Coffs Harbour
Proposal: The Department of Planning, Housing and Infrastructure (Department) has finalised the Rezoning Proposal from Property and Development NSW (PDNSW) for the Coffs Harbour Jetty Foreshore Precinct (the Precinct) under the State Significant Rezoning Policy.
The Department publicly exhibited the proposal from 19 May 2025 to 30 June 2025 and received 1724 submissions. Feedback received during exhibition informed the finalisation of the proposal.
The Rezoning Proposal amends the Coffs Harbour Local Environmental Plan 2013 to revitalise the Coffs Harbour Jetty Foreshore and create a thriving economic hub by co-locating tourism, housing and non-residential uses.
The finalised proposal allows for:
- a mix of new homes and tourist accommodation, with the proponent indicating a likely split of 250 homes and 200 tourist accommodation rooms
- an affordable housing dedication or monetary contribution of 3%
- improved pedestrian and cycling connections linking the city with the harbour
- new open space and a multipurpose community area
- retention of additional public recreation land at the Marina Drive entry to the precinct
- design guidelines to support high-quality development and protect key view corridors
- rezoning of the former Deep Sea Fishing Club site for tourism uses only
- building heights between 2-6 storeys.
Public infrastructure to support future development will be funded through a Voluntary Planning Agreement currently being finalised between Property and Development NSW and Coffs Harbour City Council. For more information, visit Council's website.
