Panorama Battery Energy Storage System

Dear Sir/Madam,

I am writing to formally object to the proposed Battery Energy Storage Facility (BESS) project in Evans plains as detailed in planning application SSD -50587460 As a resident of this community, I have significant concerns regarding the potential

negative impacts this project may have on our rural residential area.
It is noted that we were not consulted as past of the EIS nor is our residence identified as a sensitive receiver,. In relation to visual amenity and landscaping, we believe that additional landscaping is required. The EIS states that a Visual Management plan is recommended to form part of the future Construction Environment management plan. Furthermore the Landscape and Visual impact Assessment only provides example mitigation measures. It is requested that definitive management measures be defined prior to determination and are not deferred to a future management plan. It is also requested that we are consulted in relation to these matters nd have opportunity to provide further comments prior to determination.
In addition I provide the following comments:-
### 1. **Environmental Impact**
The introduction of a large-scale industrial facility in this predominantly rural area is likely to have adverse effects on the local environment. The BESS project may lead to the destruction of natural habitats, threaten local wildlife, and disrupt the ecological balance of the region. Moreover, the risk of chemical leaks or fires from the storage units could cause significant long-term damage to the surrounding land and water sources.

### 2. **Health and Safety Risks**
Battery energy storage facilities, especially those of this scale, present serious safety concerns. The risk of thermal runaway, fires, or explosions could pose a substantial danger to nearby residents. In the event of an emergency, the consequences could be catastrophic for our community. In addition .EMF negative effects are not fully realised at this stage. Also concerns in relation to ongoing operational noise and vibration during the life of the project, Also night lighting is also a potential issues.

### 3. **Impact on Property Values**
The presence of an industrial facility such as a BESS in a rural residential area is likely to have a detrimental effect on property values. The visual intrusion, potential noise pollution, and perceived risks associated with the facility could make the area less
desirable to potential homebuyers, leading to a decline in property values. This would unfairly impact long-time residents who have invested in their homes and community.
###4 Visual amenity impacts at our residence and landholding - see previous comments, also concerns in relation to colour of batteries and adequate colour bond fencing to further blend into landscape as other nearby infrastructure has.
### 5. **Lack of Adequate Infrastructure**
The infrastructure in our rural area is not designed to support a project of this magnitude. The local roads will be impacted by the additional heavy traffic during construction,.. Increased traffic could lead to higher risks of accidents and further strain the infrastructure, causing inconvenience and potential danger to residents.

### 6. **Alternative Locations**
Given the potential risks and negative impacts outlined above, I strongly urge the planning committee to consider alternative locations for this BESS project. Sites located in more industrialized areas, away from residential communities, would be more appropriate for such a development and would likely face less opposition from local residents.
Furthermore I understand the proposed facility was in relation to power support for the proposed Regis mine and that the mine has now sourced alternate power sources pot,( and at this point may not go ahead in any event)..
In conclusion, while I understand the importance of advancing renewable energy solutions, I believe that the proposed location for this BESS project is entirely inappropriate. The potential risks to the environment, public safety, and the character of our community far outweigh any perceived benefits.
We have not had time to review and digest all the information included with in the application due to some technical issues with the Planning Portal during the exhibition period and would appreciate the opportunity to more fully outline our concerns.
I respectfully request that the planning committee take these objections into account and reject the current application for the Battery Energy Storage Facility .

I am writing to formally object to the proposed construction of a battery energy storage unit at 800 Mid western Hwy NSW 2795 . While I understand the need for renewable energy solutions, I have several concerns regarding the potential impact of this project on our community.

1. Environmental and Health Concerns:
Battery energy storage systems, especially of the scale proposed, can pose significant environmental and health risks. The possibility of chemical leaks, fires, or explosions associated with lithium-ion batteries raises serious concerns for the safety and well-being of local residents. Additionally, the potential for electromagnetic interference could affect nearby homes and public spaces.

2. Noise Pollution:
The constant operation of such a facility, including the cooling systems and maintenance activities, could lead to significant noise pollution. This is particularly concerning in a residential area where the ambient noise levels are expected to be low. The impact on the quality of life for residents, particularly during night-time hours, must be carefully considered.

3. Visual Impact:
The construction of a large industrial facility in a residential neighborhood will drastically alter the visual landscape of our community. The presence of large, utilitarian structures is likely to detract from the aesthetic appeal of the area, potentially lowering property values and reducing the overall charm of our neighborhood.

4. Impact on Property Values:
As mentioned, the introduction of an industrial facility could lead to a decrease in property values in the surrounding area. Prospective homebuyers may be deterred by the proximity to a battery storage facility, which could result in long-term economic consequences for current homeowners.

5. Lack of Community Consultation:
It is my understanding that there has been limited consultation with the local community regarding this project. Given the significant implications for those living nearby, it is essential that residents are fully informed and given ample opportunity to voice their concerns. The decision-making process should be transparent, with community feedback being a key consideration.

6. Alternative Locations:
I urge the planning authority to consider alternative locations for this project, particularly in less densely populated areas where the impact on residents would be minimized. It is possible to find a more suitable site that aligns with both the project's objectives and the community's interests.

In light of these concerns, I respectfully request that the planning authority reconsider the approval of this project or, at the very least, conduct a more thorough review that includes input from local residents. Our community deserves to be fully informed and involved in decisions that will significantly affect our living environment.

This is an unjust process!
A new period of Exhibition will be needed with all the details provided.

Why are there no EIS details for Panorama BESS?
The Department makes constant mistakes - it’s a very unjust process & badly managed.

Panorama BESS would be an extremely destructive, short-term, waste of public subsidies, as it would only ever work part-time & create a massive pile of toxic waste that is ruining Australia.

I object to this dangerous Panorama BESS which will not store enough energy to supply ordinary Australians.
Wind, Solar & BESS have not been proven to ever deliver continuous supply - 30% average efficiency is hopeless & a complete waste of our money.

There are no specific details given by the Department which is completely inappropriate but typical of the error ridden Planning Portal.

NSW Planning have failed AGAIN - where’s the EIS & Notice of Exhibition, etc?

Just like every other horrible BESS - Panorama BESS will be a dreadful plan - designed to create toxic fires, deprive Australian people of power, cost us a motzer & never be cleaned up.

I am a retired Electrical Engineer.
Have worked in the Power Industry for 40 years
I consider this project to be well sized and well located adjacent to the Transgrid 132kV substation. There should be many more of them.
The technical details do not indicate whether the Power Inverters connecting the Battery Modules to the Grid are "Grid Following" or "Grid Forcing".
The last Project Element in the Project Summary (page v) refers to "Decommissioning". This item seems to be included as an aspirational activity to appease the project naysayers. Even the Project Financial Statement mentions the Decommissioning but puts no value to it. Obviously it is not possible to value an activity to occur in 20 years time and I don't think anyone will be interested in doing it 20 years time anyway.
The obvious place for this would be with Transgrid (or their successor) or the "Generator Property Management Pty Ltd" or its successor.
I would be inerested to see how this all pans out.

On 15 December 2022 NSW Rural Fire Service sent a letter to Nestor Tsambos. Obviously the contents of the letter have been ignored to this day, 20/08/2024. How come?

I Demand an Immediate Cessation of BESS infrastructure and the construction, operation and decommissioning of Immediately.

In the view are Future Generations ignored hey. How Dare You.

Right. According to NSW Rural Fire Service, the development of the Panorama Battery Energy Storage System (BESS) on the subject site, involves power generating works, which are considered to be hazardous industry under S8.3.9 of the Planning for Bushfire Protection (PBP) 2019.

I therefore ask that all BESS infrastructure and associated works Cease Right Now. Thank you.

How did the the Panorama BESS project, which has just entered the state planning approval process, get underway at all, is a question if NSW Fire Service, back in 2022, wrote a letter to DPE advising against the Panorama BESS they have said is hazardous industry.

 

Australian Panorama BESS SubCo Pty Limited, a subsidiary of Canadian Solar Australia, has released the environmental impact statement (EIS) for its 100 MW/200 MWh Panorama battery energy storage system (BESS) project in New South Wales (NSW), Australia suggesting a AUD$160 million project. OK. Who is Costing Out every BESS project now On Country, proposed, approved, not yet in a plan ? This project will Cost What in August 2024 – AUD$160 million – will it ? Will it ? I don’t think so. What will it be if approved ? What will it be If If If it has issues re Costs just like All the projects in Australia do, don’t they, gov.au.

A BESS battery has to be Manufactured. A battery can NEVER be considered to be Clean. Just because a battery is required as a band-aid to deal with the intermittency and variability of wind and solar energy does NOT make it Clean. How Are You Getting Away With It, gov.au ? How ?

 

I Demand a Moratorium into BESS:

 

- BESS made on someone else’s Lands and identified as Hazardous Industry, on our Lands under Threat from. Moratorium Title be this. Clean Claim Investigate re BESS manufactured Offshore and identified as Hazardous Industry gov.au approve upon Lands Australian, and International, but Claim are Clean.

- Environment Minister State and Federal who support Clean Energy, but How is a Question, isn’t it, Minister Sharpe, and Minister Plibersek, Complicit in Toxic Culture Renewables, yes.

- Coal en masse en masse en masse shipped offshore to enter new Coal Fired Power Stations making products for Australia, Claiming Clean Energy.

- EIS reports offered by innumerable members of gov.au ? Or who ?

- EIS reports either ignored, or supporting non-Clean Energy construction, operation and decommissioning. How ?

I have been unable to access the DA and therefore the specific details for this project, however my concern is the access to the site during construction, in particular the use of Evans Plains Road for heavy vehicles.
As demonstrated in the attached photos, which have all occurred between the 5 - 12 August 2024, Evans Plains Road has a high incidence of minor vehicle mishaps. If additional heavy vehicles are to use this narrow, winding gravel road it would be expected that the rate of minor accidents could increase, and may facilitate a major incident/accident.
Access from Evans Plains road onto the Mid Western highway may be problematic as this is not a perpendicular intersection.
Access to and from the site from the Mid Western highway has the potential to create traffic congestion/incidents; motorists coming around a semi-blind corner at 100+km/hr will encounter an almost motionless truck entering or leaving the highway.

My oppositions to this proposed project are many but in particular I am very concerned about the use of industrial lithium batteries. They require many minerals to be mined, including in wilderness areas, that are toxic and, in some cases, require the use of slave labour to keep costs down. The recycling of thousands of tonnes of lithium batteries is not yet viable and, due to their short economic lives, will pollute our environments in a few short years. They pose fire and toxic smoke risks to fire-fighters and nearby residents and towns that will continue to occur despite the claims by the Proponent.

Despite decades of rolling out wind and solar plants in many countries the CO2 emissions still rise every year. Wind and solar projects, including this proposed stand alone BESS project, just make no difference. This BESS will increase atmospheric CO2 and increase our NEM electricity system costs to me and other end consumers. I object to any project that costs me heaps for no benefit at all. Don't approve this useless project!
