I wish to make the following comments on the Snowy 2.0 MOD-3 proposal for an additional Adit.

INTRODUCTION
Snowy Hydro 2.0 has now placed yet another major “modification” (MOD-3) on public exhibition. It is another huge tunnel (“Adit”) and associated infrastructure within the Kosciuszko National Park.

INADEQUACY OF PUBLIC EXHIBITION PERIOD
- The Public has been given just 13 days to provide comments on this very complex proposal.
- The exhibition period is inadequate.
- The proposal should be re-exhibited for at least three months.

ADDITIONAL COSTS TO TAXPAYERS
- The purpose of this proposal seems to be to give Snowy Hydro a quick go-ahead to purchase yet another Tunnel Boring Machine at huge cost, to replace the failed “Florence” TBM.
- I can find nothing in the documentation which identifies the additional costs that this MOD-3 will incur. These should include construction costs, machinery purchase including the proposed new TBM, and the additional long term restoration costs.
- An approval would presumably enable Snowy Hydro Ltd to commit huge expenditure to commissioning another TBM. The past record of the Snowy Hydro’s TBMs is unimpressive.

IRREVERSIBLE DAMAGE TO KOSCIUSZKO NATIONAL PARK
- The damage Snowy Hydro’s project has already done to the National Park and its natural landscapes and ecosystems is irreversible and cannot ever be restored.
- The new Adit proposed would further interfere with groundwater and unique natural surface features including wetlands.
- The supporting information is voluminous but inadequate and fails to explain the cumulative and compounding impacts that this new “Adit” would have on the Kosciuszko National Park’s ecosystems and landscapes.
- The resulting spoil would add to the huge pile of waste rock being dumped in the KNP, and the spoil proposal for this MOD-3 needs to be referenced against the Main Works EIS. Dumping of the excess spoil will permanently sterilize many hectares of undisturbed park.
- Nor is there a restoration plan to remedy the impacts that this proposal would have on the landscapes and ecosystems of Kosciuszko National Park.
- Snowy 2.0 makes no comment or acceptance of long-term impacts nor the compounding effects of this and other Snowy 2.0 works.
- One can only conclude that the great Kosciuszko National Park has become an engineers’ nightmare for Snowy Hydro’s unresolved projects with scant regard for the purpose and values of this National Park.

DRAINAGE OF WETLANDS:
- Despite the claims by Snowy 2.0 that the MOD3 works will occur in the existing project footprint there has been no recognition of drainage of wetlands in the surrounding areas on Kiandra Plain, on both sides of the Snowy Mountains Highway.
- The wetlands in this area include significant and unique string bogs, the subject of much past scientific research, and they are likely to be drained and irreversibly damaged.
- The largest of these bogs is south of the junction of the Coppermine firetrail and the Snowy Mtns Highway.
- This proposal must be reviewed by expert scientists with expertise in the hydrology and ecology of wetland bogs and mires, and a public report prepared.

FAILURE OF THE SH-2 PROJECT TO PRODUCE ECOLOGICALLY SUSTAINABLE RENEWABLE ENERGY
- This latest modification proposal to the Snowy Hydro 2 project further confirms that Snowy Hydro and its Government owners have no intention, and perhaps no capability, of producing ecologically sustainable renewable energy from this project.
-Permanent and deep damage is being done to the integrity of the landscapes and ecosystems of Kosciuszko National Park by every aspect of the Snowy Hydro 2.0, from the failed tunnelling to the above-ground transmission lines, plus the extensive infrastructure scars.
- There are many ways for Australia to produce renewable energy by ecologically sustainable means, and wrecking a great National Park is NOT one of them.

MOD-3 SHOULD BE REFUSED
- The MOD-3 proposal should be refused. No number of environmental conditions attached to an approval would justify the irreversible environmental damage which will be caused by proceeding with this proposal.

CONCLUSION
This whole SH 2 project should be put on hold and a Commission of Inquiry called to consider the environmental, economic and public policy justification for its continuation.

Snowy 2.0 Main Works - Modification 3

Thank you for the opportunity to comment. However, the combination of the brief exhibition period and the volume of documentation submitted by the applicant constrain the scope for meaningful comment. The SSI designation of the project also suggests it is highly unlikely that the applicant will be required to significantly modify the Mod3 proposals in the light of public submissions. That is deplorable.

The project proponent claims that the proposed Mod3 works will be undertaken within the approved construction envelope for the Main Works and that all surface disturbances will be “land formed and rehabilitated”. However, Mod3 would, if approved, still result in additional areas of disturbance than would otherwise have occurred within the construction envelope. It also fails to acknowledge that there will be additional medium or long-term impacts on the integrity of the Kosciuszko National Park (KNP), visitors to the park, fauna, flora and stygofauna, and Australian tax payers.

While the Mod3 proposals are portrayed as being incremental, the overall impacts of the poorly planned and managed project are cumulative and are significantly greater than the concept outlined in the exploratory works documentation in terms of costs and environmental disturbance. It could be likened to the proverbial death of a thousand cuts for the KNP. As as example, the groundwater impacts from works associated with the additional portal for TBM4 are estimated by the applicant to be relatively minor and over a restricted area. However, when added to the overall ground water impacts of the Snowy 2.0 works as a whole , the effects are considerable.

A “reformed and rehabilitated” landscape is not the same as the original and the clearing of additional vegetation, even within the construction envelope, will have medium to long-term impacts on flora and fauna. For example, the Mod3 works will result in destruction of important habitat for the Smoky Mouse (Pseudomys fumeus) and the Eastern Pygmy Possum (Cercartetus nanus), which are listed (respectively) as endangered and vulnerable species. That alone suggests construction of the additional tunnel portal and associated spoil dump should not be allowed to proceed.

Pump-storage hydro projects theoretically have the capacity to help meet Australia’s renewable energy targets. However Snowy 2.0 is not the project to do it. It is the wrong project (because of total projected costs, including connection to the grid, the horizontal distance between the upper and lower reservoirs, the lack of adequate project planning, implementation and procurement) in the wrong place (being in the centre of the largest and most iconic national park in NSW and given the long distance from major electricity demand centres).

It is instructive to read the pros and cons of the proposed new TBM4 compared to TBM1 (Kirsten) and TBM3 (Florence). Given that Florence first ran into difficulties when the when it was barely underground and was still close to the surface (a zone where ground conditions are commonly weak and unstable, due to sub-surface weathering), and that early borehole studies identified potentially difficult ground conditions in the area of the Long Plain Fault, it would seem that evaluation and procurement procedures for TBM3 should have taken into account the likelihood of encountering less than optimal ground conditions. That they were not suggest serious shortcomings in Snowy Hydro’s assessment and decision-making procedures. While recent and more detailed drilling has more clearly identified difficult ground conditions associated with the Long Plain Fault Zone, the differences are only incrementally so.

The time has come for this project to cease being a burden on tax-payers. Accordingly, Snowy Hydro should be required to either:
• persist with the original tunnelling project(s) as per the approved main works and current budget, using TBM Florence for the whole of the Head Race Tunnel, recognising there may be time delays because of the slower than anticipated rate of drilling
• immediately cancel the whole project and use funds not already spent for rehabilitation of disturbed sites and use the balance for more economically-viable clean energy projects that are closer to major eastern seaboard load centres.
