Approximately 12 months ago we purchased the apartment on Levels 6 & 7 at
8 Hickson Road, directly across the road from Bay 11 of Campbell's
Store, the subject of proposed Modification 2.
At the time of purchase, we were aware of a development proposal for
the redevelopment of Campbell's Stores. At that time our overwhelming
concern was potential for cooking smells coming from the roof of Bay
11 because as we understood it, the proposal was to funnel all
ventilation and cooking smells through the roof of Bay 11. Despite
assurances from the applicant that the technology being used will 100%
eliminate any cooking odours. On this point, we are placing our faith
in the applicants assurances.
The fact that Bay 11 had a corrugated iron roof (with minimal venting)
as opposed to the slate roofs on the other 10 Bays did not overly
concern us, but now the proposed Modification 2 has completely changed
our view over Bay 11. From our understanding of the proposal,
virtually the whole of the roof is going to be covered with mesh
through which we will be able to clearly see all of the plant and
equipment associated with this proposal. In effect, notwithstanding,
the lame attempt to disguise the plant and equipment by painting it
black it will be the same as gazing into a black boiler house.
When we went through the original development consent, Condition B9 is
intended to protect the amenity and the views of the residents of 8
Hickson Rd and now this amenity will be completely compromised by the
proposed modification.
What has made this whole redevelopment so objectionable to us, is that
the owners of the 6 apartments at 8 Hickson Rd, who are the only
residents overlooking the Campbell Store redevelopment and despite all
earlier representations about the impact on 8 Hickson Rd, to satisfy
the historical restoration `purists' all of the negatives of the
redevelopment have been lumped together into Bay 11 and now to add
insult to injury, we the residents of number 8, are going to be
subjected to views of the black boiler house.
At no time as far as we are aware, has anyone representing the
applicant or the consultants for the proposed modification been in
contact to consult with any of us or attempt to understand further how
our view will be so negatively impacted by Modification 2.
If the applicant or their consultants would like to see firsthand what
we are now going to be subjected to should Modification 2 be approved,

The proposal as submitted substantially changes the roof of Bay 11
Campbell's Stores and will result in the plant and equipment located
within the roof of Bay 11 to be visible from our apartment on level 3
of 8 Hickson Road. Viewing into a substantial plant room is unsightly
and is comparable to viewing roof mounted air conditioning and
mechanical exhaust equipment.
The proposal will have a significant negative impact on the outlook
from our apartment.
The proposed Modification 2 has the effect of removing the majority of
the roof of Bay 11. The mesh intended to enclose the roof space is not
a visual screen but is only designed and intended to prevent birds and
vermin from entering the roof space and not to visually screen the
plant and equipment located within the space.
The proposal is completely contrary to the spirit condition B9 of
development consent which is intended to protect the amenity and views
of the residents of 8 Hickson Road. The fact that the plant and
equipment will be visible from our home is similar to the equipment
penetrating the roof or being roof mounted.
Significantly the Visual Impact analysis submitted with the
application fails to make any assessment of the visual impact on the
residents of 8 Hickson Road. It is considered that the visual impact
of the application cannot be assed in the absence of a detailed
assessment of the visual impact on the residents of 8 Hickson Road.
Further the applicant and the consultant proponents have failed to
consult with the residents of 8 Hickson Road and have made no attempt
to mitigate the negative visual impact that will result from the
proposed amendment.
The proposal should not be approved in its current form.
Should the Minister consider that the Modified application is suitable
for approval a condition should be attached to any consent that may
issue requiring the design be amended to provide all roof openings
with louvres or other suitable material that screens any plant or
equipment located within the roof of Bay 11 from view from the
residential apartments located at 8 Hickson Road.
