Our office is the appointed Strata Managers for 173 Orchard Rd which is
adjoining the waste complex.
All the owners of 173 Orchard Rd have advised our office that they
strongly object to the modifications of the waste facility due to the
below:
Our main concerns are:-
* The massive increase in tonnage
* Massive increase in truck movements in the local streets
* Four years ago this same open facility caught on fire & burned for
several months subjecting residents & local businesses/workers to
airborne asbestos
* Such a facility should not be in the middle of a densely populated
area

We are looking for assurances that all previous and future health and
safety issues resulting from the activities to be carried out on this
site are addressed in a safe and timely manner to ensure the health of
all bordering neighbors, including residential and business owners.
The health and safety issues include but are not limited to the
following;
- Dust
- Odour
- Noise
Apart from the above the business must be held accountable for any
detrimental affect on surrounding businesses. We as a supplier in the
food packaging industry have experienced negative feedback, through
site audits, from highly regarded multi-national customers, voicing
concerns over the above issues and the care of employees while having
to deal with such hazard/issues.

Hill has been in operation the site has never complied nor adhered to
any previous directions required for EPA compliance regarding dust and
pollution control.
We are in direct line of visible and invisible airborne dust and
emissions which are the result of operations from the site They have
caused health and breathing difficulties to those who work anywhere in
the vicinity of the site.
Regardless of EPA directives the site still breaches guidelines that
been set out for it over all the years.
All Previous operators have been fined and incurred penalties some of
whom have avoided the penalties with No prosecution or phoenixes into
other company names avoiding the penalties.
The site is unsuitable for a recycling plant as it affects the
community and residents and all efforts to have the pollution control
have failed. Complaints were recently submitted to the EPA in October
2018 because of another non compliance
Photographic and video evidence has been submitted in the past with no
positive outcomes for affected businesses, houses and all those
involved.
The site has been monitored by Work cover, council, EPA and unions
representing members have proven powerless to stop the continuous
abuse of environmental standards set out by the government - The
department of Planning is responsible and is the only Government Body
capable of making any difference.

I believe the application put forward is a farce ,over a certain
number of years of operation, the site has never operated and complied
with it's environmental guidelines as required, so are we to believe
this will not happen again. We are just putting a cover over the
sandpit.

I think the proposal should be rejected outright due to the health risks
on all of the residents and workers surrounding the waste recycling
facility. People should not have to suffer lung irritation , eye
irritation and long term health problems from exposure to potentially
hazardous dust emitted from a facility like this in a populated area.

We are opposing to this development due to the amount of dust being
produced by this plant. Our lungs get choked by the blowing dusts. It
could be asbestos which can lead to lung cancer in future. We are also
manufacturing food contact plastics which can affect other consumers.
We can provide the photos of dusts on our machinery and cars.
To protect all Australians health we hope this project goes elsewhere
but not at that site.

RE:- Objection to Chester Hill Materials Recycling/Waste Facility
Expansion (Application Number: MP 06_0052 MOD 3)
To Whom It May Concern,
I object to the proposed expansion of the waste processing facilities
at 191 Miller Road, Chester Hill.
My objection stands on the following:-
- Proximity to residential property, schools and childcare,
- Previous failings of the site, and
- An inappropriate increase in truck movements.
Residential Property, Childcare Centres and Schools
The current waste facility is situated directly within a highly
residential area, with the closest homes only a few hundred metres
east in Chester Hill.
There are several childcare facilities located directly within the
local communities neighbouring the site.
There are also several schools in the immediate vicinity; Chester Hill
Public School, Immaculate Heart of St Mary Primary and Villawood East
Public School.
The site expansion will immensely impact these residents and their
families.
I am concerned that despite the best planning, and the commitments
made in Appendix B, the site is vulnerable to breach.
These concerns stem from the sites significant history of breaching
NSW environmental laws, of which included asbestos contamination.
Previous Failings of the Site
Operations at 191 Miller Road, Chester Hill has received several
penalties for breaches of environmental standards and laws since 2016
alone;

and

Of particular note is the `1547354 Clean Up Notice', where the
Environmental Protection Authority ("EPA") detailed the asbestos
contamination. Again, given the proximity to local residents, this is
of concern.
March 2014 Fire
In March 2014, there was a substantial fire at the site.
The residents and staff in the surrounding properties were subject to
weeks of smoke with inadequate communication by the EPA.
The clean-up of the site occurred at substantial cost to the taxpayer.
The EPA has demonstrated a lack of ability in managing the risks
associated with waste processing at 191 Miller Road, Chester Hill.
The public should not be forced to incur further risks to their health
nor the financial costs associated with policing or cleaning the site.
Inappropriate Increase in Truck Movements
The proposal to increase the site capacity from 100,000 tonnes per
year to 250,000 tonnes per year will have direct impacts on local
residential traffic flows.
Inevitably, this increase will require a higher volume of trucks
moving to and from the site, forcing trucks through nearby residential
areas and past homes early in the morning and late at night.
The hours of truck movements will be outside of the proposed operating
schedule of 7:00 AM - 6:00 PM Mondays - Saturdays (Statement of
Commitments, 1.4) as they arrive for the time of opening and leave
after close.
It is reasonable to assume truck movements through residential Chester
Hill and surrounds will occur far earlier in the morning and far later
at night; a concern only exacerbated by the proposal to operate the
facility on Saturdays from 7:00 AM.
Conclusion
I believe for the above reasons that the proposal for 191 Miller Road,
Chester Hill should not proceed.
