I make the following submission in relation to the Environmental Impact Assessment for the Erskine Park Resource Management Facility Project at 50 Quarry Road Erskine Park. I strongly object to the Stage 1 Waste Transfer Station EIS and request a reply to the following concerns:

1. I object to two stages of the same Waste project being dealt with in two different EISs. This means that the residents will never get to see the total impacts of this proposal in its entirely in one document.

2. I object to the fact that the EIS does not take into consideration the extensive impact of odour, noise and increased traffic from trucks on residential area in Erskine Park and St Clair.

3. I object that the EIS mentions the 90 place Childcare centre as well as the Retirement village in Erskine Park but fails to account for the 3 schools also in the same location as the Retirement Village. These schools are Mamre Anglican School with approximately 526 students, Trinity Catholic Primary School with approximately 350+ students and Emmaus Catholic College with approximately 1086 students and teachers.

4. I object to the use of an existing traffic impact assessment to confirm that the additional traffic generated by the WTS is within capacity. The road conditions have changed since this report was written. Erskine Park and Mamre Road need to be upgraded prior to the WTS being approved in order to be able to effectively handle the additional traffic proposed. I would like a new traffic assessment to be conducted which includes the monitoring of noise and vibration levels along the major routes planned such as Erskine Park Road, Mamre Road and its results in relation to nearby residences.

5. I object to the proposed traffic increase estimation. The EIS states the direction in which the outgoing Cleanaway vehicles will take but note they have no control over the direction the incoming trucks will take to the Station. Sections of Erskine Park Road are single lane, the road is unguttered and the surfaces are falling apart and the roads back directly onto residential properties. These residents, in some instances have boundaries only 3 - 4 metres from the road surface and are currently experiencing noise disturbances and vibrations due to the current truck noise and we can only anticipate the increase level of traffic heightening this situation. No noise abatement measures have been offered to the residences that back onto Erskine Park Road and there are currently none being discussed or offered. A satisfactory remedy would be for all vehicles (Cleanaway and other companies who may utilise this facility) containing waste both coming and leaving the facility to use only the M7, Erskine Park By Pass Road or Mamre Road - This would totally bypass the noise affected residences on Erskine Park Road and the local residents homes that back onto it.

6. I object that similar odour producing facilities in the area have not been taken into consideration. Residents encounter horrific smells from the SITA Waste Management Facility on Elizabeth Drive Kemps Creek on a regular basis and are extremely concerned that the odors from this Waste Transfer Facility be will on par or even worse, despite the measures proposed due to the close proximity to residential properties.

7. I object to the Air Pollution control device being bypassed in the early stages of the operation being at 90% capacity and 270,000 tonnes per annum without it affecting local residents. The implementation of the completed/functional air filtration system needs to be non-negotiable from the first day of operation and a back up air pollution device needs to be included in the proposed plans so that in the event of a malfunction of the primary device or when the system is off line for maintenance; no odors' can escape the facility whatsoever.

8. I object to the odour control regulations proposed by Cleanaway in the EIS.
Cleanaway advise they will commit to undertaking a rigorous monitoring and verification process for only the first
12 months of operation subject to a planning condition. What will this planning condition entail? Residents ask for an opportunity to review this before being approved.
- Whilst Cleanaway state they will "Also undertake follow-up monitoring during the operational lifetime of the WTS, on a basis to be agreed with the relevant authorities ". I want this monitoring to occur on a frequent and consistent and predictable basis and for Cleanaway to be held accountable by the EPA for any breaches as well as a timeframe set out which the breach must be rectified. These breaches should also be made available for public record. Currently air monitoring by Cleanaway for the Erskine Park Tip is on a 2 yearly basis without any reporting obligations to any authority. This is unacceptable for this new facility.

My family have lived in Erskine Park for 8 years and we have had to deal with the smell of putrifying waste from the Keeps Creek waste facility for this entire time. The odour issue with Kemps Creek has not been resolved and an additional facility even closer to our home, my children's school is very concerning and I am unconvinced of the corporations ability to control the odour or of their empathy with residence who are having to live with the results of their business. If this facility is allowed to proceed I fear the same outcome as the Kemps Creek facility and urge you to reconsider until the existing odour problems are rectified so that these measures can be put in place at any subsequent facilities in the area. I do Not want this at Erskine Park the smell we already get is disgusting. I can't go outside at times because it smells so bad. I brought a house in this area because I thought it was a lovely area for my family yet we a dealing with this putrid smell all the time. Please for once think of the people who have to live there and put them first for once. Also try and do something about the smell we already have .

I object to WTS being built in Erskine Park for the following reasons;
1 At present we have at least 4 large garbage facilities in close proximity to our residential area & all of the associated health risks & disgusting rotting garbage odours that come with them. As the owners of these businesses & the EPA is unable to do anything to fix the existing problems & what we are already living with & have been for the last 4-5 years, I fail to see how adding another one into the mix will do anything but add more problems.
2. The increased heavy vehicle traffic that this new WTS will generate on a road that is in desperate need of upgrading and used by families daily. It is increasing the risk of death & injury to our community & generally not in a state to be able to cope with the amount of users it currently does.
3. The 24 operation of this WTS. The heavy vehicles already using this road are causing noise & vibration problems daily, to add a 24 hour operation to this existing nightmare is just thoughtless & disgraceful.
This is our home This is where we live. When we bought here, we had no idea our residential area was going to be accommodating a large industrial area on our back fences, let alone heavy vehicle traffic that is stopping us from being able to sleep & shaking our houses so badly that they are cracking. Now you would like to also add more garbage & smells, that require us to lock ourselves in our houses even in the stifling heat & reduce our air quality, which may be causing many health problems that wont be seen for years.
This is barbaric to inflict this on us as well as everything else we have to now accept as part of our "residential" area & glaringly obvious that the mercenary wins far outweigh the residents health, lifestyle & lives.

I strongly object to a waste site being located so close to residential homes, schools and businesses.
I have strong concerns regarding the following:

- I am concerned the health and environment of my family, myself and the community may be comprised due to the waste facility being located within our community.

- The smell of the existing waste facility which is located further away has plagued our community for a long time. Having another facility, which will be located much closer, will add to the stench we unwillingly endure and it may become unbearable. This would undoubtedly become a driving factor in many residents leaving the area.

- There is also a financial concern having a waste facility located in our community. This will likely impact on our property value and the level of interest of purchasers wanting to invest in property in the community causing a financial loss to property owners.

- There are a number of schools located in and around our community. The children and employees of these schools have no respite from the stench or possible health impacts during their school day and will spend many days and years breathing this in.

As a resident I hope the needs of the community are heard and valued and the proposed site for this waste facility is relocated to an area much further away from residential communities and schools.

As a resident of Erskine park who is continually subjected to offensive odours coming from the Walgrove road Rubbish tip, I oppose any submission that will lead to increased odours in our suburb. With the dominant wind direction being from the south west, and this transfer station located much closer than Walgrove road tip, we can expect far worse odours than Walgrove road tip is currently emitting. Erskine park is a family friendly suburb, this station should be located elsewhere with a far less populated area.

To who it may concern. We live in St Clair and the stench is unbareable. We do not want this to continue. It can be late at night, first thing in morning or anytime of the day. We have had to close our doors and windows the odour has been so bad. We should not have to lock ourselves in our houses. This is effecting how we live. Strongly objecting. Those who want that kind of smell put in the area where they live

This is a fairly new and chastely growing area with shops, schools and the like. Do not add horrid smells to this clean area. The tip will not help buyers or sellers coming or going to this beautiful area. Put the tip further away from residential areas. We can smell the eastern creek tip here as well.
