Ulan Coal Mines Ltd has been an Integral part of the Mudgee region for decades. I personally have interacted (employed, Contracted, Consulted) with Ulan Coal Mines Ltd for 30+ years and have always observed the mine acting in good faith and meeting and exceeding the requirements for it to be a good corporate citizen.
The Mod6 extension as detailed in this project modification has minimal affect environmentally as its surface footprint is extremely limited, whilst the economic, social and community benefits not just for the Mudgee region but also for the wider Hunter region and NSW as a whole are significant. In 2024 the Ulan Coal Complex contributed $846million to the economy, with more than 700 direct jobs being supported.
In my opinion the benefits of this project modification significantly outweigh the negatives and should be approved.

Ulan Mod 6 and its dependent Mod 8 must be assessed together as one new project. Mod 6 is physically connected to Mod 8, and together they are almost entirely on land that is covered by Exploration Licences. They are not on a Mining Lease. Therefore, Ulan Mod 6 and Mod 8 must be assessed as a new project, not a Modification.
The impacts of this project have not been adequately assessed.
This expansion of coal mining is contrary to all scientific, global and legislative protocols. There is no justification for this project.

The members of Dubbo Environment Group Inc. do not support the expansion of any new coal mines or, for that matter, the continuation of any fossil fuel extraction. We should not need to continually repeat that we need to reduce our carbon and methane emissions as expert Climate Science has been advising for the last 20 years, for us to avoid the devastating consequences of a 2 -degree C. rise in world average temperatures. Already we are experiencing the unprecedented extreme weather events which were predicted by these experts.
Currently Victoria is experiencing bushfires which are worse than the previous devastating Black Fires and a flood along the Great Ocean Road while Queensland has lost some 15000 livestock and countless homes to floods.
Climate Change is to blame!
In 2024, NSW's average temperature was 1.71 degrees C. above the average for 1961 -1990 according to the BOM.
Global temperatures in 2024 were 1.28 degrees C. above 1951-1980 records and the Earths' average surface temperature was the warmest on record according to NASA.
Dubbo Environment Group Inc. supports the urgent progression of all energy providers to renewable power sources.

Australian Conveyor Technologies (ACT) are a supplier of Conveyor Hardware to the Ulan UG Coal Complex.

The Directors, and ACT as a whole, are supportive of the Ulan Coal Modification 6 (Mod 6) Application submitted to the NSW Department of Planning, Housing and Infrastructure.

Whilst our current market share of supplier spending the Ulan Complex is very small compartive to their overall supplier spend, it is a meaningful revenue input to our company. It contributes to our bottom line and allows us to continue our business which consists of Twenty (20) NSW based and Two (2) QLD based employees, along with our dozens of NSW based sub-contracting suppliers.

Approval of the extension of the Ulan Complex, as per Mod 6 , will provide certainty and support of our mid-sized company to continue designing, engineering, manufacturing and assembly of complex bulk handling equipment right here in NSW.

We are also acutely aware of the benefits the Glencore Ulan Coal mines provide to local townships of Ulan, Mudgee and the whole Mid-Western Regnional Council area.
The continued employment of skilled and well paid employees and contractors in these regions ensures a strong and thriving local community.
The positive effect on hundreds of local, small businesses that will receive indirect benefit from approval of Mod 6 application cannot be understated.

The longevity of coal mining in Australia is critical to our economy. To have a company like Glencore who are dedicated to world class environmental and sustainability standards operating these mines is a supreme advantage. Glencore operations create safe jobs for local people, not only through direct employment but also through deliberate efforts to involve local suppliers to cater for the many and varied products and services that are necessary to operate coal mines. The jobs that result, directly allow local business not only to exist, but to grow and improve and continue to ensure Australia as a world class economy.
Glencore is well known for their support of all local communities that exist nearby their mine sites and landholdings.
