railings for the steep stairs you have in this plan. As you can find in McDonald Jones stadium in Newcastle and the Robina stadium in QLD. These purpose built centre railings on the stairs are not installed at Parramatta stadium and it makes it awarkard and dangerous for parents with children, seniors and supporters carry food or drinks to their seats.

Eastern Stand:
Removal of amenities is ridiculous - No shops; No toilets; No lifts; no corporate areas
The pitch of the stand is significantly too steep. It is preventing equitable access.
The new stand will prevent me to access, thus can't attend any events.
If budget is a problem - don't touch the Eastern side stand - leave all as is!
Why changes have not been made to the Southern toilet/ shops area. Surely PED modelling shows the significant restrictions at counter areas with general foot traffic, the general viewing areas and toilet entries in same location

Local State MP Karen McKeown and NSW Premier Chriss Minns are failing the Penrith District, community and the people of Western Sydney dismally. I understand there is a need for prioritizing issues such as housing and health. There is always a need for such priorities. I worked in the health system for over 40 years. My daughters and grandchildren live in the Penrith area. Governments need to be able to walk, chew gum and juggle. The Minns Labour Government appears to be only able to walk and chew gum. I would suggest Premier Minns and local MP McKeown attend some games on the hill and get an appreciation of what sitting on a hill entails.
The Penrith Stadium should be all seating in stands similar to Parramatta Stadium. While the notion of ‘hills’ enabling children to run around is romantic, this fails dramatically as the crowds increase. Children can generally run around in crowds of up to 10,000 after this the space rapidly diminishes. Crowds of 15,000 to 20,000 leave no space at all. It is then very cramped and uncomfortable. You cannot move. It is extremely difficult to get up and out to go to the toilet or for food. You are required to step over or on people to get in and out. Worse is that people step on you to get in and out. To get seating on the ‘hill’ you need to get to the ground 2 to 3 hours early. I have been to many NRL games over the years (I am approaching 70 years) and have taken our daughters over the decades to many grounds around Sydney and have a good appreciation of what is desired. I have been on the hill at Penrith with my grandson in a crowd of 21,000. It was horrible. As noted, we were cramped, unable to move, and it was extremely difficult to get in and out. He was not able to run around!
Unlike the Penrith Stadium proposal, the Parramatta Stadium is not an updated copy of the old Oval. I can guarantee that the current crowds at Parramatta games far prefer the new stadium and would not want to return to an updated layout of Cumberland Oval. They have easy access and egress before, during and after the game. The seating is comfortable and there is a good view of the game from all sections of the ground. You do not need to get to the ground hours beforehand in an attempt to get seating.
I urge you to reconsider this floored proposal that is wasting a once in a generation opportunity and potentially wasting $390M on an inadequate project. Please develop a more suitable venue.

The latest revision (rev A) of the Transport Impact Assessment report is dated 10/5/2024, well after Federal funding was withdrawn in November 2023. I therefore question the integrity and accuracy of the report, assuming of course, the Stadium upgrade will be completed relatively soon.
