I have opposed the twice rejected Coalpac proposal and I do oppose its reinvention as the Manildra Group proposal. Below please find my speech at one of the previous Coalpac proposal PAC Hearings.
Nothing has changed except the name, the size of the proposal (to get their foot back in) and the 'Greenwashing' of this 'criminal' proposal.
How can anyone justify an open cut coalmine in this precious landscape in

I am a tourism operator and environmentalist in Lithgow and I want to express my objection to Coalpac's plans in regards to Tourism and Jobs:
Lithgow Council's Economic Strategy 2010-2014 has identified tourism as an alternative to coal and power generation for the town's sustainable economic development. The Strategy identifies key issues and opportunities as
follows:
* The "strong dependence on carbon industries" is listed under
`Threats' recognizing that Lithgow needs to diversify in terms of long term industry and employment.
* The coal and coal fired energy industry is not considered a
`Strength' recognizing global warming and the necessity to gradually move away from dependence on coal mining and coal powered energy generation.
* "Green energies" are listed under `Opportunities' recognizing
that this is the future, not only for Lithgow but for our planet as a whole.
The Coalpac proposal is a step in the wrong direction.
As a member of Council's Tourism Advisory Committee I have taken part in many discussions of how we could improve the gateways leading into Lithgow.
The Coalpac development will welcome travelers from the north east with another scar in a destroyed landscape. No hastily planted `green screening' will hide that.
The pagoda landscape of the Ben Bullen State Forest is precious. It is a draw card for tourists who come from afar to see this natural wonderland. A significant part of this asset will be sacrificed for the short term creation of mining jobs.
Jobs created by this project might last 20 years. Locally the miners will take away mountains, create gaping holes in the landscape, destroy the biodiversity of local plants and animals, alter the water table and subject the population to noise and dust. Globally the burning of the coal will create millions of tons of carbon dioxide contributing to global warming.
These are bad and destructive jobs and in 2014 we should do better.
I believe in science and science tells us that we have to change the ways how we use this planet. The longer we postpone this change the harder it will be.
When we know we are doing the wrong thing we can't justify doing it with short term jobs. The alternative exists with the proposal for the Garden of Stone conservation area which would create long term and sustainable jobs in tourism while underground mining can still continue.
We must get away from the selfish and short-term mindset of trying to keep doing what is wrong. Coal is coming to an end and the sooner we step away from it the better. The longer we postpone the necessary change the harder it will be for everyone.
I have not made any political donations of $1,000 or more to any political party over the past two years.

I urge the rejection of the Invincible southern extension proposal, as the destruction by open-cut coal mining is total and permanent. Large areas at the Invincible and Cullen Valley mines have already been totally destroyed, and as yet are have not been rehabilitated. Coalpac declared bankruptcy and walked away several years ago and have done zero to fix the area that they ripped up. Castlereagh Coal, the new owners, should be rehabilitating the existing damage, but have also done nothing so far. If this proposal was approved it would no doubt be the first step of a multi stage mining process. The intention to do this is implied by the companies application for an exploration licence over a much larger area, pretty much covering the large area of the original Coalpac proposal, which was twice rejected by the PAC.
I want to see no more of the public lands of Ben Bullen State Forest permanently destroyed by coal mining.
These limited areas of conservation significance should be protected for all time, rather than destroyed for short term mining gains.
