Changes to Industry and Employment SEPP – Mamre Road Precinct


The Department of Planning, Housing and Infrastructure placed an Explanation of Intended Effect (EIE) document on public exhibition between Thursday 22 February and Thursday 21 March 2024. 

The EIE details proposed changes to the State Environmental Planning Policy (Industry and Employment) 2021 (Industry and Employment SEPP) to allow upgrade works to Abbotts Road and Aldington Road shown within the Mamre Road Precinct Development Control Plan (DCP).

The EIE proposes that the Industry and Employment SEPP be changed to:

  • rezone land to enable the widening of Abbotts Road and Aldington Road,
  • enable changes to the Land Reservation Acquisition Map to include new road corridors, and
  • confirm the appropriate acquisition authorities for new road corridors included on the Land Reservation Acquisition Map.

The future work to Abbotts Road and Aldington Road that will be enabled by the proposed changes includes:

  • upgrades to the existing intersection of Abbotts Road and Mamre Road, with new turning lanes and slip lanes.
  • upgrades to the existing intersection of Abbotts Road and Aldington Road to achieve a signalised intersection with new turning lanes and slip lanes.
  • three new signalised intersections on Aldington Road to create new local road connections for future development.
  • a new alignment for Aldington Road.

Penrith City Council and Transport for NSW have been identified as the relevant acquisition authorities for this proposal. The proposed changes to the Industry and Employment SEPP are consistent with the broader planning objectives for the Mamre Road Precinct and will contribute to its future development.

The department is now reviewing feedback provided by the community and stakeholders throughout the exhibition period. Any post-exhibition changes made to the proposal in response to feedback will be detailed in the department’s finalisation report. This is expected to be available in mid-2024.
