette Hume a resident of Hilltops Shire and a concerned resident wish to submit my objects to the modifying of the Coppebella Wind farm submission.

The Coppebella Wind Farm SSD-6698 modification Plan.

I believe the increase in height and area is not just a modification but a whole new proposal which needs to be addressed as such.
These changes will affect the residences of the Hilltops Shire far more that Yass. A visual assessment of 3.4 kilometres is inadequate. We are 25 kilometres from the site and we will be greatly affected by their visual presence.
The height increase of 31 metres, (3 building stories higher) than proposed will impact visually on more people in our shire than before.
The height changes will impact on me personally and our way of life being in direct line of sight.
The increase in land clearing on a highly erodible environment needs to be address much more thoroughly and the public need time to assess the value of a wind farms verse losing our valuable grasses grey box wood land of which we have very little left in the area.
The area described is highly erodible. What measures will be put in place to stop erosion when the area will be bulldozed?

The removal of carcases to reduce the killing of birds and bats.
How often will this occur and who will do this? Who will pay for this We receive our mobile coverage from Conroy's Gap, a direct line over the Coppabella's be affected? job?

There is already spasmodic reception. Will Emergency services be affected when there are accidents?

From reading the EIS, I cannot see any Fire safety recommendations
There appears to be no Fire mitigation strategy during construction stage, Equipment failure or maintenance.
No reports on an exit road, a fire unit and if maned or water source.
No EIS on Aboriginal heritage and effects of the Iallong creek, the most pristine creek I have ever seen.
What protection will be given to this creek during construction and ongoing maintenance?

I also believe tourism will be affected by the turbines.
The Hilltops Shire prides it's self on a pristine environment and the clearing of grassy grey box woodland is not in keeping with our image.

Data indicates that Solar produces 5 times as much electricity as wind turbines . The timing of solar output is more predictable than wind .Solar power comes in the middle of the day in the high part of the daily demand curve.
The proposal for Coppabella Wind Farm requires the clearing of over 160 hectares of natural vegetation . This will have a significant impact on the local flora and fauna,particularly kangaroos already in large numbers ,forcing them on to the surrounding properties to the detriment of grazing and farming land and infra structure.
The total lack of consultation with the wider Binalong Community both in the initial approval and the modification application by the developer,local and state governance is unconscionable.
With the exception of the Coppabella Windfarm Newsletter dated September 2017 there has been no formal correspondence received by residents with the exception of those on whose land the turbines will be sited .
For clarity this includes the period prior to the initial development application,the subsequent approval by the DPE in 2009 and the current variation.
Further when enquiries were made at the Yass Council Office on 14th March 2017 regarding a rumour of a Windfarm development in the Binalong area the response was that the council had no knowledge of any such development.
