Obviously better use can be made for the site than what is currently there. The aging public housing stock should be replaced with modern homes for more people, with a mix of income levels. Yes, it is important that key workers and those unable to buy a home can access affordable, rental housing in Lavender Bay, much more than will be provided by these developers.
However, at 32 storeys and 163 dwellings (of which only 3% are reserved for affordable housing), the proposal is over sized. The height will cast deep shadows onto the vicinity.
The current proposal will add pressure to the local roads, increasing traffic in an already busy locale. The off-ramp from the Sydney Harbour Bridge is already a crunch point especially now that there are many more bicycle-users taking liberties with traffic direction at the roundabout. The inclusion 173 car spaces and only 4 are for visitors, means the overflow of cars will be competing for the very limited on street parking spaces.
Traffic associated with the new development will be entering AND exiting the underground parking from Lavender street where there is a bus stop, already a busy street especially during peak hour. Currently exiting from Cliff Street is often difficult due to the bus stop on the opposite side of Lavender St and illegal car parking/standing at the corner of Lavender and Cliff street reducing visability of approaching traffic.
Overshadowing on Clark Park in the morning is another concern. It will be at its peak on the winter solstice, but also leading up to it and following the solstice.

It is claimed that we need many more dwellings in Australia, yet there are undoubtedly many unoccupied apartments in this suburb. There ought to be a concerted effort in ensuring what is already built is occupied instead of continually building more apartments just for them to lie vacant.
Over all I would be more favourably inclined to approve a development in this location of no more than 20 storeys.

I strongly object to this development in ist current form and provide a ful submission via the attachment. We agree there needs to be development to provide housing but this is a foolhardy, greedy, ugly development that will do far more harm than good

The towers are far too big for the heritage area of Lavender Bay. They also have wildly insufficient affordable housing considering the size of the development.

As a resident of the above address for 17 years, I am well aware of the local community and the amenity that we enjoy here in Milsons Point.
I am a recently retired consulting Structural /Civil engineer who has had much experience in high rise building design and construction. Whilst I agree that more residences are required in North Sydney I do not belive this is an appropriate site for the following reasons:

1. Bulk and Height
The height of the towers greatly exceed, not only the North Sydney Council zoning in that area of (12 metres) but also 12 to 16 storeys higher than the buildings opposite in Lavender Street. I understand that State Significant development may exceed existing height limits but the proposed heights in this case are not acceptable.
2. Loss of On-Street Parking
We have already have an on-street parking crisis in the area (exacerbated greatly by the new Cycleway) and more spaces will be lost both during construction (Work Zones) and permanently after construction. This development will add to this crisis.
3. Overshadowing
The EIS states that ( page 76) that the wrt 115 Alfred Street North elevation that a minimum of 2 hours solar access will be maintained on 21 June. I would suggest that these Units would currently have 8-10 hours of solar access and thus are seriously being deprived of solar access.
4. Noise and Dust during Excavation
Local residents will be exposed to noise, vibration and dust from the excavation of 5 Basements in sandstone for many months .
This is unacceptable due to the size of the excavation required for this oversized development.
5. Traffic
I note that in subsection 8.7.2 that the Traffic Impact Assessment considers that the impacts from the development are acceptable however does not refer to the already heavy traffic and hold-ups when the Markets are operating on Saturdays outside Milsons Point Station.
Also, traffic leaving and entering the subject site from Lavender Street will add further congestion at the pedestrian crossing and street exit at Cliff Street which is already a traffic hazard.
SUMMARY
For the above reasons I request that this project is not approved.

I write to voice strong opposition to the extent of development at 64 to 66 Lavender St. and 3 to 7 Middlemiss St., Lavender Bay.

The proposed developments are a major and significant work which will dramatically increase the traffic in the North Sydney area as well as Lavender St..

Lavender Street is already a busy road being one of the offramps from the Warringa Freeway. It is already hazardous as it is for those of us occupying the existing buildings on the opposite side of the road from the proposed development to access Lavender Street. It is noted that the proposal includes 174 car parking spaces and 10 motorbike parking spaces - that alone would be sufficient for me to voice major opposition to this project.

North Sydney as a precinct is already a choke point for traffic from the entire North Shore to access the city via the Harbour Bridge and tunnel. The addition of so many additional residents and vehicles to the area will entirely negate the extensive works, which have been carried out on the Warringa freeway and make that work already obsolete.

So many additional residents crowding into this confined area will almost certainly increase crime in the area as well as convert the space towards an overdeveloped slum type situation.

It is clear that the height of the buildings proposed is purely so that the upper levels have views over the harbor, by clearing the buildings on the opposite side of the Lavender Street from the development. That alone is not a sufficient reason for such an extensive and major overdevelopment. There is absolutely no reason why North Sydney should bear the brunt of the federal government’s ridiculous immigration policy, which has brought far too many people into the country and paid no attention to where they would be housed. Housing this huge number of people should not take place in the centre of a major city like Sydney and potentially ruin the world famous Harbour by introducing an eyesore to the skyline.

We bought in milsons point 3years ago because we love the village vibe of the area its heritage buildings and less hectic pace . I know housing is important and progress is needed but this building proposal is going to tower over the whole area and bring a lot more traffic through our streets .

Concerns with parking entering and exiting from Lavender St as it may create significant clog.
If possible having the entrance from Lavender St and exit from Middlemiss St would seem more suitable and reduce traffic on Lavender St

Lavender Bay is one of Sydney’s most unique and treasured harbourside suburbs, valued for its heritage character, human scale, tree-lined streets, and iconic landscape. Its charm comes from the careful balance between the natural environment and the historic built form that has been preserved over generations. This proposal risks undermining those qualities.

The scale and intensity of the proposed development are inconsistent with the established character of Lavender Bay and would introduce an overbearing built form that dominates the surrounding neighbourhood. Once this character is lost, it cannot be recovered. Approval of such a development would set a precedent for further intensification, gradually eroding the identity and beauty that make Lavender Bay special.

Growth and renewal are important, but they must respect the heritage, streetscape, and environmental values of the area. Development should enhance the community, not overwhelm it. The Environmental Impact Statement does not, in my view, adequately demonstrate that the proposal preserves the unique qualities of Lavender Bay or that the public benefits outweigh the long-term impacts on the suburb’s character.

I urge the consent authority to protect the beauty, heritage, and amenity of Lavender Bay by refusing this proposal in its current form.

A development consistent with the surrounding area would be fine. The proposal height is well in excess of the neighbouring terrace houses and reminds me of the plans for the Rocks in Circular Quay in the early 1970's. 3-4 storeys would fit well into this area (north side of Lavender St) but this is ridiculous. It's dominance over bordering properties is grossly inappropriate. The taller buildings on the southern side of Lavender St were commercial buildings approved decades ago and then redeveloped into apartments, hence the height. Let's not repeat the errors of the past; development withing the current guidelines would be appropriate
