I am writing to formally object to the proposed Battery Energy Storage Facility (BESS) project in Evans plains as detailed in planning application SSD -50587460 As a resident of this community, I have significant concerns regarding the potential
negative impacts this project may have on our rural residential area.
It is noted that we were not consulted as past of the EIS nor is our residence identified as a sensitive receiver,. In relation to visual amenity and landscaping, we believe that additional landscaping is required. The EIS states that a Visual Management plan is recommended to form part of the future Construction Environment management plan. Furthermore the Landscape and Visual impact Assessment only provides example mitigation measures. It is requested that definitive management measures be defined prior to determination and are not deferred to a future management plan. It is also requested that we are consulted in relation to these matters nd have opportunity to provide further comments prior to determination.
In addition I provide the following comments:-
### 1. **Environmental Impact**
The introduction of a large-scale industrial facility in this predominantly rural area is likely to have adverse effects on the local environment. The BESS project may lead to the destruction of natural habitats, threaten local wildlife, and disrupt the ecological balance of the region. Moreover, the risk of chemical leaks or fires from the storage units could cause significant long-term damage to the surrounding land and water sources.
### 2. **Health and Safety Risks**
Battery energy storage facilities, especially those of this scale, present serious safety concerns. The risk of thermal runaway, fires, or explosions could pose a substantial danger to nearby residents. In the event of an emergency, the consequences could be catastrophic for our community. In addition .EMF negative effects are not fully realised at this stage. Also concerns in relation to ongoing operational noise and vibration during the life of the project, Also night lighting is also a potential issues.
### 3. **Impact on Property Values**
The presence of an industrial facility such as a BESS in a rural residential area is likely to have a detrimental effect on property values. The visual intrusion, potential noise pollution, and perceived risks associated with the facility could make the area less
desirable to potential homebuyers, leading to a decline in property values. This would unfairly impact long-time residents who have invested in their homes and community.
###4 Visual amenity impacts at our residence and landholding - see previous comments, also concerns in relation to colour of batteries and adequate colour bond fencing to further blend into landscape as other nearby infrastructure has.
### 5. **Lack of Adequate Infrastructure**
The infrastructure in our rural area is not designed to support a project of this magnitude. The local roads will be impacted by the additional heavy traffic during construction,.. Increased traffic could lead to higher risks of accidents and further strain the infrastructure, causing inconvenience and potential danger to residents.
### 6. **Alternative Locations**
Given the potential risks and negative impacts outlined above, I strongly urge the planning committee to consider alternative locations for this BESS project. Sites located in more industrialized areas, away from residential communities, would be more appropriate for such a development and would likely face less opposition from local residents.
Furthermore I understand the proposed facility was in relation to power support for the proposed Regis mine and that the mine has now sourced alternate power sources pot,( and at this point may not go ahead in any event)..
In conclusion, while I understand the importance of advancing renewable energy solutions, I believe that the proposed location for this BESS project is entirely inappropriate. The potential risks to the environment, public safety, and the character of our community far outweigh any perceived benefits.
We have not had time to review and digest all the information included with in the application due to some technical issues with the Planning Portal during the exhibition period and would appreciate the opportunity to more fully outline our concerns.
I respectfully request that the planning committee take these objections into account and reject the current application for the Battery Energy Storage Facility .

If we are to do away with Coal & Gas, the only reliable energy source is Nuclear.

I am a retired Electrical Engineer.
Have worked in the Power Industry for 40 years
I consider this project to be well sized and well located adjacent to the Transgrid 132kV substation. There should be many more of them.
The technical details do not indicate whether the Power Inverters connecting the Battery Modules to the Grid are "Grid Following" or "Grid Forcing".
The last Project Element in the Project Summary (page v) refers to "Decommissioning". This item seems to be included as an aspirational activity to appease the project naysayers. Even the Project Financial Statement mentions the Decommissioning but puts no value to it. Obviously it is not possible to value an activity to occur in 20 years time and I don't think anyone will be interested in doing it 20 years time anyway.
The obvious place for this would be with Transgrid (or their successor) or the "Generator Property Management Pty Ltd" or its successor.
I would be inerested to see how this all pans out.

On 15 December 2022 NSW Rural Fire Service sent a letter to Nestor Tsambos. Obviously the contents of the letter have been ignored to this day, 20/08/2024. How come?
I Demand an Immediate Cessation of BESS infrastructure and the construction, operation and decommissioning of Immediately.
In the view are Future Generations ignored hey. How Dare You.
Right. According to NSW Rural Fire Service, the development of the Panorama Battery Energy Storage System (BESS) on the subject site, involves power generating works, which are considered to be hazardous industry under S8.3.9 of the Planning for Bushfire Protection (PBP) 2019.
I therefore ask that all BESS infrastructure and associated works Cease Right Now. Thank you.

I have been unable to access the DA and therefore the specific details for this project, however my concern is the access to the site during construction, in particular the use of Evans Plains Road for heavy vehicles.
As demonstrated in the attached photos, which have all occurred between the 5 - 12 August 2024, Evans Plains Road has a high incidence of minor vehicle mishaps. If additional heavy vehicles are to use this narrow, winding gravel road it would be expected that the rate of minor accidents could increase, and may facilitate a major incident/accident.
Access from Evans Plains road onto the Mid Western highway may be problematic as this is not a perpendicular intersection.
Access to and from the site from the Mid Western highway has the potential to create traffic congestion/incidents; motorists coming around a semi-blind corner at 100+km/hr will encounter an almost motionless truck entering or leaving the highway.

My oppositions to this proposed project are many but in particular I am very concerned about the use of industrial lithium batteries. They require many minerals to be mined, including in wilderness areas, that are toxic and, in some cases, require the use of slave labour to keep costs down. The recycling of thousands of tonnes of lithium batteries is not yet viable and, due to their short economic lives, will pollute our environments in a few short years. They pose fire and toxic smoke risks to fire-fighters and nearby residents and towns that will continue to occur despite the claims by the Proponent.

Despite decades of rolling out wind and solar plants in many countries the CO2 emissions still rise every year. Wind and solar projects, including this proposed stand alone BESS project, just make no difference. This BESS will increase atmospheric CO2 and increase our NEM electricity system costs to me and other end consumers. I object to any project that costs me heaps for no benefit at all. Don't approve this useless project!
