Uralla Shire Business Chamber T/A Business Uralla wishes to express a significant interest in several
aspects of Thunderbolts Wind Farm Modification 1 (Report No. 24068/R01, prepared by Umwelt
(Australia) P/L on behalf of Neon Australia P/L, November 2025).

Our organisation has a vested interest in supporting a strong and active business community which in
turn supports our community at many levels, from our youth to our elderly residents. There is an intrinsic
link between business and community - one cannot succeed without the other.

For our community, our major interests lie in employment opportunities, procurement and
communication issues in regional areas.

We are area of low employment opportunities, and often our youth must leave our community to
undertake further studies and trade qualifications. The construction phase of this project is a massive
opportunity for our young people to be retained within our community while gaining trade-based skills
in an emerging employment sector. Options including Apprenticeships and Traineeships should be
given serious consideration as part of your employment program. Further consideration should also be
given to School-based Apprenticeships and Traineeships (SBAT) as an opportunity to show meaningful
interest in contributing to socio-economic growth.

Our community is very interested in understanding more about your procurement needs. Currently,
Uralla’s strengths are highly focused on hospitality, however our business owners are resourceful and
adaptive to meet other service requirements.

Housing workers close to Uralla would provide an important economic boost for the town, which a
number of venues have already started working towards. Our business community understand capacity
to deliver necessary services will be essential in encouraging workers to town, however timely access to
information is important.

Business Uralla is currently advocating heavily around rural and regional communication isolation
issues. Several recent weather events have highlighted how fragile communication infrastructure is, and
how a lack of ability to communicate creates significant vulnerability for our residents.
Having read the information around the installation of a high-speed microwave radio link
telecommunications tower and the assessment of potential electro-magnetic interference of various
modes of communication, which also touched on potential interference from the WTG themselves,
Business Uralla will most definitely be taking an interest in any telecommunications disruptions around
the installation of this infrastructure.

For you to require additional telecommunication infrastructure is a reflection of the very poor
telecommunication reception in your project area. Is there any capacity for Neoen to work with
telecommunication service providers to provide more effective communication infrastructure which
would provide greater community benefit as a legacy project?

A further consideration for legacy projects during your your construction phase would involve the
retention of the two 80ML dams you plan to construct for your concreting and road construction
operations. Water is an invaluable resource to our community, and to collapse this infrastructure would
seem short-sighted.

As we watch the state of Victoria burn, and remember the devastating impacts of the 2019/20 bushfires
which still scar our environment and our people, access to a Static Water Source (SWS) for the purposes
of bushfire fighting should be consideration. While the bulk of the potentially hazardous industrial work
will take place during construction there will undoubtedly still be repair work carried out during out
during the general operations lifespan of the project. Work causing sparks, for example, can create a
potential fire hazard, as can any form of battery storage system or even potential increased lightning
activity on site.

There are many potential ignition sources from industrial activity which can so easily have devastating
effects on the surrounding environment, which is an additional pressure our community should have the
best chance of protection from. Assuming you would be relying on fire fighting and mitigation from
volunteer organisations such as the Rural Fire Service, there should be significant consultation with these
services to achieve the best possible outcome for all stakeholders.

As an addendum to my earlier submission before the date for submissions was extended, I attach additional information regarding confirmed presence of endangered Bell's Turtle in the project area (Pine Creek Dam and tributaries). Under the EPBC Act (1999), the project should have been referred to the Federal Government for consideration, and yet it has not been. Please follow the law.

I strongly object to the transport route modification, and to the proposed wind farm development.
As clearly stated in the report, significant, irreversible, devastating direct impact will be incurred by endangered and vulnerable species of native wildlife and flora, both during the proposed construction phase and operational phase of the proposed wind farm.
Species impacted include: • Finger panic grass (Digitaria porrecta) • Native milkwort (Polygala linariifolia) • Silky swainson-pea (Swainsona sericea) • Austral toadflax (Thesium australe) • Zigzag velvet gecko (Amalosia rhombifer) • Eastern pygmy-possum (Cercartetus nanus) • Pale-headed snake (Hoplocephalus bitorquatus) • Barking owl (Ninox connivens) • Powerful owl (Ninox strenua) • Squirrel glider (Petaurus norfolcensis) • Koala (Phascolarctos cinereus) • Masked owl (Tyto novaehollandiae) • Border thick-tailed gecko (Uvidicolus sphyrurus).
Species also in the identified areas but NOT noted in the proposal documents include : Rufous bettong, south eastern glossy tailed black cockatoo, large eared pied bat, little pied bat, brown tree creeper, spotted tailed quoll, Bell's turtle, painted honey eater, Boorolong frog, Davie's tree frog, black striped wallaby, square tailed kite, yellow bellied glider, grey headed flying fox, regent honey eater and so very many more. (Refer to the Office of Environment and Heritage threatened species webapge for a comprehensive list of threated species and bioregions: https://threatenedspecies.bionet.nsw.gov.au/AreaHabitatSearch).
As a registered wildlife carer, rescuer and rehabilitator, I can attest to the the fact that not only will these animals and flora be irreversibly impacted, so too will their homes, transport routes, breeding, food sources, water sources and habitat in both the short and longer term by the prosed wind farm.
In addition to the devastating impact on endangered and vulnerable flora and fauna is the impact of water supply to the surrounding areas, the shedding of plastics into the soils and water ways from the blades, the asbestos contamination from the asbestos contained within the turbines and the sold degradation.
The plan notes that plans will be developed, and situations appropriately monitored, however, to date there are NO plans in place and no mitigation proposals provided - all 'damage control' efforts will be occurring after the fact the damage has occurred.
The proposal notes that "Bushfire Appropriate bushfire protection measures are proposed to be applied to all approved infrastructure as part of the approved Project. The existing bushfire protection measures will also be applied to the proposed microwave tower. The proposed bushfire protection measures to be implemented during the construction phase as part of the approved project will continue to apply. No further assessment required." Aerial fire protection and fire suppressant activities will be negated by the presence of the wind turbines. As a senior RFS member I can also attest to the fact that there is NO bushfire protection measures, policies or procedures in place by the RFS as to how to manage fires at wind turbine sites, further placing at risk the environment and surrounding flora and fauna.
The wind turbine and transmission sites run through areas that are significantly impacted by lightning strikes annually - the inability to provide aerial fire fighting support is greatly negated by the wind turbines.
The proposed wind farm will irreversibly destroy endangered native flora and fauna - there is no justification for the impact on our flora and fauna.
The developers and supporters of the wind farm will be responsible for actively and knowing destroying endangered and vulnerable species, displacing, destroying and disturbing habitats, breeding grounds, food and water sources. Three is no coming back from gone. We cannot legally, morally, ethically or politically support foreign owned companies dictating the destruction of habitat and rural environments.

Understand? How can a Modification of SSD-10807896 be made by the proponent if the whole-of-government assessment for Thunderbolts Wind Farm finished in approx. March 2024. Note March 2024.

I object and do NOT consent to this project for the following reasons:

The fact that this project and other similar renewable projects are connected to potentially flammable and dangerous high voltage transmission lines and towers. For example:

Just over sixteen years ago, on the 7th of February 2009, 6 out of the 11 Black Saturday fires that took 173 lives and did untold damage to property, livestock and wildlife, were started by high voltage transmission lines. This was such a devastating, large scale catastrophe that a Royal Commission was called to investigate why these fires happened and how they could be prevented in the future - VBRC_Summary_PF.pdf, Remembering Black Saturday - 15th anniversary | Emergency Victoria. 

Cameron Stuart of Brittanica.com on the 20th of January 2025 (Black Saturday bushfires | Causes, Deaths, Map, & Location | Britannica), described the horrific, catastrophic, devastating Black Saturday fires in detail:

"On February 7 Victorians were told to brace for the “worst day” in the state’s history: weather forecasters warned of a record heat wave with temperatures soaring to 115.5 °F (46.4 °C), combined with gale-force winds of up to 56 miles (90 km) per hour. That day more than 47 major fires erupted across the state, 14 of them claiming lives or causing significant damage. The most deadly conflagration, known as the Kilmore East fire, which claimed 121 lives, was sparked by a faulty power pole near the township of Kilmore East, 37 miles (60 km) north of Melbourne. The flames quickly jumped a major highway and roared into a forest, where they turned into a giant fireball, dwarfing the resources of local firefighters, who could only flee in its path. Aided by steep slopes and powerful winds, this fire raced through a series of townships, including Kinglake (where 38 people died), Strathewen (27 perished), and St. Andrews (12 were killed), catching residents by surprise and trapping many in their homes. Not only are lithium battery factories extremely dangerous, but they are also deadly Lithium battery factory fire kills 22 in South Korea. 

In California, it was reported that it was PG&E's powerlines that had sparked the recent horrific and deeply devastating fires - , How Did The California Wildfires Start? Officials Weigh Power Lines, Fireworks—And Arson (forbes.com), PG&E’s Lengthy Record of Starting Wildfires, and What the Company Is Doing to Change It (californialocal.com) and in fact, PG$E was found to be responsible for the worst fire in California history - the Camp Fire (Customers of PG&E, other utilities pay billions for wildfire prevention- CalMatters)

"POWER LINES AND ELECTRIC INFRASTRUCTURE

Multiple residents of Altadena sued Southern California Edison on Monday, alleging the Eaton Fire was started by the company’s electrical equipment. The lawsuits cite eyewitness reports of sparking power lines. The company has pushed back against the theory, saying in a statement Sunday its “analysis shows no interruptions or operational/electrical anomalies in the 12 hours prior to the fire’s reported start time until more than one hour after the reported start time of the fire.” One of the filed complaints reportedly alleged, “there is clear evidence from video footage, photographs, and witness accounts that the fire was caused by electrical equipment operated by Defendants Edison International and Southern California Edison.” Power infrastructure has been a leading cause of fires in California in the past—with eight of the state’s 20 most destructive fires having power-related causes—and the amount of fires started by equipment has grown recently, The New York Times reported."

Interestingly enough,, prior to the recent wildfires in California, PG&E had a mitigation plan, which as you can very plainly see did NOT stop the extremely horrific, deadly and destructive California Wildfires from happening, much less actually put them out, and so now, what will happen to all the taxpayers who lost their homes, livelihoods, pets, etc because of PG&E's powerlines sparking the tremendously fast moving fires throughout Southern California, doing untold damage, along with taking lives?  (TN13803_20240402T112956_PGE's_2025_Wildfire_Mitigation_Plan_Update.pdf).

And then there is the astronomical and, in my opinion, completely irresponsible and unjustifiable cost of these renewables:

"3.0 Capital Cost Factors GenCost defines future capital cost factors 6 for various generation and storage technologies. It observes recent years when freight and raw materials rapidly increased costs. Its use of a 2006 to 2009 price bubble to show prices returned to previous expectations is not entirely realistic since the industry was much smaller at that time and basic power costs affecting manufacturing have been recently escalating much more rapidly. GenCost’s contention that “…inflationary pressures for most technologies and the cost of some…such as solar PV and batteries are falling again” is contestable. We believe this is only a small part of the story. In our view: • Renewables are now relatively mature technologies after 30 years of intensive development, thus making assumptions of substantial future cost decreases too optimistic. • Labour costs have been hit with high inflation recently; these costs are not going to go down. • The dominance of one country, China, in the entire supply chain for renewables makes higher future prices likely as competition is stifled and hence deserves more careful analysis. • Increasing demand in global markets may cause price rises. • Shipping costs are being hit by increasing fuel costs. • Operating costs of renewables are greater than anticipated, as the UK and Germany have found. • Subsidies for the cheapest form of electricity generation, which surely should not still be necessary) could be reduced, adding to manufacturing costs. Compounding the uncertainties in predicting future costs are: a. realisation that the extraordinary costs involved are not affordable nor sustainable, b. the negative impact on national economies from unreliable intermittent power, c. many countries, including the largest, doing nothing or very little, to meet Net Zero goals, d. the withdrawal of the US from the Paris Accord, e. the mounting market failure of EVs, f. recognition that the science of climate catastrophism is overstated and overhyped, and g. the severe environmental impacts of solar and wind generation installations being regarded as unacceptable. 6 GenCost Section 5 P3"

In summary, MACH Energy remains concerned about the potential for OSOM movements generated by the Thunderbolt Wind Farm construction activities to materially impact on our operations, including the safety of our employees and contractors on the road network and access to the site during emergencies.
To provide certainty that appropriate mitigations and controls will be implemented by Neoen, MACH kindly requests additional conditions within SSD-1087896 as outlined in our letter.

The project represents a reckless, dangerous, and unethical imposition on Australian citizens, communities, and landscapes.
1. THUNDERBOLT WIND MOD 1 IS UNRELIABLE AND THREATENS GRID SECURITY
Thunderbolt Wind Mod 1 is part of the Eastern Australian grid, the world’s most geographically dispersed interconnected network. Evidence from Paul Miskelly’s 2012 study Wind Farms in Eastern Australia – Recent Lessons demonstrates that:
Even widely dispersed wind farms fail to provide reliable baseload power.
Adding this project will increase grid instability and the risk of blackouts.
Back-up reliance on fast-acting gas turbines will increase greenhouse gas emissions and energy costs rather than reduce them.
Despite warnings dating back over a decade, Thunderbolt Wind Mod 1 appears to ignore fundamental electrical engineering realities, exposing Australians to energy poverty and catastrophic blackouts.
2. TOXICITY AND ENVIRONMENTAL HARM ARE IGNORED
Thunderbolt Wind Mod 1 involves the installation of industrial wind turbines whose blades are chemical time bombs:
Fiberglass and epoxy, containing ~33% bisphenol A (BPA), will shed microfibers and nanoparticles.
Polyurethane surface coatings and PFAS compounds are carcinogenic, allergenic, and forever chemicals that contaminate soil and water.
These toxic materials will accumulate in the environment, poisoning life-sustaining soil and water for generations.
The wind industry provides comprehensive safety protocols for workers, but nothing for nearby residents, families, or children. Thunderbolt Wind Mod 1 is effectively a massive environmental health experiment imposed on the public without consent.
3. ECONOMIC DAMAGE IS INEVITABLE
The claim that Thunderbolt Wind Mod 1 will reduce electricity prices is false and misleading. The project:
Requires significant backup generation, increasing costs.
Threatens energy reliability, especially in winter and during low wind periods.
Exposes households to energy poverty while enriching developers like Neoen.
This project is a RenewaBULL swindle, prioritizing private profits over public wellbeing.
4. NATIONAL SECURITY RISKS ARE REAL
Thunderbolt Wind Mod 1 relies heavily on foreign-manufactured components, including turbines and batteries, much of which comes from China. This places critical parts of Australia’s electricity grid under the influence of a hostile foreign power. The project cannot be justified without a full national security audit.
5. POLICY AND REGULATORY FAILURE
Thunderbolt Wind Mod 1 epitomizes systemic failure in governance:
Regulators have ignored the engineering data on intermittency and grid stability.
No meaningful assessment of long-term toxic contamination has been undertaken.
Policymakers continue to fast-track approvals despite known hazards, prioritizing ideology over citizen safety.
6. DEMANDS
Immediate moratorium on Thunderbolt Wind Mod 1 and all associated construction.
Royal Commission into:
Public health and environmental contamination risks.
Grid security and reliability impacts.
Foreign supply chain dependencies and CCP influence.
Accountability for project developers, government officials, and regulators.
Independent review of all existing wind farms’ contribution to grid instability, toxic exposure, and community health impacts.
CONCLUSION
Thunderbolt Wind Mod 1 is:
Technically incapable of providing reliable baseload electricity.
Environmentally toxic, threatening soil, water, and air for generations.
Economically destructive, increasing electricity costs and energy poverty.
A national security liability, dependent on foreign supply chains from hostile powers.
To continue this project is an abdication of government responsibility, a public health hazard, and a strategic threat to Australia. This submission calls for immediate cessation, full audit, and Royal Commission.

I object to this modification because it changes the project after the community has already raised objections to the original proposal. Approving developments first and then altering them later through modifications undermines trust in the planning process and makes public consultation feel meaningless.
These changes are not minor. They affect how the project operates and how its impacts are experienced, yet they are being introduced after the fact, when many people have already taken the time to object in good faith.
If a project needs to be substantially changed, it should be reassessed properly and transparently, not adjusted piece by piece through modifications. This approach favours developers and leaves communities feeling unheard.
For these reasons, this modification should not be approved.

I object to this proposal based on the scale and the traffic report does not assess Jennings St as street that is already at capacity and this development only thinks allocating 119 car spaces will alleviate the existing issues this has grossly been underestimated with huge assumptions.

I object to this proposal and its scale and negative impacts to the community.
