I am an owner in a neighbouring property directly impacted by the proposed development at 300 Burns Bay Road. I strongly object to this application in its current form.
The proposed height (7–15 storeys) and overall bulk significantly exceed existing planning controls and are inappropriate for this location. This is an overdevelopment that is out of scale with the area and will materially reduce the amenity of surrounding properties.
I understand the need for additional housing in Sydney. However, this proposal represents a reckless approach to development—one that prioritises density at any cost, while eroding both the value of existing properties and the liveability of the surrounding community.
Beyond overshadowing, I raise the following concerns:
• Privacy: Increased overlooking into neighbouring apartments
• Outlook: Loss of open outlook and visual dominance of the built form
• Traffic & Safety: Added congestion and pressure on already constrained access points
• Parking: Insufficient visitor parking leading to overflow into surrounding areas
• Construction Impact: Prolonged noise, vibration, heavy vehicles, and disruption
• Slope Stability: Risk from excavation on sloping land, particularly given surrounding buildings are over 50 years old and undergoing major repairs
• Drainage: Altered stormwater flow and increased runoff, with potential localised impacts
• Wind Effects: Changes to wind patterns affecting comfort and usability of surrounding spaces
• Noise Environment: Potential for increased and reflected noise from large built forms
I also question the accuracy and completeness of the submitted materials and request careful review.
This proposal, in its current form, is excessive and unacceptable. I urge the Department to require a substantial reduction in height and scale, or to reject the application.
This proposal will directly affect how I experience and use my home on a daily basis, reducing comfort, privacy and overall liveability.

I, Gabriela Gray owner of Unit29 at 300A Burns Bay Rd, OBJECT to this Development for the following reasons:

1. PROPOSED HEIGHT OF 54.5 MTS. MORE THAN DOUBLE THE ALLOWABLE HEIGHT OF BUILDINGS IN THE AREA.
THE PRESENT LIMIT IS 21 MTS.

2. FLOOR SPACE RATIO NEARLY DOUBLE FROM 2:1 TO 3.22:1.

3. ASSOCIATED IMPACTS FROM FROM THE PROPOSED HEIGHT ( SEVERE OVERSHADOWING, PRIVACY, VIEW IMPACT.

4. EXACERBATION OF EXISTING TRAFFIC ISSUES AND PARKING.

5. CONSTRUCTION RELATED IMPACTS (CONTAMINATION, DUST, TRAFIIC, NOISE, POLLUTION, PARKING AND WASTE)

6. INFRASTRUCTURE AND THE ABILITY OF LOCAL SHOPS, TRANSPORT, OPEN SPACES, SCHOOLS, AND ROADS TO
ACCOMMODATE ADDITIONAL DEMANDS, IMPACT ON PROPERTY VALUE.


FOR ALL THESE REASONS I OPPOSE THIS PROJECT TO GO AHEAD.

My concerns relate particularly to the significant impact this development is likely to have on the neighbouring residential complex at 288 Burns Bay Road (Emerant Lane), where my immediate family members reside.
Firstly, the proposed scale of the development—particularly the construction of buildings up to 15 storeys—will have a substantial impact on residential amenity. The apartment occupied by my family is located on the second floor and faces south toward the proposed site. If constructed as proposed, the development will dramatically alter their outlook, replacing their current open aspect with a direct line of sight into the new building. This raises serious concerns regarding loss of privacy, visual intrusion, and a reduction in natural light and overall living quality.
Secondly, the environmental sensitivity of the site should be carefully considered. The area is situated within a valley setting with proximity to water, contributing to its unique natural character. The introduction of a high-density development of this scale risks adversely affecting the local ecosystem, increasing pressure on the surrounding environment, and diminishing the natural amenity that currently exists.
Additionally, the proposal is likely to exacerbate existing traffic and parking challenges in the area. Burns Bay Road already experiences congestion, and the influx of residents associated with three large residential flat buildings will inevitably increase vehicle movements. This raises concerns about road safety, accessibility, and the adequacy of current infrastructure to support such growth.
In summary, I urge the consent authority to carefully reconsider the scale and impact of this development, with particular attention to:
• Loss of privacy and amenity for neighbouring residents
• Visual and overshadowing impacts
• Environmental sensitivity of the valley and water-adjacent location
• Increased traffic congestion and insufficient parking provisions
I respectfully request that these concerns be taken into account during the assessment process and that public consultation be continued and modifications be made to reduce the overall impact on the surrounding community.

I write to express my concerns regarding the proposed development comprising three residential flat buildings at 300 Burns Bay Road, Lane Cove West. My concerns are as follows:

1. Overdevelopment and Environmental Impact
The proposal appears to result in excessive site coverage, with a significant proportion of the site being occupied by hard surfaces. This represents an overdevelopment of the land and raises concerns regarding loss of green space, increased urban heat, reduced permeability, and adverse environmental outcomes inconsistent with contemporary planning principles.

2.Traffic and Access Impacts
The application does not demonstrate a satisfactory traffic and transport management response. Burns Bay Road is already subject to high traffic volumes and congestion. The absence of a clear and credible strategy to mitigate additional traffic generated by the development is a significant concern and does not adequately address road capacity or safety.

3.Excessive Building Height and Bulk
The scale and height of the proposed buildings are excessive and not in keeping with the existing or desired future character of the locality. The development will result in material adverse impacts on adjoining properties, including loss of views, overshadowing, and reduced privacy.

4.Inadequate Parking Provision and Overspill Impacts
Existing on-street parking in the area is already constrained. The proposal does not sufficiently demonstrate how additional parking demand will be accommodated beyond the on-site provision. This is likely to result in parking overspill into surrounding streets, further impacting local residents.

In its current form, the proposal does not, in my view, achieve an appropriate balance between development yield and the protection of local amenity, infrastructure capacity, and environmental considerations.

I request that these concerns are carefully considered and addressed, and that the development be reviewed to ensure it aligns with the character, capacity, and long term liveability of the Lane Cove community.

I am a local resident and wish to object to this proposal based on the following concerns:

1. Traffic congestion.
The intersection of Burns Bay Road and Penrose Street is already heavily congested during peak hours, with daily traffic queues. An additional 215 apartments will likely introduce around 200 more vehicles, further worsening congestion and increasing travel times for residents.

2. Strain on public infrastructure.
The scale of this development will place additional pressure on already stretched local infrastructure, including roads, public transport, and community services. There is no clear plan to upgrade infrastructure to support this increase in population.

3. Impact on local schools.
Lane Cove West Public School is already operating at or near capacity. Additional population growth from this development will further strain local schools, affecting access to education and overall community amenity.

This proposal represents overdevelopment without the necessary infrastructure to support it. I urge that the application be refused or significantly revised to address these concerns.

Please find my submission below:

I understand the need for more housing and I am not against development in principle. However, I strongly object to this proposal because it is simply too much for this site and will have a very real impact on the people who already live here.
I am not making this objection lightly. I live in this area and experience its pressures every day. Burns Bay Road is already heavily congested, local shops are already crowded, and day-to-day life already feels busy and stretched. This proposal would make all of that worse.
I am a surgical doctor in training, and one of the key reasons I chose to buy in this location was because it is central to a number of hospitals where I work. That was a major factor in choosing this home. Reliable travel matters enormously in my line of work. I am on call for a large part of the year and there are times when I may need to get to hospital urgently. Burns Bay Road is already difficult enough. Adding a large development of this scale will only increase traffic, congestion and delays. For me, that is not a minor inconvenience. It is a serious concern.
I am also worried about what this will do to the local area more broadly. I was doing grocery shopping at the local Woolworths yesterday and it was already so packed and busy. Even simple everyday tasks like shopping and parking are becoming harder. I can only imagine how much more crowded and frustrating this will become if a major development adds a large number of extra residents into an area that already feels at capacity.
This proposal would also affect my home directly. We bought our apartment for the view and the openness it offered. That was one of the things we loved most about it and one of the reasons we chose to buy there. This development threatens to take that away. Losing that view would be a major loss and would significantly affect our enjoyment of our home.
I am also very concerned by the height, bulk and overall scale of what is being proposed. Three large residential flat buildings on this site will dramatically change the feel of the area. It will create a more crowded, enclosed and overdeveloped environment, with loss of outlook, increased visual dominance and reduced privacy for surrounding residents.
On top of that, the construction phase will likely be long and highly disruptive, with demolition, excavation, heavy trucks, dust, noise and vibration affecting nearby residents for an extended period.
In my view, this proposal does not represent sensible or balanced development. It asks existing residents to bear too much of the burden, while offering too little regard for the current character, amenity and capacity of the area.
For these reasons, I respectfully ask that this application be refused in its current form. If it is to proceed at all, it should be substantially scaled back so that it is more reasonable, more respectful of the surrounding neighbourhood, and less harmful to the people who already live here.
