Penalty Notice issued to Richard Crookes Constructions Pty Ltd (SSD-23330227) Blacktown LGA
On 1 November 2023, NSW Planning issued a $15,000 Penalty Notice to Richard Crookes Constructions Pty Ltd (RCC) for removing eight trees which were identified for retention at the John Palmer Public School development. In addition to the Penalty Notice, RCC are required to provide and maintain advanced replacement trees.

(which could be several months or years) will cause severe inconvenience
to residents
9. If this development goes ahead it will adversely affect the well being and lifestyle
of all the residents near the school premises
10. If this DA is to go ahead we need compensation for noise pollution created to the affected dwellings
11. The current school premises is not large enough to support the foot print of
such a big development
If the project is to go ahead a suitable compensation is to be provided by the government to
dwellings opposite to the school.
Based on above reasons the application for the school upgrade DA should not proceed
in the interest of wider community.

We have received a notification letter for extension and modifications to John Palmer Public School. We understand we have been given the time up to 15th Nov to provide a submission, We do however request additional 21 days to perform a detailed assessment and to talk to our neighbours & community members on the wider impact this will have.
We are currently facing numerous challenges related to traffic and the noise due to the school, which we have communicated to the school, police, as well as the council numerous times, unfortunately, no assistance has been received from either to reduce these issues or take any preventive actions. The proposed development will add to the problems further, in addition to introducing new issues. Please see the below the challenges due to which this development is a massive inconvenience for us:
1. The Ponds Boulevard is already a very busy road and DA will have an adverse impact due to the increased traffic
2. Currently the parents dropping their children off at the school, are extremely rash in their driving - they park blocking our and neighbouring driveways to drop-off and pickup kids, they drive in our driveway to take a U turn which btw is a traffic infringement. The proposed development will make it much worse and quite unsafe for us to be outside during the school hours. ( I would be happy to provide additional photographs and video showing the issues with current traffic. )
3. My wife and I work from home and the current noise levels are barely manageable, with the increased size of the school the noise levels during and around the school hours will make it impossible for us to be able to work from home. This is going to impact our work life greatly.
4. Additional school buildings will also cause burden on the utilities and the network connectivity in this area. This will have a direct impact on our ability to work.
5. Increased Noise due to school outdoor activities
6. Noise due to the Construction vehicles and the equipment in use make it hard for us to be able to work. If the construction work is extended beyond the normal working hours (nights & weekends), that will have an adverse impact on our quality of life.
7. During the construction, rat and other pest infestations may occur which may make our staying in the current property unfeasible.
8. If there are any asbestos in the current building and the construction is not handled appropriately, this may have life threatening impact on our family.
9. Loss of open space, addition of multi storey building adversely impact the aesthetics of the street and may reduce the property value greatly.
10. Also to note the impact of a bigger school on students.
We also require additional time to review these documents to be able to understand the impact better. If these documents are available, please provide us some information on when we can have access to these documents.

Due to the above issues, we do not agree with the development going ahead unless the above issues are addressed and a resolution agreed with us.

- Traffic - I believe Traffic will increase in The Ponds Boulevard especially during the peak morning hours.
- Air Pollution - Increased air pollution in atmosphere due to rise in vehicle numbers
- Impacts to valuation of properties around the school premises
If the project is a go ahead - A suitable compensation should be considered for the above points to the residents living across the road to School.
