I have no objection to make these intersections safer with strong
community support.

I have a couple of concerns on Rogers Ave arrangement, as below

* The "No left turn" restriction may push traffic to nearby streets
during peak periods. The side streets at Parramatta Road have the
history of through traffic issue during peak periods. Therefore, the
modification should also consider a traffic management treatment to
address this overflowing issue.

* When entry to Rogers Ave is banned, it may increase the possibility
that vehicles travel through the service station to enter Rogers Ave
avoiding the left turn ban. This may cause some safety issue in the
service station.

Please see our supplement of submission as below:

No objection is raised to the cul-de-sac treatment at Dobroyd Parade
on road safety grounds and in line with recommendations from the
former Ashfield Council's Traffic Management Strategy (TMS).

The road safety aspect to prohibit the left turn movements in from
Parramatta Road to Rogers Avenue and removal of the most eastern
driveway of the petrol station to avoid hazard and conflict with the
Parramatta (surface) Road traffic merging, and the tunnel off-ramp
traffic movement near the intersection, is acknowledged. I comment
that petrol tankers and large service vehicles associated with the
petrol station will need to exit from Rogers Avenue directly onto
Parramatta Road, as Rogers Avenue is protected under a (3 Tonne limit)
`Light Traffic Thoroughfare'.

I noted the planner comments:

For the record, Council referred DA 216/275 at 163-165 Parramatta Road
for a carwash, to the Roads Maritime Services. This proposal had
driveway access off Parramatta Road and Rogers avenue. Despite the
Council assessment officer querying the appropriateness of the use of
Parramatta Road given the vicinity to the portals, the RMS on 25 Jan
2017 replied it has no objection to this. Presumably the RMS will seek
to contact the owner or beneficiary of the Development Approval DA
216/275 to resolve this matter.

This would need to be followed up by the RMS/NSW Planning and
Environment with the owner/beneficiary on correct modifications to the
driveways in reference to DA 216/275.

Council would not support a temporary full road closure of Waratah
Street in construction of the cul-de-sac at Dobroyd Parade. A high
degree of traffic would be diverted though Alt Street, particular in
the narrow roadway section, between Alt Street and Martin Street.
Concern would also be raised with the high manoeuvre of traffic at the
intersection of Alt Street and Ramsay Street. Council would prefer to
see that 2-way is maintained by need of removing parking to one side
of the street. If a partial closure, Council would need to be
consulted to provide comments in the establishment of any Traffic
Control Plan in part of any Construction Traffic Management Plan.

Concern is also raised with the local roads being used for
construction vehicle movements and why access to and from the sites
cannot be contained from Parramatta Road and Wattle Street. The
applicant would need to converse via the Council's WestConnex Unit to
derive a Construction Traffic Management Plan for consideration.

The above comment was also provided to Ryan Horne in RMS for
information by Boris Muha, Engineer Traffic & Projects from Council.
