I am writing to formally object to the proposed Mars Road Data Centre in Lane Cove
West. I am deeply concerned about the long-term impacts on our community’s health, amenity, and environment.
My objection is based on the following critical flaws in the submission and included
Environmental Impact Statement (EIS):

Unaddressed Cumulative Impact
The submission and EIS fails to assess the cumulative impact of multiple data
centres within the Lane Cove West industrial area. There is already in operation the
Apollo Place Data Centre by Airtrunk at 1 Sirius Road, Lane Cove West And 1 Apollo
Place, Lane Cove West plus other proposed or recently endorsed data centers in the
Lane Cove West Industrial Area. See for reference copied in below
from the Lane Cove Council Submission to the Department of Planning and
Environment regarding the Project Mars Data Centre (SSD-82052708).
Adding another large-scale facility without a comprehensive study of the combined
noise, heat, pollution and traffic load is irresponsible and provides an incomplete
picture of the actual impact on water resources, energy capacity required, air quality
impact, noise and vibration impacts etc.

“This is of significant concern given the site transitions to the R2 Low Density
Residential and C2 Environmental Conservation zones and the sites proximity to
multiple public facilities. The 4 sites shown in Figure 1 have a combined site area of
143,000 sqm and given the established targeting of Lane Cove West, further Data
Centres are likely to be proposed within the area. An analysis on resource use
should be provided which considers the demands on water and electricity.
Consideration must be provided on the accumulative impacts including the following
developments:
• The recently constructed Apollo Place Data Centre by Airtrunk - SSD-67407231 - 1
Sirius Road, Lane Cove West And 1 Apollo Place, Lane Cove West.
• The proposal to extend this precinct by Airtrunk known as the Mars Road Data
Centre - SSD-108835458 - 3-4 Apollo Place And 87-91 Mars Road, Lane Cove
West.
• The Lane Cove Data Centre Alliance which has been recently endorsed by the
NSW Governments Investment Development Authority – 16 - 20 Mars Road, Lane
Cove West.
• Figure 1 below illustrates that approximately 40% of the Industrial Zone is proposed
to be occupied by Data Centres – consideration should also be given to the
scenarios where 50%, 75% and 100% of the Industrial Zone are occupied”

Hi my name is Maya; I am 9 years old. I go to Lane cove west public school and my family and I play lots sport at Blackman Park. I am deeply concerned about the data centre being proposed as I imagine it will affect the community, the school that I go to and Blackman Park in many ways. Because of this the data centre should not be built here.

Noise: As I mentioned earlier I go to Lane cove west public school which is very close to the site that you will be building the data centre. I fear that the construction will be very loud and distracting for the students. Aside from my school it will also be very noisy for the community.

Sport: Blackman park is also very close to the site of the data centre. It is used for lots of sport and training. I am afraid that it is going to affect the sport there too.

The community: I know that it is going to take a long time to build the data centre and once it is built it is going to take up a lot of electricity and water. Because of this there are going to be potential power outages and that is not going to be good for us. It will also create lots of pollution which is bad for everybody’s health.

Tree cutting: I know that during the building of the data centre there are going to be trees in the way that you need to cut down. The removal of those trees is going to affect the birds and the and all the other animals that live in them.

Questions: Is the building of the data centre going to affect our backyard? Will the data centre effect our water supply?
I think it is the important for you to know that I have written this letter by myself and not using AI.

This proposal should be put on hold, at least until the findings of the NSW data centre planing inquiry are released. The findings will have a significant impact on whether this project can or should go ahead. The assessment should take into the account the potential impacts on community, environment, especially water resources, and carbon emissions leading to disastrous levels of increasing global heating.

I am an elected Councillor of Lane Cove Council.
I make this submission in my own right.
I object to this proposed development.
Lane Cove LGA has already witnessed a steady erosion of employment generating activity in its E2 Commercial Centre zones through the approval and construction of Seniors’ Living and Build to Rent developments.
The current proposal threatens to do the same in Lane Cove Council’s IN2 Light Industrial zone.
The proposed workforce at the data centre, post construction, is estimated to be 26 persons which is significantly less than the workforce of 200 engaged at the site under its current configuration.
This is at odds with the objectives of an IN2 zone.
1 Objectives of zone
• To provide a wide range of light industrial, warehouse and related land uses.
• To encourage employment opportunities and to support the viability of centres.
• To minimise any adverse effect of industry on other land uses.
• To enable other land uses that provide facilities or services to meet the day to day needs of
workers in the area.
• To support and protect industrial land for industrial uses.
The reduction of employment numbers at the subject site (with likely many hundreds more to go if all planned data centres proceed) may trigger a reduction in bus services, food outlets etc to the point that the precinct may no longer hold appeal as a hub of industrial activity - a diminished and, potentially, unviable IN2 zone.

I object to the possible data centre at Mars Rd. I am 10yrs old and have lived in Lane Cove my whole life and I play soccer at Blackman Park each week as well as riding my bike and play with my friends in the bush there. I also attend Lane Cove West Public School which is nearby. I think that the project is a bad idea as it is so close to homes (including mine), Blackman Park and the school. I am worried about the constant humm that it makes that it will spoil the quiet of the neighbourhood. If it loses power, they will turn on lots of diesel generators which make the air dirty and create even more noise. Can't they just build these data centres further away from parks, schools and homes rather than right next to them?

I object this project.
I live near where the data centre may be built.
I am an active kid and I love being outside. I play soccer and basketball, and I go to the local skatepark with my friends nearly every day. It is a very busy area with lots of kids and I have made a lot of friends there. I like running around, riding, playing games and just having fun. That is what kids are meant to do.
I don’t want a huge data centre so close to where we live and play.
I am worried it will be noisy all the time, even at night. If I can’t sleep properly, I will be tired at school and tired when I play sport.
I am also worried about the builders, trucks, dust and noise for years. That sounds awful. The park and skatepark are places where kids should feel happy, not stressed.
I am scared about the generators too. If the power goes out, they will turn on. I don’t want to breathe dirty air when I am running and playing sport.
I am very worried that they close the skatepark and I will no longer be able to go there. I just got a new scooter from my parents and I am so dedicated trying to learn new tricks.
This place is not just an industrial area. It is where kids play. It is where my friends and I spend time. It is part of our life.
Please don’t build this so close to us.
Please choose somewhere else.
I just want to be able to play outside, breathe clean air and sleep at night.

I am writing to formally object to the proposal to construct a large-scale data centre at 12 Mars Road, Lane Cove West on the basis of detrimental effects to our wellbeing and health due to the proximity to our home because of inadequate impact assessment in the EIS. My main concerns relate to, and are contained in the attached letter to this comment:
1. Visual impacts
2. Noise impacts
3. Cumulative impacts and other concerns
I urge the Planning Authority to reject this application based on the extremely close proximity of our home and other sensitive receivers to the proposed facility outlined above and the multiple errors and omissions in the Environmental Impact Statement. I feel despondent knowing this is potentially in the future of our family, heavily disrupting our enjoyment living an indoor / outdoor lifestyle surrounded by nature and recreational areas.

I consider the location of the proposed development to be inappropriate for the following four reasons:
1. Data centres use an enormous amount of electricity. Although this proposed development is relatively small (81MW), the required power for all proposed and operational data centres in Lane Cove West alone is currently 434MW. This doesn't include the power required for the proposed development at 16-20 Mars Rd. I note that Vales Point power station has capacity of 1320MW. Thus the power required by these data centres is not insignificant. Unless data centres are co-located with renewable energy sources, e.g. in renewable energy zones, the less likely coal-fired power stations can be phased out, and the more likely that NSW will not meet its greenhouse gas emissions targets.
2. In renewable energy zones, there is a lot more footprint available for air chillers, which will lower water consumption.
3. The background 24 hour average particulate matter concentrations (for both PM10 and PM2.5) in Lane Cove West are already a significant percentage of the 24 hour average PM10 and PM2.5 health criteria. Particulate emissions from the diesel generators will only add to this.
4. Data centre operators commonly cite the issue of data latency as a reason to locate data centres in metropolitan areas. There is no critical assessment of what level of data latency is acceptable, and no robust justification as to why data centres can not be located in renewable energy zones. Data latency is relevant to cloud data, but not for AI. Further there is only a small percentage of cloud data where data latency could be an issue.

Specific to this proposal, I note that the Air Quality Impact Assessment considered particulate impacts during emergency operations (when electricity is down and all 49 diesel generators are operating). The impact assessment used a "conservative" assumption that emergency operations would last for 1 hour, to determine the incremental particulate impacts in a worst case scenario. I believe this analysis is flawed for the following reasons:
a. The 1 hour assumption of electricity being down is not justified. In my experience, electricity is often down for several hours. In South Australia in October 2016, electricity was down in the entire state for 2 days. Where is the justification that 1 hour is a reasonable and realistic assumption for a worst case scenario?
b. The particulate matter modelling during emergency operations only considered the impacts from the proposed development. It did not consider the impacts from the other data centres that would presumably also be operating in emergency conditions. This would make the ambient particulate matter concentrations much higher than what has been reported.

I live near Project Alpha in lane Cove West. It is very noisy, endless construction and I don’t even know what is coming… once it is completed. We may not even need data centre anymore. Lane cove does not need more data centres.
