Goodman owns the properties at 35 Waterloo Road and 67-75 Epping Road, Macquarie Park, located immediately to the northwest and south of the proposed NextDC data centre development, respectively.

Goodman is concerned about potential noise impacts from the data centre on the proposed high-density residential (Build to Rent) development at 35 Waterloo Road (BTR Scheme), which is currently under assessment (SSD-52947710).

The BTR Scheme proposes a development with an FSR of 3:1 and a height of 65m. However, the Macquarie Park Stage 1 rezoning proposed a future uplift to a 5:1 FSR and a height of 150m for the site. Goodman has been in discussions with DPHI and plans to submit an Amending DA scheme for the site to utilise these new controls once they are implemented.

The noise assessment for the data centre assesses the noise impact on 35 Waterloo Road based on a residential tower height of 65m for the BTR Scheme. This modelling needs to be updated to evaluate the potential noise impacts from the data centre's rooftop plant on the proposed 150m residential towers at 35 Waterloo Road in the future.

The NSW Noise Policy for Industry provides two options for considering meteorological effects:
• Apply noise-enhancing meteorological conditions for all assessment periods as a conservative approach, considering source-to-receiver wind vectors and F class temperature inversions with wind speeds up to 2 m/s at night.
• Assess the significance of noise-enhancing conditions. If such conditions occur less than 30% of the time, standard meteorological conditions can be used for the assessment.

It appears the noise assessment adopted the first option but did not assess the nighttime period under a temperature inversion condition, which should be updated accordingly. Moreover, it is recommended that the noise assessment be updated using the ISO 9613-2 algorithm because:
• The nearest receivers are in close proximity to 35 Waterloo Road (less than 500m) in a dense urban setting.
• ISO 9613 considers noise-enhancing weather conditions, including downwind propagation or moderate ground-based temperature inversions.
• The CONCAWE algorithm used in the current noise assessment is generally not suitable for urban environments.

This revised noise assessment must ensure that any noise impacts from the data centre operations can be adequately mitigated to prevent limiting the full redevelopment potential of 35 Waterloo Road, noting the strategic importance for housing near the Metro Station.

I support the construction of NextDC S5 Data Centre and Innovation Hub, with one condition: that the building closest to Waterloo Road should be limited to 24 metres in height, to be consistent with other recently-constructed buildings on Waterloo Road such as MP4 and Macquarie Square.

Architecture writer and former Sydney City councillor Elizabeth Farrelly was recently reported to have said: "Eight storeys is about the limit of what you can build and still have people's sense of connection to the street" (ABC News, 3 August 2024)

In all other respects, NextDC S5 ticks all the boxes for the Macquarie Park Innovation District (MPID):
- 40m setback with outdoor facilities
- no decrease in sunlight due to shading, with good sunlight to the plaza
- fits into existing skyline profile
- no increase in traffic congestion

NextDC 5 Data Centre and Innovation Hub is a good fit in the MPID. I appreciate the opportunity to show my support.

Lack of adequate parking on this site for people working on this site means that overflow onto adjacent residential areas will occur despite 2P restrictions. That means more parking on Paul street , David avenue and McGregor St. This
is despite the train station as many people don’t have access to trains.
Inadequate setbacks will mean loss of mature trees on the main road , Lane Cove road.
Additional traffic means more rat running that already occurs on local residential streets at north Ryde.
Overall the less people work on this site or the smaller the footprint and building heights the less the impact
