I hereby lodge my submission to the Clarence Coal Mine Modification 11 Project.

I OPPOSE the Clarence Coal Mine Modification 11 Project.

This proposal seeks to extend operations for another five years. At a time when we urgently need to reduce reliance on coal, approving extended coal extraction is the wrong direction for the Gardens of Stone region and New South Wales.

I oppose the extension in it’s current form. Mining and burning coal prolong the environmental damage already affecting our waterways, landforms and climate.

This extension must not be approved as per community opposition.

The continued approval of this mine extension would necessitate the movement of 300,000 tonnes of coal by truck. There is no justification for extending years of heavy truck movements through the Blue Mountains and Sydney.

The Clarence coal mine must knowledge the real impacts of truck transport. The claim of “no or negligible” impacts does not reflect the experience of communities dealing with noise, traffic, diesel pollution and road safety risks from over 7000 truck trips every year.

Most Clarence coal is exported. Quite simply, this must stop. To combat climate change we must reduce our emissions. The quickest method to reduce emissions is to stop mining and burning our coal here locally and ban export overseas.

This is a critical moment. Five more years of coal extraction is not a minor administrative change, it is a significant decision for our environment, our communities and the Gardens of Stone.

I demand better outcomes for the Gardens of Stone and hold decision-makers to account.

The summer of 2025/26 has thus far given us 42°C and violent storms in Sydney, destructive bushfires in Victoria and flooding in northern Queensland. With these ever-increasing effects of climate change on the country the Minns Government must actively denounce the extension of this project. Green energy generation and infrastructure must take precedence. The extraction and use of fossil fuels must be curtailed immediately. To divert from this necessary path forward would be irresponsible.

Without coal mining the town will shut down there won’t be any money being spent and even more shops will be shutting think of the future and not the lies the greens are spreading about coal.

As a firstdemand, the extension should not be approved.
If the extension is approved, despite community opposition, it must come with these five strict conditions:

1. Link the approval to the upgrade of the Lidsdale coal unloader. This critical infrastructure would reduce reliance on the polluting, wet Springvale mine.
2. Reject the continued approval of 300,000 tonnes of coal by truck. There is no justification for extending years of heavy truck movements through the Blue Mountains and Sydney. Rail is available and should be mandatory. Coal bins on trains should of course be covered to prevent coal dust pollution.
3.Acknowledge the real impacts of truck transport. The claim of “no or negligible” impacts does not reflect the experience of communities dealing with noise, traffic, diesel pollution and road safety risks from over 7000 truck trips every year. I live in the Blue Mountains and am personally impacted by this truck Transport. Coal bins on trains should of course be covered to prevent coal dust pollution.
4.Prioritise local use over export. Most Clarence coal is exported. If extraction continues, it should supply Mount Piper Power Station to avoid pressure for new coal from more damaging mines in the region.
5. Strengthen rehabilitation requirements. Existing rehabilitation commitments are outdated and inadequate. Any extension must impose modern, enforceable rehabilitation standards.

This is a critical moment. Five more years of coal extraction is not a minor administrative change — it is a significant decision for our environment, our communities and the Gardens of Stone.

As one of the region’s longest‑standing community organisations 139 years, we recognise the important role Clarence Colliery plays in the local economy and community. The operation provides significant direct and indirect employment opportunities to residents of Lithgow and surrounding areas, supporting local families and contributing to the stability of the region’s workforce.

Beyond employment, the mine’s ongoing operations support a wide range of local businesses, services, and community groups. The continuation of Clarence Colliery’s activities for the proposed extension period will help maintain economic resilience during a time of transition for both the Lithgow district and the broader energy sector.

We also acknowledge that Clarence Colliery is subject to rigorous environmental regulation, ongoing monitoring, and community consultation processes. The mine’s participation in community forums and its commitment to transparency helps ensure that environmental and operational responsibilities are managed appropriately.

For these reasons, the Lithgow Workies Club supports the approval of Modification 11 – Time Extension.

Mod 11 secures ongoing employment for approximately 300 full-time equivalent workers, with approval for up to 400 roles. These jobs underpin the local economy and support families throughout the Lithgow region. By sustaining operations, Mod 11 protects a critical economic pillar and helps prevent significant economic disruption.
The mine also generates substantial indirect employment across transport, services, contracting, and manufacturing, supporting more than 580 additional jobs and delivering strong local procurement benefits.

Importantly, the modification does not involve any new surface disturbance, expansion of the mine footprint, or additional infrastructure. The project remains within previously assessed and environmentally managed areas. State agencies have confirmed that it constitutes “substantially the same development” under section 4.55(2) of the EP&A Act, demonstrating full compliance with statutory requirements.

I am an Australian citizen and deeply concerned about the global warming caused from burning too much fossil fuels especially coal.

We’re living in a climate and biodiversity crisis and the science is clear, that we can’t afford to approve anymore coal mines and or extensions to avoid the catastrophic effects from overheating our planet.

I am strongly objecting to this extension being approved.
