Changes to Industry and Employment SEPP – Mamre Road Precinct

The Department has made amendments to the State Environmental Planning Policy (Industry and Employment) 2021 (Industry and Employment SEPP) to enable upgrades to Abbotts and Aldington Roads in the Mamre Road Precinct.

Mamre Road Precinct is a portion of land located within the Western Sydney Employment Area zoned for industrial land. These industries and businesses support jobs growth and development, as well as generating significant economic benefit for the community. They are crucial to the functioning of cities and increasing housing supply.  The road upgrades will support development of the precinct, which could deliver approximately 17,000 jobs.

The changes were exhibited in an explanation of intended effect (EIE) from 22 February to 21 March 2024.

The changes to the Industry and Employment SEPP include:

  • rezoning land to enable the widening of Abbotts and Aldington Roads
  • updating the Land Reservation Acquisition Map to include new roads
  • confirming the appropriate acquisition authorities for new road corridors included on the Land Reservation Acquisition Map.

The upgrades to Abbotts and Aldington Roads include:

  • improvements to the existing intersection of Abbotts and Mamre Roads, including new turning lanes and slip lanes
  • upgrades to the existing intersection of Abbotts and Aldington Roads to achieve a signalised intersection with new turning lanes and slip lanes
  • three new signalised intersections on Aldington Road to create new local road connections for future development
  • a realignment of Aldington Road.

Penrith City Council and Transport for NSW have been identified as the relevant acquisition authorities for this proposal. These changes to the Industry and Employment SEPP are aligned with the broader planning objectives for the Mamre Road Precinct and support its future development.
