I strongly suggest that you as part of this plan that you install purpose built centre

railings for the steep stairs you have in this plan. As you can find in McDonald Jones stadium in Newcastle and the Robina stadium in QLD. These purpose built centre railings on the stairs are not installed at Parramatta stadium and it makes it awarkard and dangerous for parents with children, seniors and supporters carry food or drinks to their seats.

I do support the Western Stand changes
Eastern Stand:
Removal of amenities is ridiculous - No shops; No toilets; No lifts; no corporate areas
The pitch of the stand is significantly too steep. It is preventing equitable access.
The new stand will prevent me to access, thus can't attend any events.
If budget is a problem - don't touch the Eastern side stand - leave all as is!
Why changes have not been made to the Southern toilet/ shops area. Surely PED modelling shows the significant restrictions at counter areas with general foot traffic, the general viewing areas and toilet entries in same location

Letter of objection submitted on behalf of SHMH4 Pty Ltd, owners of 164 Station Street, Penrith being a landholding of 78,000sqm approved for a major residential development directly opposite the Penrith Stadium. The proposal will have major environmental impacts on our client's development. These impacts are comprehensively addressed in our letter of objection. At no stage has the applicant or its consultants ever consulted our client during the community consultation process. It is also submitted that there is direct conflict of interest by Ethos Urban, being the authors of the EIS and also the principal planners for SHMH4 Pty Ltd at 164 Station Street, Penrith. A copy of this submission will also be forwarded to the NSW Minister for Planning and Public Spaces.

I appreciate the opportunity to express my concerns at the proposed new Penrith Stadium in its current format. The proposal as suggested is a failure to take advantage of a once in a generation opportunity. The proposal as such is just an updated copy of the old stadium. The Penrith community deserves better. They deserve a quality stadium along the lines of Parramatta Stadium, all be it with a smaller capacity of say 28,000.
Local State MP Karen McKeown and NSW Premier Chriss Minns are failing the Penrith District, community and the people of Western Sydney dismally. I understand there is a need for prioritizing issues such as housing and health. There is always a need for such priorities. I worked in the health system for over 40 years. My daughters and grandchildren live in the Penrith area. Governments need to be able to walk, chew gum and juggle. The Minns Labour Government appears to be only able to walk and chew gum. I would suggest Premier Minns and local MP McKeown attend some games on the hill and get an appreciation of what sitting on a hill entails.
The Penrith Stadium should be all seating in stands similar to Parramatta Stadium. While the notion of ‘hills’ enabling children to run around is romantic, this fails dramatically as the crowds increase. Children can generally run around in crowds of up to 10,000 after this the space rapidly diminishes. Crowds of 15,000 to 20,000 leave no space at all. It is then very cramped and uncomfortable. You cannot move. It is extremely difficult to get up and out to go to the toilet or for food. You are required to step over or on people to get in and out. Worse is that people step on you to get in and out. To get seating on the ‘hill’ you need to get to the ground 2 to 3 hours early. I have been to many NRL games over the years (I am approaching 70 years) and have taken our daughters over the decades to many grounds around Sydney and have a good appreciation of what is desired. I have been on the hill at Penrith with my grandson in a crowd of 21,000. It was horrible. As noted, we were cramped, unable to move, and it was extremely difficult to get in and out. He was not able to run around!
Unlike the Penrith Stadium proposal, the Parramatta Stadium is not an updated copy of the old Oval. I can guarantee that the current crowds at Parramatta games far prefer the new stadium and would not want to return to an updated layout of Cumberland Oval. They have easy access and egress before, during and after the game. The seating is comfortable and there is a good view of the game from all sections of the ground. You do not need to get to the ground hours beforehand in an attempt to get seating.
I urge you to reconsider this floored proposal that is wasting a once in a generation opportunity and potentially wasting $390M on an inadequate project. Please develop a more suitable venue.

While the development is of great value, to spend so much money on a small, constricted site, that has little prospect of further development is absurd. Move the site to the "Carpenter" site which I believe is in Penrith Council's portfolio. This site is closer to Penrith Station and is much larger and would allow the building of North and South stands to increase the capacity for future demand and Concert events. It would mean construction can continue while the Panthers play at home. I would also recommend that the design contains tiered parking under the dead area in East Stand, as is done in the Melbourne Dockland Arena.
After construction the existing Penrith Stadium could be used for much needed social housing.

While I think the project will benefit the area, I am very concerned about the impact it will have on my property and the tennants while the construction is taking place. As a property owner I depend on my tennant to pay my mortgage and due to the scale of construction, I am concerned this could impact on the tennants rights to quiet enjoyment both due to traffic increase and constructions noise. Are there any plans in place to assist?

The latest revision of the Transport Impact Assessment prepared by JMT consulting highlights how the Penrith Stadium Refurbishment project will benefit from the Mulgoa Road Corridor upgrade, in particular, planned Stages 5a and 5b. Since Federal funding has now been withdrawn for all further stages of the Mulgoa Road Upgrade ( that is beyond current Stage 2),I am of the opinion that the completion of the Mulgoa Road project is doubtful or at best significantly (10+ years) delayed.

The latest revision (rev A) of the Transport Impact Assessment report is dated 10/5/2024, well after Federal funding was withdrawn in November 2023. I therefore question the integrity and accuracy of the report, assuming of course, the Stadium upgrade will be completed relatively soon.
