Firstly, I object to any expansion of Coal Mining & associated processing given that NSW and Australia has Greenhouse Gas Emission reduction plans that are completely contrary to any expansion enabling more Coal mining production.
Secondly, I note that the application document titled "RVC Coal Transport MOD - Modification Report_signed" in section 7 claims there will be "no change to the current processing capacity of the Dendrobium
CPP, current rate of coal wash production or coal wash transport routes." I note that the application to modify & allow new route of Coal Wash from Russel Vale colliery to follow pre-existing route of Coal Wash from other origins as per the Figure 3 in same document. This makes me think there will be an increase in Road Transporation above current levels of Coal Wash to West Cliff near Appin. I understand the volumes may be within pre-approved limits, but this modification focusses on the Coal Wash from Russel Vale Coal mine & should be assessed as having significant impact to Transport Volumes on these Public Roads. This would bring into question increases in quoted Scope 3 GHG emissions & increased risk of Road Safety issues en route to Appin & return. I could not find clear reference to these factors.
Lastly, I was disappointed in the letter email to me about this Notice of Exhibition has 3 links to the related applications. Two of the 3 links went to webpages "not found". This made it harder to view the application within the short exhibition time frame, also being a busy time of year in early December. I believe the links should be corrected before the exhibition period commences.

At a time when we need to drastically reduce our coal use, no mine should have any of their operations expanded. This is in the interest of the whole community on health, safety, environmental and economic grounds.
