Official Caution issued to Consolidated Power Projects Pty Ltd (SSD-6686 as modified, Hilltops LGA)
On 24 May 2021, the Department issued an Official Caution to Consolidated Power Projects Pty Ltd for the construction of an electrical substation at the Bango Wind Farm project without firstly obtaining a construction certificate as required by the Environmental Planning and Assessment Act 1979. A Building Information Certificate for the substation was subsequently obtained from Yass Valley Council.

It will provide much needed cash flow to the rural economies of Boorowa and Yass as well as the surrounding towns .
The host farmers will benefit financially , a benefit that will not be reliant on weather , a problem that most farmers have , it will guarantee their futures , and probably their children's .
The Bango project will inject millions into the Australian economy , there will be local employment , especially during the construction phase , there will be significant long term employment as well .
These employees will boost our school numbers , our organisations and overall our towns .
The local areas will benefit greatly from an agreed Community Enhancement Fund to a tune of some $300,000 .
The windfarm will upgrade our roads around the windfarm , something that will not be possible on local council budgets .
Overall I think small country towns need these types of project to take them into the next generation .

I object to the Bango Wind Farm because of the negative impact that will be caused to fauna and flora during the construction and operation of the wind farm. As the turbines are situated in the area known for the habitat of the Superb Parrot, it is highly likely that bird-strike will occur, especially as the turbines are significantly larger, at 200m, than others proposed in the area. Therefore the birdstrike is likely to be greater.
I object to the Bango Wind Farm for the noise that will be generated, which is not characteristic to the rural landscape.
I object to the Bango Wind Farm which will increase the saturation of turbines on the Boorowa and Rye Park communities, when added to the planned 109 turbines of the Rye Park Wind Farm, as well as the potential for the Rugby Wind Farm, which is currently withdrawn. The cumulative effect of these three wind farms must be considered ogether with the Yass Wind Farm.
I object to wind farms as a source of energy as they are inefficient and do not have the capacity to generate adequate consistent electricity for the needs of industry and residences.

I do not support the destruction of wildlife habitat and grasslands for the construction of turbines.
I do not believe that Wind Farms are efficient enough to warrant the destruction of agricultural lands, bushlands and grasslands.
I believe the construction of the Bango Wind Farm will have significant cumulative impact on the ecology of the area and increase the erosion of fragile soils, for which the EIS gives scant response.
I object to the Bango Wind Farm for its contribution to the saturation of turbines in the Yass Valley/Boorowa/Rye Park area.

*Lack of ongoing communication if scrutinised carefully, eg one day between newsletter dates and open days, very late to update website with details, many many months of zero communication.
* Heath concerns - our two children suffer from health conditions (which I am not disclosing to protect their medical privacy under the Privacy Act) but happy to present medical statements to the Department. We are concerned by the visual impact and noise and movement of the turbines which will make their conditions far worse. Additionally my son suffers from chronic asthma - I am worried about dust from construction.
*No DIRECT consultation despite us neighboring a farm. No studies of the visual impact to our property called Mountainview which we renamed mountainview due to this name being used in the 1800s for the property. There will be MAJOR visual impacts to our farm house which have NOT been highlighted in the report and hence the VALUE of our property will decrease significantly. Who will compensate us when our farm price is devalued??
*State of the roads- in recent flooding Tangmangaroo Rd was closed. There is a major health and safety issue with the roads during construction.
*We had plans to host farm stays on our farm to supplement our income - this will now be impossible and significantly impacts our future livelihood
*I also question whether the independent Chair is actually an independent Chair. I note she has acted as the Independent Chair for all other wind farms from the Wind Farm company. I question the conduct and integrity of the process.
*There is a great deal of European heritage considerations not captured in the report. e.g. the hills where the proposed wind farms are going was the main route from Yass to Goulburn and was frequented by bushrangers.

The Bango EA states that the "larger wind turbine loads require a road width of up to 5 m" (p239). The roads that are identified as routes for the transportation of these loads are the whole length of Wargeila Road, Meads Lane and Hopefield Lane. Much of the length of these roads are narrow, twisting and are lined with mature remnant native trees which are among the oldest in the area because they were not cleared when paddocks were cleared. These trees could be well over a hundred years old. The EA states that "the longest loads will be for the blades, which will have trailer lengths up to 72 m long" (page 233). With the truck length included they will be about 90 m long. To enable the vehicles carrying these components to negotiate these roads the trees will need to be removed. Meads Lane has a right-angle bend in it with mature trees on either side of the road. The height of components such as the nacelle and tower is not identified but would probably need radical pruning of the tree canopy if not removal of the whole tree to allow clearance.
Rye Park Windfarm proponents identify Lagoon Road and Dalton Road as access roads. Again, these routes are in part narrow, twisting and lined with mature trees.
The Bango proposal identifies that 104.77ha of woodland will be permanently removed from their turbine site (p202). The Rye Park proposal wants to remove 284.9 ha from its site. That is a combine total of 390ha (over 963 acres) of native vegetation being removed from this area. This does not include the trees that will be removed from the roadsides. That is a huge area of vegetation to be lost from this area at a time when grants are being offered to preserve this type of vegetation. The CWP proposal cites Biobanking offsets to make amends for their devastation of the landscape but a search of the Biobanking website shows no applications offering any sites in the Local Government Areas (LGA) covering Yass, Boorowa, Young or Harden area. So how will they `protect similar vegetation types'?
The effects of removal of this vegetation will be felt by the local birds and animals that make their homes in these areas. It will also elevate the risks of erosion which will increase sediment deposition in local waterways so risking the life and health of aquatic species.

I am not for this project getting approval !
There is so many reasons I don't have enough time to list them,
I was present at the Boorowa meeting and voiced my concerns so you should have record of that.
200m tall and 122 towers in this area is madness, Not only that a 200m tall tower has not been built before in Australia, Let alone there would be NO DATA to work off to tell us what we are in for and what we are about to approve !
Once they are built it will be all to late.
The Visual Imapact that a 200m tall tower will have will not fit in with our rural landscape, No matter how you make it sound or what colour you paint it.
You should be looking at Solar and Battery storage for renewables.
How about start investing in car charging stations and look to the future instead of wasting money on old technology and ruining our land scape for ever.

I have submitted against Wind farms in the past and this proposal is even worse than the others.
200m tall towers in this country has to be madness !!
No where else has there been 200m tall towers built.
How can we safely put them near towns and houses and know the out come with no data to go off.
No simulated noise or photo will be like the real thing, Then it will be to late.
The roads will not sustain such traffic.
The tree clearing is going to out way the befits.
The land values in this are will be affected greatly.
All this for such a short period of time, 20 Years is not long !
We should be looking at more long term investment and using the tax payers money more wisely.
If, and I mean a BIG IF we have to have wind towers as apart of our "Renewables" We should be putting them somewhere else away from this area.
Yass and the surrounding areas are so close to Canberra, It is highly sort after country life stile with good growth.
Something like this will cripple the area and slow the growth and potentially ruin the area.
This will not be quantified until it is to late.

We are the landowners of a mixed grazing enterprise in the Laverstock Area, between Yass and Boorowa. Whilst we have already made a submission to the Department objecting to the proposed development of Bango Windfarm, we would like to highlight an extremely important and no doubt overlooked issue that has become obvious when talking to members of our community - many residents are simply scared to make their views known.
We have discussed the proposed Bango Windfarm development with many nearby residents - most of which are equally appalled and terrified of the likely impact the development will have on their amenity, health, business and property - but are afraid to formally express their opinion and have their names associated with any form of official objection.
This is unfortunately not an uncommon mentality - especially in many rural areas - the perception of being powerless against the great forces of multinational developers, political agendas and governmental targets.
Whilst we have not been successful in convincing these people of their basic civil rights and freedom of speech, we strongly encourage the Department of Planning and Environment to commission an extensive and thorough "face to face"/ door knock survey of residents in the communities likely to be affected to get a true and fair understanding of the general consensus.
To conduct a survey of this nature would be to acknowledge those who have not been heard and also those who are in fact unable to make themselves heard due to lack of knowledge and access to technology, such as computers and internet.
To not conduct a survey of this nature would be to blatantly ignore those who are likely to suffer the most if the development goes ahead.

1. As a huge supporter of renewable energies, I'm proud to be able to support such a project by using my land to host equipment that will generate clean energy for many years to come.
2. Having grown up on the land, and being 'one' with it, I've experienced many years of extended drought - and flood as well. I can say that in the later decade, the weather systems have changed without a doubt - which we believe is being brought about by human induced climate change. Even if it's not, it would be irresponsible as a race to be so arrogant to think that we are not having an effect, and worse to not do anything about it. Our world is a big wheel, so action needs to start now with any hope to be able to slow the average temperature gain that is occurring.
3. Selfishly or not, the income stream from the Wind farm will help in those years of extended drought - essentially drought proofing the property. The income from the wind farm is fair and due for the business disruption that will occur during the normal operation of the wind farm. So it's not a gift or lottery win as some may think, but welcome all the same.
4. Where do you think that any extra income is going to be spent? New fences, improved pastures, better equipment, education for the children - all spent in the local community.
5. When the day comes that mankind develops a new form of energy that replaces 'Wind', at least these towers can be dismantled to only leave a small concrete pad. Leaving no detrimental effect whatsoever to the land and environment. No coal, gas, seam-gas or nuclear energy can make that claim.
6. To the negatives - go and visit India or Beijing and tell me how much you enjoy breathing the air ? That is our destiny if we don't make the change.

Airspace Procedures
With respect to procedures designed by Airservices in accordance with ICAO PANS-OPS and Document 9905, at a maximum tip height of 952m (3124ft) AHD, the wind farm will not affect any sector or circling altitude, nor any instrument approach or departure procedure at Young Airport. The wind farm will also not affect any nearby air routes.
Note that procedures not designed by Airservices at Young Airport were not considered in this assessment.
Communications/Navigation/Surveillance (CNS) Facilities
Based on the information contained in the spreadsheet provided to Airservices, the Bango Wind Farm to a maximum wind turbine tip height of 944m AHD will not adversely impact the performance of Airservices Precision/Non-Precision Nav Aids, HF/VHF Comms, A-SMGCS, Radar, PRM, ADS-B, WAM or Satellite/Links.
If you require Airservices to carry out a CNS assessment to a maximum wind turbine tip height of 952m AHD, please provide Airservices with a corrected spreadsheet of the wind turbine layout, maximum wind turbine tip heights (m AHD) and site coordinates.
