This application is for a whole new event (day, demographic), so it really isn't a s96 modification of teh Future Music Festival held the day prior. The applicant states that this type of event was held in 2012 in Melbourne, so the possibility should have been well known when the current Future Music application at Randwick racecourse was made.
All this mentioned, because the documentation provided for as part of this s96 modification application is inadequate and poorly considered.
Specifically, utilising Alison Rd as the only entry point to the event goes against what has apparently been 'learnt' from the Future Music events run by the operator at Randwick racecourse, in particular, the 'event memory' by attendees. The use of the High Street entry / exit point for the Future Music events has been an substantial improvement for the surrounding residential area, focusing activity onto areas used for predominently commerical (educational) uses within Close proximity to Anzac Parade which is more able to carry the substantial traffic volumes associated with a music festival. The dedicated traffic signals at the High Street entry point make this option far more workable. The lower number of attendees planned at this proposed youth music festival does not justify the sole use of Alison Rd as the entry point, in fact, the sole entry point should be on High Street.
I request therefore that all shuttle buses (Central, Moore Park etc) utilise the High Street gate access to the racecourse for both drop off and departures. This will re-inforce the 'event memory' of attendees at the youth music event of the access point to the Racecourse. Ideally, all those arriving on foot or by private car should also be directed away from Alison Road to High Street, by utilising the the variable message signboards which are in place from the previous day.
In addition, I consider the closing time of 8pm is too late. By that time it will be completely dark by 7.47pm (see attachment) which makes co-ordination of pick-up by parents (either at the racecourse or the Moore Park area) difficult. A finish time of 7pm is suggested on safety grounds. Surely it is best to be cautious given the younger age of attendees and that this is the first time a youth only event (over 18 years are excluded) has been run in this location ? While Randwick racecourse operates reasonably satisfactorily as a day-time venue, experience with the Future Music events indicates the site does not perform well for large scale late finishing events.
