The applicant submits that the gas pipeline is no longer proposed to be placed within the rail corridor. The proposal does not appear to explain why this is the case. The applicant should disclose: where it intends to place the pipeline – private land, TSR, Crown Land or a combination; and the reason for the change.

The applicant proposes to bring forward the construction period. In order to ensure the safety of road users on the current narrow and poorly aligned Obley Road and Toongi Roads, the applicant must be required to complete all upgrades to the roads and to construct all associated bridges and improvements prior to the commencement of construction. The movement of large volumes of vehicles and heavy and oversized vehicles must not be allowed until these upgrades are complete.

The applicant should not be allowed to commence operations at its processing plant until the rail infrastructure improvements have been completed.

Please find attachments regarding the views of Dubbo Environment Group Inc. to this project ( SSD 5251 Mod-1). We are aware that rare earths are necessary for the progress of renewable energy in our state, for which we are very happy. Our concerns are that precious environmental resources are not sacrificed in favour of the financial gains of the industry. We are also concerned that the dangers of radiation and toxic waste may not be adequately disclosed to the public.

I am neighbours with the mines. I object to the new clause that they have submitted to run 24 hour 7 days a week, unless I can be guaranteed that no noise will affect my property. I don’t want them in the next paddock to my abode. If I can be guaranteed that they won’t be right next to my property/paddock and the noise is located further away then that’s fine. Also I don’t want any fumes or spray drifted to my property as well.

I am making a submission on behalf of my wife and I regarding the Dubbo Project modification and oppose the extended construction hours (24 hours per day/7 days per week) on the grounds of noise pollution. Inside our house we can hear machinery operating now as site preparation has commenced. While the noise is not obtrusive at this stage, it is an unknown what the noise (and dust etc) levels may be for actual construction and if the noise is excessive over 24 hours every day, it will certainly ruin any semblance of sanity with sleep interrupted constantly. We often have our house windows open (even heading into winter) so constant extreme noise is not welcome. Hopefully the noise for any of the construction (and later operation) will not be excessive, however we believe that it should be kept to normal working hours, NOT 24 hours/day with no break. Being in a rural area, we are aware that there will be some noise (stock, tractors etc), but those noises do not occur continuously and are not unduly noisy.
